**Suggestions of the Henan Provincial Party Committee on Formulating the 14th Five-Year Plan for the National Economic and Social Development of Henan Province and the Long-Term Goals for 2035 (adopted at the 12th Plenary Session of the 10th Henan Provincial Party Committee on December 28, 2020). They always kept in mind the earnest instructions given by **, resolutely implemented his decisions and arrangements, and united and led the people of the whole province to build momentum by focusing on major issues and long-term plans, and to make steady progress by overcoming difficulties. The goals and tasks set out in the 13th Five-Year Plan are on the verge of being achieved, the goal of building a moderately prosperous society in all respects is about to be realized, and significant progress has been made toward the ambitious goal of making the Central Plains region even more prosperous. In particular, as the ecological protection and high-quality development of the Yellow River Basin have been elevated to a major **strategy, Henan’s role and significance within the national context have become even more prominent. The overall strength has achieved a significant leap forward. The total economic volume reached two significant milestones of 4 trillion yuan and 5 trillion yuan respectively, while grain production remained stable at over 130 billion jin for four consecutive years. The grid-shaped high-speed rail network has been largely completed; major projects such as the transmission of electricity from Qinghai to Henan and the completion of the Shandian Reservoir have been put into operation. Fifth-generation mobile communication networks cover all areas in county towns and above, resulting in a significant improvement in basic infrastructure capabilities. Significant progress has been made in transformation and development. The equipment manufacturing and food processing industries are accelerating their growth to reach a value of trillions, while areas such as artificial intelligence and the digital economy are developing rapidly. As a result, the industrial structure has undergone a historic shift from \"2-3-1\" to \"3-2-1\". The development of Zhengzhou as a central city and Luoyang as a secondary central city is accelerating rapidly; the driving role of the Central China urban agglomeration has been significantly enhanced, enabling a historic transformation from a rural-based society to an urban-based one. “\"Four-way coordination\" connects the world, while \"five-zone linkage\" boosts capabilities, enabling a historic transformation from inland hinterlands to open highlands. “Significant progress has been made in reforms such as streamlining administration, delegating powers, and improving services, as well as in the reform of state-owned enterprises. The pilot tasks for the China (Henan) Free Trade Pilot Zone have been largely completed. The leading role of the Zhengzhou-Luoyang-Xinxiang Independent Innovation Demonstration Zone continues to grow, and institutions such as the Bio-breeding Industry Innovation Center, the Agricultural Machinery Equipment Innovation Center, and the Zhengzhou Supercomputing Center have been approved for establishment, thereby enhancing the region’s development momentum. A major victory was achieved in the decisive battle. Under the current standards, the rural poor have been lifted out of poverty, and all impoverished counties removed their poverty designations one year ahead of schedule; the goals and tasks set for poverty alleviation in the new era were fulfilled as planned. The Yellow River ecological corridor is taking shape, efforts to green up the country are advancing at a faster pace, the energy structure is continuously improving, and significant results have been achieved in the integrated management of water resources. The annual average concentrations of PM2.5 and PM10 have both decreased by more than 30%, with various environmental indicators reaching their best levels in five years. Risks such as those in the financial sector and local **debt have been effectively addressed, ensuring that the threshold against systemic or regional risks is maintained. The quality of people's lives has improved significantly. The per capita disposable income of residents met the goal of doubling by 2010 one year ahead of schedule; over 6.7 million new jobs were created in urban areas. The efforts to develop Zhengzhou University and Henan University as \"double first-class\" institutions progressed rapidly. Compulsory education moved from a state of basic equilibrium to one of high quality. Regional medical centers were developed at an accelerated pace, with key health indicators exceeding the national average. The total volume of housing built for those displaced due to slum redevelopment ranked second in the country, and the social security system continued to improve. A network of public cultural service facilities covering both urban and rural areas has been basically established; major events such as the 11th National Games of Traditional Sports for Ethnic Minorities were held successfully, and the influence and cohesion of Yellow River culture have been significantly enhanced. **The development of the rule of law has progressed steadily; significant achievements have been made in creating a safe and law-based Henan. Efforts to promote reforms based on case studies have been steadily advanced. The overwhelming victory in the fight against ** has been consolidated and expanded. The political leadership, ideological guidance, ability to organize the masses, and social appeal of Party organizations at all levels have been significantly enhanced. Especially in the face of the sudden COVID-19 pandemic, under the personal leadership and guidance of ****, we coordinated efforts to address both pandemic control and economic and social development. We ensured that cadres took the lead, relied on the support of the people, carried out thorough inspections, closed loopholes, and provided centralized treatment throughout the process. We always emphasize focusing on the grassroots level and laying a solid foundation, implementing projects such as the \"Fortress Project\" and the \"Leading Goose Project\", stressing the integration of self-governance, rule of law, and moral governance, strengthening grassroots organizations, consolidating foundational work, enhancing basic capabilities, and laying a solid basis for the development of our cause. “The \"Four Constants\" represent valuable explorations from past practices, and they need to be upheld over the long term and continuously improved in future development. 