**Suggestions of the Shanghai Municipal Party Committee on Formulating the 14th Five-Year Plan for Shanghai’s National Economic and Social Development and the Long-Term Goals for 2035 (adopted at the 10th Plenary Session of the 11th Shanghai Municipal Party Committee on November 25, 2020). The 14th Five-Year period is the first five-year span after China has completed the building of a moderately prosperous society in all respects and achieved its first centenary goal; it is a time to seize the opportunity to embark on a new journey toward fully building a modern socialist society and working toward the second centenary goal. It is also a crucial five-year period for Shanghai to further advance the development of its “five centers” from a new starting point and accelerate the transformation into a world-class modern socialist international metropolis. The 10th plenary session of the 11th Shanghai Municipal Committee of China thoroughly studied and implemented the spirit of the 5th plenary session of the 19th Central Committee of China, as well as the important speech delivered by **** during his inspection of Shanghai. It conducted an in-depth analysis of the international and domestic situations and of the major issues related to Shanghai’s long-term development, and put forward the following recommendations regarding the formulation of the 14th Five-Year Plan for national economic and social development and the long-term goals for 2035. I. Guided by the spirit of ****’s important speech on inspecting Shanghai, we strive to build a world-influential modern socialist international metropolis. (1) Shanghai has achieved remarkable progress during the 13th Five-Year Plan period. “The 13th Five-Year Plan period was a milestone and historic five years in Shanghai’s development history. Since the * of the Party, **** has visited Shanghai and provided guidance for four consecutive years, defining the city’s new role in the contemporary era, endowing it with a new historical mission, and ushering in a new chapter in which this glorious city can continue to strive and create more miracles. Over the past five years, faced with a complex external environment and arduous tasks related to reform, development, and stability – not to mention the severe impact of the COVID-19 pandemic – under the strong leadership of Comrade ** at its core, and guided by the Thought on Socialism with Chinese Characteristics for a New Era, we have thoroughly implemented the spirit of **’s important speech during his inspection of Shanghai. We have turned **’s earnest instructions into a powerful driving force for making persistent efforts and into conscious actions to achieve success. Uniteding and leading the people of the entire city, we have strived for excellence in the new era, actively addressed various risks and challenges, and made concerted efforts to advance all aspects of development. The goals and tasks set out in the 13th Five-Year Plan are on the verge of being achieved; building a moderately prosperous society at a higher level is within sight. The city’s comprehensive strength, international influence, as well as the standard of living and level of social civilization have reached new heights. The city’s overall capabilities and core competitiveness have been significantly enhanced. It has basically become a global hub for international economy, finance, trade, and shipping; a globally influential center for scientific and technological innovation is now taking shape. The “four major functions” continue to be strengthened, while the “four major brands” are gaining increasing recognition. High-quality development is being vigorously promoted, and an economic structure dominated by the service sector has emerged. It is projected that by 2020, the city’s gross domestic product will reach approximately 3.9 trillion yuan, with per capita GDP exceeding $23,000. The city’s economic scale is thus expected to rank among the top in the world. The pace of reform and opening up has accelerated significantly. Reform and opening up in the China (Shanghai) Pilot Free Trade Zone have been further deepened, three new major tasks have been implemented in depth, the three editions of the China International Import Expo have been successfully held, Pudong’s development and opening up have continued to show new progress, the business environment has been continuously improved, and a number of important reform achievements have been replicated and promoted across the country. The living standards of the people have improved significantly. Difficulties related to people’s livelihoods—such as those faced by the elderly, children, residents in old housing, and those living in remote areas—have been effectively addressed. The per capita disposable income of residents remains among the highest in the country. Equal access to basic public services has been fully achieved across both urban and rural areas. The safeguards for public health security have been further strengthened, and the provision of educational resources has seen a marked improvement. Cultural soft power has been significantly enhanced, the core socialist values have taken root in people’s hearts, the spirit and character of cities have become increasingly evident, red culture, Shanghai-style culture, and Jiangnan culture have been preserved and developed, and an international cultural metropolis has been essentially established. The level of modern urban governance has been significantly improved. The “one-network-for-all” system for government services and the “one-network-for-comprehensive management” system for urban operations have been established and put into operation. The grass-roots social governance system has been further refined, with enhanced efficiency. Public spaces along both banks of the “One River, One Canal” have been opened to the public. Comprehensive rectification efforts such as those under the “five violations must be addressed, four requirements must be met” initiative have yielded tangible results. Waste sorting has become a new trend. The concentration of PM2.5 has decreased by 34% in total, and waters of poor quality (below Class V) have been largely eliminated. The Party’s overall leadership has been significantly strengthened, and the efforts to enforce strict governance over the Party have progressed further. Thematic education campaigns such as those focused on \"remaining true to our original aspirations and keeping our mission firmly in mind\" as well as education initiatives related to the \"four histories\" have yielded fruitful results. Party members and cadres are full of passion, creativity, and a willingness to take responsibility. There is a stronger atmosphere of unity and cooperation, enabling all fields of endeavor to develop dynamically and achieve new successes. (II) The development environment in Shanghai is facing more profound and complex changes. In today’s world, peace and development remain the dominant themes of our era. However, profound changes unseen in a century are unfolding. The global COVID-19 pandemic has accelerated this transformation. Economic globalization is facing increasing headwinds and setbacks. The world has entered a period of turbulence and change. As a forefront window for China’s reform and opening-up and an international metropolis with a high degree of external dependence, Shanghai is not only the first to bear the severe impacts brought about by these profound shifts in the external environment, but also stands to gain from new opportunities arising from changes in the global