Seeking help with drafting a pilot production plan

We are currently working on the trial production plan, and we’re not sure whether to include the purge gas sealing plan in it. In HG20231, no specific requirements are given; only the general framework is outlined, with no detailed implementation plans provided. So should it be included? The manager says it needs to be added. But those written by other companies on the Internet also did not include specific plans. I would like to ask the seniors for advice

Please refer to the requirements outlined in Document No. 45 on work safety: Article 22 stipulates that the project owner shall organize relevant units involved in the design, construction, and supervision of the project, as well as experts, to identify potential safety issues and corresponding countermeasures that may arise during the trial production (use) of the project (hereinafter referred to as trial production/use). A comprehensive plan for trial production/use shall be developed in accordance with relevant laws, regulations, rules, **standards, and industry standards related to work safety. The trial production (operation) plan shall include the following elements related to safe production: (1) The completion status of production preparations such as pressure testing, purging, airtightness testing of equipment and pipelines in the construction project, individual unit testing, instrument calibration, and joint commissioning ； (II) Feed-in commissioning plan ； Preparing the purge gas tightness plan and carrying out the work according to that plan constitutes the completion of the production preparation tasks.