2. The development environment in our province is facing profound and complex changes. The world today is undergoing profound changes unseen in a century, with the COVID-19 pandemic having wide-ranging and deep-reaching impacts. China's development is still in an important period of strategic opportunity, and it has various advantages and conditions for continued growth. Henan has entered a stage of high-quality development and embarked on a new journey toward modernization. It is at a crucial moment for transforming from a large-scale region into a strong one and achieving further growth, as well as a vital period in which it can make significant contributions to the overall situation of the country. Our province faces three strategic opportunities: establishing a new development pattern, promoting the rise of the central region, and advancing ecological protection and high-quality development in the Yellow River basin. Its status as a large market with a population of 100 million, a key hub connecting the east and west as well as the north and south, and a major corridor along the \"Four Silk Roads\" becomes even more prominent. At the same time, the problems of unbalanced and inadequate development in our province remain quite prominent. The per capita levels of key economic indicators are relatively low; new industries, new economic forms, and new business models account for a small proportion. There is insufficient capacity for innovation, the level of urbanization is low, there are shortcomings in the development of agriculture and rural areas, social services are not developed enough, resource and environmental constraints are increasing, and there are still many weaknesses in social governance. Based on a comprehensive analysis, our province is currently in a period of strategic opportunities, a phase of building momentum for progress, a time of striving for transformation and adjustment, and a stage where risks and challenges become more apparent. Looking to the future, there are opportunities amidst crises and trends within changes; the situation is pressing, and the mission calls upon us. As long as we keep the \"two broader contexts\" in mind, focus on strengthening our foundations, leveraging our strengths, addressing our weaknesses, and improving our shortcomings, and pool the tremendous strength of hundreds of millions of people from the Central Plains who are all committed to doing their best and shining, we will surely be able to seize new opportunities, open up new prospects, pursue high-quality development, and create a new era in the modernization of Henan. 3. By 2035, basically achieve the long-term goal of building a socialist modernized Henan. In the effort to build a strong cultural province, socialist spiritual and material civilization develop in coordination; the quality of citizens and the level of social civilization reach new heights. Cultural institutions thrive, the cultural industry prospers, the influence and reach of Yellow River culture become even broader and deeper, and cultural soft power is significantly enhanced. In the effort to build a strong ecological province, the production areas are safe and efficient, the living areas are comfortable and suitable for habitation, and the ecological areas feature beautiful landscapes. The Yellow River basin has taken the lead in achieving healthy and stable ecosystems, with a significant improvement in the environmental conditions, thus basically realizing modernization characterized by harmonious coexistence between humans and nature. In terms of building an open and strong province, the level of participation in the joint development of the Belt and Road Initiative has seen a significant boost; its role as a key pillar of the domestic economic cycle as well as a link in the strategy of integrating domestic and international economic cycles has been firmly established. Significant progress has been made in building strong economic provinces; the average annual growth rate of key economic indicators exceeds the national average. The revitalization of rural industries, talent, culture, ecology, and organizations has progressed steadily. Agricultural facilities and equipment, as well as the standards of modern seed production, are among the best in the country. The advantages of grain production have been further enhanced, with the primary, secondary, and tertiary industries in rural areas developing in an integrated manner. The quality, efficiency, and competitiveness of agriculture have improved significantly, while the living conditions and infrastructure in rural areas have seen notable improvements. The mechanisms for integrated urban-rural development have become more robust, pushing agricultural and rural modernization to the forefront of the country. ——Cultural soft power has seen further improvement. **The Thought on Socialism with Chinese Characteristics for a New Era has taken root in people’s hearts, and the core socialist values are being earnestly practiced. III. Adhere to innovation-driven development and build innovation hubs in the central and western regions. We will thoroughly implement the project to explore