governance system and economic and trade rules—particularly those driven by China’s efforts to promote economic globalization. Today, China is in a critical period for the great rejuvenation of the Chinese nation. The economy shows a stable and positive trend, with no change in this long-term positive direction; there are various advantages and conditions that support further development. However, the opportunities and challenges faced have undergone new changes, and the problems of unbalanced and inadequate development remain prominent. Especially as part of the effort to establish a new pattern of development, there is fierce competition across the country, and Shanghai faces new opportunities to undertake greater responsibilities and take the lead in pioneering efforts. Currently, Shanghai has entered a new phase of high-quality development. However, when compared to the requirements set by the central government and the expectations of its citizens, as well as the highest international standards and best practices, the city’s international influence, competitiveness, and ability to allocate global resources are not yet strong enough. More efforts are needed to foster new drivers of growth and make breakthroughs in key core technologies. The quality of urban management and the ecological environment still needs to be improved. The provision and standard of public services such as education, healthcare, and elderly care also require further enhancement. The constraints imposed by factors such as talent and land on high-quality development need to be addressed more swiftly. There can be no slack in addressing the potential risks that threaten the safe operation of a megacity. Looking to the future, we must take into account both the overall strategic context of the great rejuvenation of the Chinese nation and the profound changes unseen in a century on the global stage. We should comprehensively, dialectically, and long-termly assess the internal and external environments facing Shanghai’s development. By following the logic of historical progress, keeping pace with the trends of the times, and meeting the expectations of the people, we can achieve higher-quality development under more open conditions. Shanghai’s future development should be planned and promoted in line with the central government’s strategic vision for its growth, so as to enable better participation in international cooperation and competition amid profound changes in the global political and economic landscape, and to help overcome severe external challenges ; It should be planned and promoted within the context of economic globalization, by firmly integrating into the world amid the trend of openness, so as to make due contributions to our country’s active participation in shaping global economic governance ; It should be planned and promoted within the broader context of national development, by adhering to the requirements of serving as a key hub in the domestic economic cycle as well as a strategic link between the domestic and international economic cycles. By making full use of advantages such as a large pool of talent, high levels of technological advancement, a developed manufacturing sector, a solid foundation for industrial and supply chains, and great market potential, efforts should be made to more actively contribute to the establishment of a new pattern of national development ; It should be planned and promoted within the overall strategy for the development of the Yangtze River Delta, by giving full play to the leading role of key entities in order to create strong and dynamic growth centers that can drive development in a wider area. Danger and opportunity are always interrelated in a dialectical manner; dramatic changes in the situation often serve as key drivers for reshaping landscapes and creating new advantages. The ability to turn crises into opportunities and to forge new paths amid change depends on vision, capability, and wisdom, while it also tests confidence, resilience, and determination. Shanghai is a glorious city, a place that continuously witnesses miracles. As long as we stay united, fear no obstacles, and work hard, persevering on the path of emancipating our minds and deepening reforms, moving forward in a global-oriented manner by expanding openness, and breaking conventions through innovation, we will surely be able to turn challenges into opportunities, create new miracles that will astonish the world, and demonstrate a new outlook for building a modern socialist society. (III) Long-term goals for 2035. Building on the achievements of the 14th Five-Year Plan period, with another decade of effort, Shanghai will see a comprehensive upgrade in its functions as an international center for economy, finance, trade, shipping, and technological innovation, as well as as a cultural metropolis. It will essentially become a city renowned for innovation, culture, and ecology, a modern socialist international metropolis with global influence, and a people’s city that fully reflects China’s characteristics, the demands of the times, and Shanghai’s own unique traits. Shanghai will also become the core leading city of the world-class Yangtze River Delta urban cluster, as well as an important window and model for socialist modernization efforts. The city’s global influence has seen a significant increase; its status as a global hub and node has been further strengthened. Its core urban functions have improved markedly, its soft power has grown substantially, and its overall economic strength has placed it among the world’s top cities ; High-quality development is achieved first; a modern economic system is established; more key core technologies become self-reliant and under control; total factor productivity remains among the highest in the country; and the new development philosophy is fully realized ; A high-quality life is widely enjoyed, with basic guarantees such as quality childcare, excellent education, fair compensation for work, access to good medical care, proper support for the elderly, livable housing, and assistance for those in need. Substantial and tangible progress has been made in the comprehensive development of individuals and in the pursuit of common prosperity for all people ; Modern governance has blazed new trails; the entire process is fully demonstrated. The rights to equal development and equal participation are fully safeguarded. Urban operations have become safer and more efficient, while social governance has grown more standardized and orderly. The urban spatial layout, economic structure, and urban-rural pattern have been further optimized, and green and healthy modes of production and living have become the norm. Looking ahead to 2035, the wonderful vision of “everyone having the opportunity to excel in life, everyone being able to participate in governance in an orderly manner, everyone enjoying a quality life, everyone truly feeling warmth, and everyone having a sense of belonging” will become a vivid reality in this city. II. Guiding principles and main objectives for economic and social development during the 14th Five-Year Plan period (4) Guiding ideology for economic and social development during the 14th Five-Year Plan period. Under the **strong leadership of Comrade ** as the core, holding high the great banner of socialism with Chinese characteristics, thoroughly implementing the spirit of the Party’s * and the second, third, fourth, and fifth plenary sessions of the 19th Central Committee, adhering to Marxism-Leninism, * Thought, Deng Xiaoping Theory, the