I took a look at this standard and introduced the concept of energy isolation. . . . What does that mean?
Is there a version of GB 30871-2021? The draft version of GB 30871 has not yet been approved and is not published

Energy isolation is not either a new term; it originates from a harm theory in safety management. It means that various forms of energy are meant for my use, but if these energies are released accidentally and come into contact with people, they can cause harm to them. In fact, the original standards required pressure relief and complete drainage, cleaning and replacement, installation of blind flanges, spacing restrictions, and so on – all of which are methods for achieving energy isolation