the origins of Chinese civilization and the systematic protection program for the cultural heritage along the Yellow River. We will deepen research into the Heluo culture, in particular the Xia culture, and provide high-level protection for important sites such as Erlitou, Shuanghuai Tree, and the Longmen Grottoes. Efforts will be made to protect, study, and make use of cultural relics and ancient books. A world-class corridor of major archaeological sites will be established stretching from Sanmenxia to Luoyang, Zhengzhou, Kaifeng, and Anyang. Advance the integrated development of urban and rural public cultural service systems, implement a number of major cultural facility projects, innovate cultural programs aimed at benefiting the public, carry out extensive mass cultural activities, and promote the digitalization of public culture. It is necessary to foster and strengthen the cultural industry, which is driven by creativity, to accelerate the development of new types of cultural enterprises, cultural business models, and cultural consumption patterns. Driven by the construction of composite ecological corridors along the Yellow River, projects such as ecological corridors in the main and tributary streams of the Yellow River, wetland parks, and soil erosion control measures are carried out. Efforts are made to accelerate land greening, soil and water conservation, and the remediation of mines. The \"Clearing Four Types of Illegal Activities\" campaign is conducted in depth to improve the ecological environment quality in the Yellow River basin. Optimize the medical service system by further advancing the development of **regional medical centers, provincial medical centers, provincial regional medical centers, and county-level medical centers; accelerate the establishment of closely integrated county-level medical communities; improve the service capabilities of medical institutions in towns, villages (and communities) to meet standard requirements; and promote the expansion and distribution of high-quality medical resources across different regions in a balanced manner. Deepen the reform of the medical and health system, accelerate the improvement of the hierarchical diagnosis and treatment system, strengthen the construction, management, and evaluation of public hospitals, advance reforms regarding the centralized procurement and use of drugs and medical supplies, and deepen reforms of medical insurance payment methods. Support privately run medical institutions and vigorously develop telemedicine. We will give equal importance to traditional Chinese and Western medicine, vigorously develop the cause of traditional Chinese medicine, establish a **Traditional Chinese Medicine Center**, and build a province strong in traditional Chinese medicine. Improve the quality of health education, chronic disease management, and rehabilitation services for the disabled; pay attention to mental health and psychological well-being. Accelerate the development of the health industry. Carry out in-depth patriotic health campaigns and promote a civilized and healthy lifestyle. Improve the public service system for national fitness, widely promote fitness activities among the entire population, enhance people’s physical health, and strive to become a province strong in sports. 47. Actively address population aging. Implement the **family planning policy, enhance its inclusiveness, improve the level of services for healthy childbirth and child-rearing, develop an inclusive childcare service system, reduce the costs associated with childbirth, parenting, and education, promote the long-term balanced development of the population, and improve the overall quality of the population. Actively develop the human resources of the elderly and foster the silver economy. Promote the coordinated development of elderly care services and related industries, improve the basic elderly care service system, develop inclusive and mutual-aid-based elderly care solutions, support families in fulfilling their roles in caring for the elderly, carry out projects to adapt homes and communities for the needs of the elderly, foster new business models and approaches such as smart elderly care, and establish an elderly care service system that integrates home care, community services, and institutional care, while also combining medical treatment with health maintenance. 13. Coordinate development and security to build a safer Henan at a higher level. Adhere to the overall **security concept, implement the **security strategy, and coordinate both traditional and non-traditional security efforts. Integrate secure development into all areas and stages of the province’s economic and social development. Resolutely ensure economic security. Strengthen the early warning, prevention and control mechanisms, as well as capacity building for economic security risks. Ensure food security, safeguard the security of energy and strategic mineral resources as well as ecological safety, protect important infrastructure such as water management systems, power supply, water supply, oil and gas resources, transportation, communications, and networks, and improve the efficient and secure utilization of water resources. Strengthen biosecurity measures, and enhance and improve the supervision of the quality and safety of food, drugs, etc. Improve the construction standards for disaster prevention projects against natural disasters such as floods and droughts, forest and grassland fires, geological disasters, and earthquakes. Improve the emergency response mechanisms and emergency supply systems, strengthen the construction of emergency infrastructure, accelerate the development of regional emergency rescue bases and material storage centers, and enhance the capabilities for disaster prevention, mitigation, resilience, and relief. 51. Resolutely safeguard social stability and security.