important thought of “Three Represents,” the Scientific Outlook on Development, and ** Thought on Socialism with Chinese Characteristics for a New Era, fully implementing the Party’s basic theories, lines, and strategies, earnestly carrying out the important speeches delivered by ** during his inspections in Shanghai and at the celebration of the 30th anniversary of the development and opening up of Pudong, and thoroughly practicing the important concept that “a people’s city is built by the people and serves the people,” we coordinate the advancement of economic development, political construction, cultural development, social development, and ecological civilization construction. We also advance the strategic plan for building a modern socialist ** in all respects, deepening reforms, governing the country according to law, and exercising strict party discipline. We unswervingly follow the new development philosophy of innovation, coordination, green development, openness, and sharing, maintaining a general approach of seeking progress while ensuring stability. Looking toward the global community and the future, we aim to meet the highest international standards and best practices, daring to take on the toughest tasks and overcome the most difficult challenges. With the goal of promoting high-quality development, creating a high-quality life, and achieving efficient governance, and driven by the strategic efforts to advance high-level reform and opening up in Pudong as well as three new major tasks, we focus on strengthening the “four key functions,” advancing the development of the “five centers,” promoting the digital transformation of the city, and enhancing its overall competitiveness. The fundamental driving force comes from deepening supply-side structural reforms and expanding high-level openness. We balance development with security, striving to build Pudong into a central hub for China’s domestic economic cycle as well as a strategic link between the domestic and international economic cycles. We accelerate the modernization of the city’s governance system and capabilities, working to create a world-class modern socialist metropolis that makes further significant contributions to the comprehensive building of a modern socialist **. (5) Principles that must be followed in economic and social development during the 14th Five-Year Plan period. ——Adhere to the Party’s overall leadership. Strengthen the \"four consciousnesses,\" firm up the \"four confidences,\" and resolutely uphold the \"two safeguards.\" Adhere to and improve the institutional mechanisms through which the Party leads economic and social development, give better play to the Party’s role in overseeing the overall situation and coordinating all parties, continuously enhance the ability and level to implement the new development concepts and build a new development pattern, and accelerate the transformation of the Party’s political and institutional advantages into advantages in development and governance. ——Adhere to a people-centered approach. Adhere to the fundamental role of the people, pursue the goal of common prosperity, and conscientiously implement the important concept of building cities for the people. Give top priority to ensuring that people have a decent place to live, allocate the best resources to them, and turn the principles of relying on the people, benefiting the people, and being rooted among the people into concrete actions. Strengthen the development orientation based on the \"four criteria for evaluating success,\" and accelerate progress in quality transformation, efficiency improvement, and source of momentum enhancement. Efforts should be made to increase the economic density of cities and improve input-output efficiency, as well as to boost the ability to allocate global resources and enhance innovation capabilities. This will help achieve development that is of higher quality, more efficient, fairer, more sustainable, and safer. ——We must adhere to implementing the ** strategy as a guide. Aiming to build Shanghai’s strategic advantages in the new era, and by leveraging Pudong’s high-level reform and opening up as well as the \"three key tasks and one major platform,\" Shanghai will implement the central government’s strategic plans in an innovative manner. It will strengthen its \"four core functions\" comprehensively, raise the city’s overall level and core competitiveness, contribute to the development of the whole country from within Shanghai, and enhance its influence and voice in global cooperation and competition. ——We must continue to deepen reform and opening up. We must unwaveringly pursue reform, embrace openness, and foster innovation. We should play the role of trailblazers, exemplars, and pioneers in breaking new ground. Reform efforts should be planned and designed from the perspective of the entire development process of things, the full industrial chain, and the entire life cycle of enterprises. We must further advance high-level institutional openness, vigorously delegate power and empower grassroots levels in economic and social governance, and strengthen major reform and opening-up measures that enhance resource allocation efficiency and motivate all sectors of society. This will continuously boost development momentum and vitality, enabling us to better fulfill our role as a national testing ground for reform and opening-up. ——Adhere to the laws governing the development of megacities. We must uphold the fundamental nature of a city as a city for the people. In line with the principle that a city is a living entity, we should adopt a systematic approach, coordinate aspects such as space, scale, and industrial structure, and integrate planning, construction, management with production, daily life, and ecological considerations. By leveraging the strengths of all relevant parties, we shall explore a path for the development of megacities that features Chinese characteristics, reflects the demands of the times, and highlights the advantages of China’s socialist system, striving to create urban models with modern governance systems and capabilities. (VI) Main goals for economic and social development during the 14th Five-Year Plan period. Guided by the long-term goals for 2035 and taking into account the overall development realities of the city, by 2025 we aim to achieve notable results in implementing major strategic tasks. Significant progress will be made in the digital transformation of the city; the core functions of an international center for the economy, finance, trade, shipping, and technological innovation will reach new heights; and further strides will be taken in building a city that serves its people. This will mark a new chapter in realizing the vision of “a city where life is better” in the new era. ——The core functions of the city have become stronger. High-end global resources are accelerating their convergence, the international influence of factor markets is growing significantly, new drivers for development are emerging at an accelerated pace, innovation capabilities have improved markedly, major breakthroughs have been achieved in the development of key technologies, the sophistication of industrial foundations and the modernization level of industrial chains have increased substantially, new progress has been made in building a more open economic system, a basic framework for digital city construction has taken shape, and all four core functions have been strengthened comprehensively. The GDP of the Lingang New Area in the Pilot Free