After a newly built chemical enterprise starts operating, the local environmental protection agency informed our company that we need to submit an application for trial production. It is understood that the trial production has been canceled, which means there is no need to submit a request for trial production. I don’t understand why the Environmental Protection Agency still needs this thing 2. **Are there clear deadlines set for the environmental protection completion inspection of newly established chemical projects?** How is it determined whether a company meets the acceptance criteria? Are there clear requirements regarding the overall operating load? Reply: 1. The Regulations on Environmental Protection Management for Construction Projects (State Council Order No. 682) came into effect on October 1, 2017; the environmental protection authorities no longer approve the trial production of construction projects. However, in accordance with the Interim Measures for the Environmental Protection Acceptance upon Completion of Construction Projects, the project owner shall disclose the start and end dates for the commissioning of the environmental protection facilities installed as part of the project, and at the same time submit relevant information to the environmental protection authorities at or above the county level where the project is located, while also being subject to supervision and inspection. II. Specific requirements regarding the deadline for the acceptance of construction projects, operating conditions, and load levels are detailed in regulations such as the Interim Measures for the Environmental Protection Acceptance upon Completion of Construction Projects and the Technical Guidelines for Environmental Protection Acceptance upon Completion of Construction Projects – Pollution Impact Category. Date: Year Month Day. 05 Guidelines for the archiving of acceptance documents by the owner: After completing the environmental protection acceptance process for a construction project, the owner should promptly archive the following documents for future reference. Among them, items 9 to 14 are selected for archiving based on the specific circumstances of the project and the requirements set out in the environmental impact assessment approval. (1) Environmental protection acceptance report for the construction project ； (II) Opinions of the acceptance working group ； (III) Materials for public announcement of acceptance ； (IV) Table on the Implementation of the “Three Simultaneities” Principle for Environmental Protection Measures in Construction Projects ； (5) Responsibility system and maintenance system for pollution control facility management positions ； (VI) Explanation regarding the standardized installation of wastewater discharge outlets and on-site photos of the “wastewater discharge outlet signs” already installed (printed on A4 paper) ； ( VII) As-built drawings (including project as-built drawings and pollution control project drawings) ； (8) Color photos of the main project structure and environmental protection facilities on site ； (IX) In cases involving hazardous waste that requires disposal by a qualified entity, the construction unit’s hazardous waste management plan and records (including inventory logs), the agreement signed by both parties, the qualifications of the receiving entity, records of the transfer of hazardous waste, and copies of the transfer documents must be attached ； (10) Where the approval comments on the environmental impact assessment document require the preparation of an environmental risk emergency plan, such plan together with the certification of its registration shall be attached ； (11) Where the approval comments on the environmental impact assessment document require the installation of online monitoring instruments, a comparison monitoring report for such instruments together with proof of their connection to the local environmental protection authorities shall be attached ； (12) Within the municipal drainage area, attach a valid drainage certificate ； (13) If the approval comments on the environmental impact assessment document require environmental supervision during the construction period, provide a report on environmental supervision during that period ； (14) Other relevant materials.