Trade Zone quadrupled compared to 2018, and significant breakthroughs were made in the innovation of integrated institutions within the Yangtze River Delta Ecological and Green Integrated Development Demonstration Zone. ——The quality of life for the people has improved. Residents’ income has grown in line with economic growth; the social security system has been further improved, and there is an increased availability of digital, diversified, high-quality, and personalized public services. All renovations of buildings in the second-class old residential areas within the city center have been completed, enhancing the city’s attractiveness. Key indicators related to education development and human resource development are at levels comparable to those of advanced cities around the world, while the average life expectancy remains among the highest in the world. ——The urban spirit and character become more evident. The core socialist values have taken root in people’s hearts. The civility of citizens and the overall level of urban civilization have been significantly improved. The public cultural service system and the layout of major cultural and sports facilities have become more comprehensive. The modern cultural and creative industry system as well as the ecosystem for cultural innovation and development continue to be refined. Cultural brands are gaining greater recognition; the spiritual and cultural lives of the people are reaching new heights. Notable progress has been made in building a world-influential international socialist cultural metropolis, with the city’s cultural creativity, dissemination capabilities, and influence markedly enhanced. ——The quality of the ecological environment has further improved. The quality of the ecological environment, including the atmosphere, water, soil, and green spaces, is steadily improving. The total amount of emissions of major pollutants is continuously decreasing. There are now over a thousand parks, and the per capita area of park green spaces is increasing steadily. The scale and quality of ecological spaces have been further enhanced, making urban and rural areas more livable. A green and low-carbon way of life has become more widely accepted and is being practiced as a matter of conscience. ——The governance of megacities has become more efficient. “The “one-network service” and “one-network management” systems operate efficiently; long-term mechanisms featuring scientificity, meticulousness, and intelligence have been further improved, significantly enhancing urban safety and resilience. The level of grassroots social governance driven by party building continues to improve, further stimulating vitality at the grassroots and community levels. New progress has been made in building a law-based Shanghai; local regulatory systems have been further improved, the credibility of law enforcement and the judiciary as well as public awareness of the rule of law continue to grow, and institutionalized consultations at various levels are being carried out in an extensive manner. III. Proactively serve the new development paradigm by becoming a central hub in the domestic economic cycle as well as a strategic link between the domestic and international economic cycles. In line with the profound changes in the domestic and international development landscape, it is necessary to fully leverage the role of Shanghai as an economic hub city in driving development; adjust and optimize the urban spatial layout, economic structure, and urban-rural balance. This will further strengthen Shanghai’s role as a pivotal center for both domestic and international trade, help build strategic advantages for future development, and better serve the overall development goals of the country. (7) Promote the Yangtze River Delta to take the lead in establishing a new development pattern. Further leverage the leading role of key enterprises, take integrated strategies as a breakthrough point, and use the facilitation of circulation within the Yangtze River Delta as a starting point to actively promote the domestic economic cycle as well as the dual circulation of domestic and international markets. Focusing on the creation of new platforms to connect international and domestic markets, it aims to fully leverage Pudong’s role as a model for high-level reform and opening up, the experimental role of the Lingang New Area within the free trade zone, and the exemplary function of the Yangtze River Delta Ecological and Green Integration Development Zone. It seeks to further enhance the spillover effects of the China International Import Expo as well as the functions of Hongqiao as an international open hub, thereby establishing a distribution center for imported and exported goods that connects the Yangtze River Delta, serves the whole country, and has an impact on the Asia-Pacific region. This approach aims to promote the liberalization and facilitation of trade and investment, as well as to optimize the allocation of global resources. Focusing on strengthening the internal driving force for the domestic economic cycle, and driven by the deepening reforms of the Sci-Tech Innovation Board and the registration-based system, efforts will be made to promote the coordinated development of financial hubs and science and technology innovation centers. Capital will be directed to better serve science and technology innovation and the real economy. A high-level technology innovation center in the Yangtze River Delta will be established, and the capital market services infrastructure in this region will be strengthened. The role of cross-regional cooperation platforms such as the G60 Science and Technology Innovation Corridor and the Yangtze River Delta Innovation and Entrepreneurship Demonstration Base Alliance will be fully utilized to accelerate the creation of an innovation community in the Yangtze River Delta, thereby achieving a healthy cycle among innovation chains, industrial chains, and capital flows across a wider area. Focusing on the creation of an integrated market system, efforts are made to break down administrative barriers and facilitate the smoother flow of various factors across a wider range of areas. The development of the Shanghai metropolitan area is accelerated, coordination in development plans among different regions in the Yangtze River Delta is promoted, and higher levels of regional division of labor and cooperation are fostered. Advance institutional innovation in the Yangtze River Delta Ecological and Green Integration Development Demonstration Zone to establish a new governance model that facilitates the flow of factors and collaborative division of labor. (8) Accelerate the optimization of the urban spatial layout. Focusing on integrating into the new development paradigm, efforts are being made to accelerate the formation of a new spatial structure characterized by a central hub radiating outward, two developing wings, new urban areas playing a key role, and transformation in the northern and southern regions. This approach aims to direct resources such as land and energy consumption toward key areas, thereby facilitating a more scientific allocation and rational flow of urban resources. “\"Central radiation\" means that the main urban area should further enhance its service capabilities and radiating functions, increase economic density, advance urban renewal, and promote in-depth development of areas such as those along the rivers. It is also necessary to accelerate the aggregation of key industries and resources in key regions such as the Bund-Lujiazui-North Bund area, the World Expo Site-Qiantan-Xuhui Riverfront area, the Yangpu Riverfront area, and the Suzhou Riverbank area, in order to create an economic development belt around the city center and build a world-class urban meeting place. “\"Developing both wings in parallel\" means that the Lingang New Area within the free trade pilot zone, the Yangtze River Delta Ecological and Green Integrated Development Demonstration Zone, and the Hongqiao International Business District should play a pivotal role in facilitating domestic and international connections, striving to become iconic regions for reform and opening up in the new era. “\"Making efforts in the new cities\" means that the five new cities of Jiading, Qingpu, Songjiang, Fengxian, and Nanhu should, in line with the requirements of \"integration of industry and urban development, comprehensive functions, balance between work and living, an ecological and livable environment, and convenient transportation\", and as independent comprehensive urban centers, apply the most modern concepts to gather and allocate more high-quality resources in areas such as education, healthcare, and culture. They should create first-class comprehensive environments, strive to become key areas for Shanghai’s future development strategy, and play a greater role in driving progress within the Yangtze River Delta urban cluster. “The \"North-South Transformation\" refers to the need for Baoshan and Jinshan to accelerate adjustments in their functional layouts and the upgrading of their economic structures. It involves speeding up the transformation of the areas around Nan Da in Baoshan and Wusong, developing university science and technology parks vigorously, and promoting integrated innovation in industry and urban development as well as in emerging industries. The goal is to make these areas one of the key hubs for advancing scientific and technological innovation across the city ; Vigorously promote the transformation and upgrading of industries in Jinshan. Develop industrial clusters in areas such as new materials and life sciences, so that Jinshan becomes a key hub for the development of advanced manufacturing in Shanghai. Chongming must prioritize ecology and green development, vigorously implement the \"+ecology\" and \"ecology+\" development strategies, accelerate the growth of high-end manufacturing, intelligent manufacturing, and green manufacturing, and continue to work toward building itself into a world-class ecological island – serving as a model for ecological protection in the Yangtze River Delta urban cluster and the Yangtze River Economic Belt. (IX) Accelerate the improvement of the economic development pattern. With a focus on stabilizing the industrial, supply, and value chains, enhancing the resilience and momentum of economic development, and taking the lead in technological and industrial innovation, we will further optimize the industrial structure, the structure of growth drivers, the structure of market entities, and the structure of new business forms. We will continue to optimize the tertiary industrial structure characterized by integrated and coordinated development. We will vigorously advance the development of a modern industrial system with modern services as its mainstay, strategic emerging industries playing a leading role, and advanced manufacturing serving as a foundation. We will take the lead in implementing projects to rebuild industrial foundations, strive to upgrade industrial bases and modernize industrial chains, thereby enhancing the overall level of our industrial chains and making greater contributions to ensuring the stability of national industrial and supply chains. Continuously optimize the structure of the three key drivers of economic activity: consumption, investment, and exports. Seize the new opportunities arising from the expansion of domestic demand, improve the modern distribution system, and vigorously develop new types of consumption such as online shopping, experience-based consumption, and health-related consumption. At the same time, efforts should be made to promote high-end consumption ; Build a modern infrastructure system that is comprehensive, efficient and practical, intelligent and green, as well as safe and reliable. Continuously develop new business structure models that represent the future direction of urban economic development; vigorously foster an innovative economy with a leading role and exponential growth potential; promote a service-oriented economy that covers large regional areas, features high added value, and possesses brand advantages; advance a headquarters-based economy with greater global influence and industrial control capabilities, as well as at a higher level of sophistication; develop an open economy that integrates into the upper segments of global industrial and value chains, reflecting a high degree of investment and trade facilitation and liberalization; and foster a flow-based economy characterized by frequent movement of factors and resources, efficient allocation, high value addition, and integration of online and offline activities. (10) Accelerate the formation of a pattern of integrated urban-rural development. Focusing on the integrated urban-rural development of an international metropolis, we must regard suburban rural areas as extremely valuable and scarce resources, a strategic space for future development, and an important venue for hosting the core functions of the city, thereby promoting comprehensive integration and shared prosperity between urban and rural areas. Strengthen the overall coordination between urban and rural areas, further advance the strategies of new urbanization and rural revitalization, and promote equal exchange and two-way flow of factors between urban and rural areas. Continue to promote the balanced distribution of public services, swiftly address the shortcomings in basic public services, improve the lists and standards for such services, and constantly enhance the quality and standard of basic public services in both urban and rural areas. Further enhance the suburban areas’ functions in ensuring supply, preserving the ecosystem, and preserving culture, striving to become leaders in high-tech agriculture, key hubs for the development of high-quality industries, as well as model areas for urban-rural integration and ecological livability. We will advance the construction of beautiful homes, green rural areas, and happy living spaces; focus on developing model villages for rural revitalization; promote relatively concentrated residential patterns among farmers; encourage and support the integrated development of rural industries; and continuously improve the living conditions in rural areas, so that the countryside can serve as a beautiful backdrop for megacities. Deepen reforms in key areas of agriculture and rural development; continue to intensify comprehensive assistance for rural areas; revitalize rural resources; and unleash developmental vitality. IV. Focus on strengthening the “four major functions” to accelerate the high-quality development of the economyWe will take the comprehensive strengthening of the “four major functions” as our main objective, and the vigorous promotion of the “four major brands” as a key measure. We will further advance the development of the “five centers”, expedite the establishment of a modern economic system, and comprehensively enhance the economy’s competitiveness, innovation capacity, and risk resilience, striving to place ourselves at the forefront nationwide in promoting high-quality economic development. (11) Strengthen the function of global resource allocation. Efforts are being made to enhance the comprehensive strength of the international economic center, with greater emphasis on creating a favorable environment, fostering coordination, and raising the overall level, in order to build it into a global hub for the allocation of high-end resources and factors. This will significantly enhance the capabilities of Shanghai as an international financial center. With the goal of accelerating the internationalization of its financial markets, efforts will be made to develop an international financial asset trading platform, thereby fostering a more internationally competitive financial market system, financial institution system, and business innovation system. Vigorously develop direct financing and strengthen the role of the capital market as the main platform to serve domestic and foreign enterprises. Advance pilot projects to promote the internationalization of the RMB, improve the foreign exchange management system, accelerate the development of a global asset management hub, actively foster the growth of the bond market, and enhance the international influence of benchmark prices such as \"Shanghai Gold\" and \"Shanghai Oil\". Actively strive for pilot programs on the application of digital currencies, accelerate the development of Shanghai as a fintech hub, build digital financial infrastructure with global connectivity, and enhance the ability to prevent financial risks. We will strive to achieve a comprehensive elevation of the international trade hub’s capabilities. By making full use of free trade agreements such as RCEP, we will establish a pilot demonstration zone for new forms of international trade. We will vigorously develop digital trade and knowledge-intensive service trade, foster innovative breakthroughs in offshore trade, coordinate the development of both onshore and offshore businesses, build an international consumer hub city, and fully establish ourselves as a global convention and exhibition capital. Build a globally leading international shipping center, improve port and shipping service functions, promote the integrated development of the entire industry chain, increase the proportion of intermodal transport services, enhance the quality and efficiency of the shipping services sector, optimize an innovative and entrepreneurial environment in ports and shipping that is competitive on the international stage, raise the level of intelligence and low-carbon development in this industry, actively participate in the governance of international shipping affairs, accelerate the joint creation of a shipping hub with global reach together with other provinces in the Yangtze River Delta, and drive the coordinated development of the world-class port cluster in the region. Raise the level of global marine central cities to support the strategy of building a maritime power. (12) Strengthen the function of being a source of technological innovation. We will uphold the central role of innovation in overall development, take self-reliance and strength in science and technology as a strategic foundation, and focus on the frontiers of global science and technology, the main areas of economic activity, major needs, and the health of the people. By thoroughly implementing an innovation-driven development strategy, we will strive to be pioneers in scientific and technological innovation, dare to create something new for the world and the future, and become a key source of new scientific discoveries, technological inventions, new industrial directions, and innovative development concepts, thereby providing a continuous supply of high-quality scientific and technological achievements. It is necessary to focus on the demands of major strategic tasks, further enhance the concentration and visibility of the Zhangjiang Comprehensive Science Center, accelerate the establishment of a number of technology innovation centers, take the lead in or participate in implementing a range of international large-scale scientific programs and projects, strengthen research on major scientific issues as well as the development of key basic disciplines. Efforts should be made to boost original innovation capabilities, so as to produce significant original achievements in basic research and applied basic research. The system of assigning tasks through competitive bidding should be implemented to tackle key core technologies. Accelerate the development of a smooth and efficient system for technological innovation and its transfer, encourage enterprises to collaborate with universities and research institutions to create innovation platforms, support enterprises in forming innovation consortia, establish a number of market-oriented new R&D institutions, explore new mechanisms and models for deep integration of industry, academia, research, and application, improve the supply system for common basic technologies, strengthen the construction of such technology platforms, promote the open sharing of application scenarios and public resources, foster integrated innovation across all stages of the industrial chain as well as among large, medium, and small enterprises, speed up the conversion of scientific and technological achievements into real productive forces, and enhance the overall efficiency of the innovation chain. Accelerate the implementation of a new round of comprehensive innovation and reform pilots; integrate and optimize the allocation of scientific and technological resources; improve the diversified funding mechanisms for basic research; further delegate powers to universities and research institutions. In accordance with the law, uphold and refine the mechanism for sharing the benefits derived from inventions created by researchers in the course of their duties. Strengthen incentive mechanisms related to distribution for innovative talents and teams. Foster a number of innovative leading enterprises with international competitiveness, as well as small and medium-sized technology-based enterprises with high growth potential. Significantly increase the number of high-tech enterprises. Develop a series of distinctive and dynamic innovation hubs. Promote the spirit of science and craftsmanship, thereby creating a more open, inclusive, attractive, and competitive ecosystem for innovation and entrepreneurship. (13) Strengthen the leading role of high-end industries. Accelerate the integrated development of advanced manufacturing and modern service industries, reinforce the industrial development strategy centered on \"high-end, digital, integrated, clustered, and branded\" approaches, speed up the strengthening of strong points and addressing of weaknesses in the industrial and supply chains, and strive to take control of the core links in these chains and secure a position at the top of the value chain. Vigorously develop knowledge-intensive service industries, accelerate the strengthening of competitive sectors such as professional services, information services, technology services, and cultural and creative services, foster emerging service sectors like digital content, online services, and cultural and entertainment services, promote the professionalization of productive service industries as well as their advancement to higher stages of the value chain, and drive the upgrading of consumer service industries toward higher quality and greater diversity. Strive to double the scale of the three leading industries of integrated circuits, biomedicine, and artificial intelligence; accelerate the development of the six key industries of electronic information, automobiles, high-end equipment, advanced materials, life sciences and health, and fashion consumer goods; create high-end industrial clusters with international competitiveness; and promote the construction of specialized industrial parks. Strengthen division of labor and cooperation with industrial clusters in the Yangtze River Delta region, develop a number of core components, launch a range of high-end products, and establish several Chinese standards. Accelerate digital development, vigorously promote the digital economy, speed up the construction of a digital society and a digital **, and make every effort to create digital industry clusters with international competitiveness. Fully implement the intelligent manufacturing action plan, vigorously develop new business forms and models such as the online new economy, focus on key areas like smart factories, industrial internet, specialty e-commerce, and online audio-visual services, foster and strengthen a number of local leading enterprises, and create clusters of new-generation internet companies. (14) Strengthen the functions of the open hub portal. Continuously advance the development of modern infrastructure systems in megacities, characterized by hub functionality, network connectivity, and intelligence; establish various tangible and intangible network pathways, and create new highlands for global networking hubs. Build the most influential world-class aviation hub, make every effort to expand Asia’s highest-standard intercontinental flight network, advance the improvement of the container transportation system at Luchao Port, push forward the development of Shanghai as an air freight hub port, consolidate Shanghai Port’s status as an international container hub, and build a first-class international cruise port. Accelerate the development of the \"Yangtze River Delta on Rails,\" improve intercity road connectivity, enhance transportation infrastructure in key areas, strengthen the role of the \"Songjiang Hub\" as a transportation link for the Yangtze River Delta, and further boost its function as a hub that facilitates connections between the Yangtze River Delta and the international community. Accelerate the construction of major urban infrastructure, optimize the urban transportation system, advance and improve the rail transit network, and deepen the development of intelligent transportation. Build a global platform for the aggregation and flow of data, accelerate the development of international data ports, and take the lead in exploring institutional norms for local data storage and cross-border data transmission, thereby facilitating secure and efficient data flow in areas such as manufacturing, shipping and logistics, cross-border trade, and financial services. We will make efforts to promote institutional openness in terms of rules, regulations, governance, and standards, and provide high-level institutional support, high-quality products, and efficient funding. V. Make every effort to create a new hub for reform and opening up, and build a new system for an open economy at a higher level. By taking Pudong’s high-level reform and opening up as a model, we will promote a better integration of an efficient market with proactive governance, take the lead in carrying out deeper reforms and achieving a higher level of openness, be bold in experimentation and innovation, and make independent adjustments, so as to facilitate the efficient flow, allocation, and value creation of various factors and resources. In doing so, we will contribute to driving reform and opening up across the country through deeper integration into economic globalization. (15) Promote high-level reform and opening up in Pudong. Support Pudong in taking the lead in piloting new initiatives, actively exploring and creating best practices, so as to build it into a leading area for socialist modernization. Strengthen the functions of Pudong as the core area of the “five centers”. Strive to make it a pioneer in reform and opening up at a higher level, a vanguard in advancing all-round socialist modernization, and a model example demonstrating the “four confidences”. Every effort should be made to strengthen the innovation engine, increase the concentration of strategic scientific capabilities and major scientific facilities, deepen reforms in the scientific and technological innovation system, create fast tracks for two-way connections between basic research, applied research, and industrialization, and accelerate the development of world-class industrial clusters in fields such as integrated circuits, biomedicine, and artificial intelligence, thereby establishing new highlands for independent innovation. Strengthen the systematic integration of reforms, explore the implementation of comprehensive reform pilots, deepen systematic reforms in key industries and sectors, further enhance the \"one industry, one license\" initiative, take the lead in establishing systems for comprehensive industry licensing and supervision, and unlock new drivers for high-quality development. We will further promote high-level institutional opening-up, give better play to the role of pilot zones for free trade and the Lingang Special Area as testing grounds, take the lead in piloting international high-standard economic and trade rules, conduct greater-scale stress tests, and be the first to implement more open and convenient policies for attracting talent, so as to create new advantages in international cooperation and competition. Enhance the ability to allocate global resources, accelerate the development of RMB offshore trading, cross-border trade settlement, and overseas financing services, build international financial asset trading platforms, develop a higher-level headquarters economy, promote the establishment of pilot zones for offshore resale, and contribute to the creation of a new development pattern. We will enhance the modernization level of urban governance by taking the lead in establishing a smart governance system wherein economic, social, and urban governance are coordinated and seamlessly integrated. We will accelerate the transition of basic public services from being evenly distributed to being of high quality, thereby ushering in a new era in the development of people-centered cities. (16) Stimulate the vitality of various market entities. We will unswervingly consolidate and develop the public-owned economy, and unswervingly encourage, support, and guide the development of the non-public-owned economy. It is necessary to accelerate the optimization of the layout, structural adjustment, and strategic restructuring of the state-owned economy, promote the concentration of state capital in key industries, vital sectors, and critical areas, further activate existing state-owned assets, and step up efforts to phase out industries that do not fit the urban functional framework. In areas characterized by full competition, enterprises funded by state capital as well as those funded by state-owned capital operation companies should explore various forms of state ownership; they should also implement medium- to long-term incentive mechanisms such as employee stock ownership in mixed-ownership enterprises and equity dividends for technology-based companies, in order to comprehensively enhance the innovation capacity of state-owned enterprises. Actively support the development and growth of the private economy, foster more leading enterprises worth hundreds of billions as well as hidden champions in specific sectors, establish a healthy and transparent relationship between the government and businesses, promote the entrepreneurial spirit, remove various barriers that hinder the development of private enterprises, strengthen the protection of property rights and the legitimate rights and interests of entrepreneurs, further boost their confidence in developing their businesses, and enable the innovative potential of the private economy to flourish fully and its creative vitality to be fully unleashed. Improve the high-standard investment promotion system, strengthen services for foreign investment and the protection of legitimate rights and interests, and build a preferred destination for foreign investment in the new era as well as a hub for high-quality foreign capital. (17) Establish a world-class business environment. We will continue to foster a business environment that is market-oriented, governed by the rule of law, and open to the world, and comprehensively improve the overall service environment. Our goal is to turn Shanghai into one of the cities with the most convenient conditions for trade and investment, the highest administrative efficiency, the most standardized service management, and the most robust legal system, thereby striving for a steady rise in international rankings. Continue to deepen the reform of streamlining administration, delegating powers, and improving services; fully advance the pilot program of \"one license per industry\"; drive a revolutionary transformation of business processes; and delegate authority and empower local districts and grassroots levels in economic and social management. Establish a full-life-cycle service system for enterprises, using the sense of gain among market entities as the evaluation criterion. Establish a new credit-based regulatory mechanism, and improve and perfect the social credit system covering the entire society. Develop comprehensive local legislation on intellectual property, strengthen the creation, protection, and utilization of intellectual property, establish a hub for international intellectual property protection, and create a market environment featuring fair competition. Advance the market-oriented reform of factors, guide various factors such as land, labor, capital, technology, and data to converge together toward advanced productive forces, and achieve market-determined factor prices, autonomous and orderly flow, as well as efficient and flexible allocation. (18) Accelerate the formation of a new pattern of a higher-level open economy. Adhere to giving equal emphasis to bringing in and going out, as well as to attracting high-quality investments and facilitating high-quality exits; equally focus on goods trade and service trade. Attract and gather regional headquarters and functional institutions of high-level multinational companies, support foreign-invested enterprises in establishing global R&D centers, and accelerate the development of headquarters for local multinational companies and private enterprises. By building on the development of the Lingang New Area within the free trade pilot zone, and by adhering strictly to the overall requirements of the \"five key aspects,\" greater levels of stress testing will be carried out. Breakthroughs will be achieved first in key areas such as investment, trade, capital flow, transportation, entrepreneurship by individuals, and cross-border data flows. Open policies and systems with strong competitiveness in the international market will be explored, and mechanisms for resolving foreign-related commercial disputes will be further improved. Fully strive to build a bridgehead for serving the Belt and Road Initiative, and strengthen international industrial capacity cooperation. Deepen strategic cooperation with initiatives such as the coordinated development of Beijing, Tianjin, and Hebei, as well as the construction of the Guangdong-Hong Kong-Macao Greater Bay Area, and increase support and cooperation for counterpart regions such as Tibet, Xinjiang, Qinghai, and Yunnan. Further strengthen the reputation of brands such as the Hongqiao International Economic Forum, the World Top Scientists Forum, the Pujiang Innovation Forum, the World Artificial Intelligence Conference, the Lujiazui Forum, the World Cities Day Forum, the North Bund International Shipping Forum, and the Shanghai Mayor’s International Business Leaders Advisory Meeting; create more platforms for open cooperation and exchange; actively convey China’s views and propositions; and better serve and guide global economic and trade development. VI. Vigorously promote the city’s spirit and character, and continuously enhance its cultural soft power. Uphold Marxism’s guiding role in the ideological sphere and foster cultural confidence. In line with the mission of upholding ideals, uniting the people, cultivating talent, promoting culture, and presenting a positive image, make full and effective use of resources related to red culture, Shanghai-style culture, and Jiangnan culture. Vigorously promote the city’s spirit—which embodies inclusiveness, the pursuit of excellence, openness, wisdom, magnanimity, and modesty—as well as its character defined by openness, innovation, and inclusivity. This will help better preserve the essence of traditional culture, absorb the finest elements of global cultures, and showcase the splendor of urban culture. Ultimately, this will accelerate the development of Shanghai into a socialist international cultural metropolis that is more open and inclusive, innovative and dynamic, reflective of contemporary trends, and exerting greater influence on the world stage. (19) Comprehensively improve the level of urban civilization. We must continue to arm our minds with Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and use the core socialist values to guide cultural development. This will help instill the city’s spirit and character more deeply in people’s hearts, thereby boosting and demonstrating the high morale needed to strive in the new era and create new miracles. Promote the regular and institutionalized implementation of education on ideals and beliefs, and deepen education on the history of the Communist Party of China, the history of the People’s Republic of China, the history of reform and opening up, and the history of socialism. We will thoroughly implement the projects for exploring and promoting the birthplace of the Party, for inheriting and promoting red culture, and for preserving and utilizing revolutionary cultural relics in Shanghai. We will build a memorial hall for the First National Congress of the Communist Party of China and strengthen the protection of revolutionary sites and relics. We must persist in shaping people through civilized values, thoroughly implement the guidelines for patriotism education and civic morality development in the new era, deepen the construction of civilization practice centers in this new era, carry out extensive volunteer services, and gather forces that strive for excellence, goodness, and beauty. Resolutely curb food waste, and foster a social ethos across society where waste is regarded as shameful and thrift is practiced. We must continue to guide people with correct public opinion, accelerate the deep integration and development of the media, foster an all-media communication pattern in which various media forms are seamlessly integrated. We should also improve the comprehensive governance system for the Internet, enhance our international communication capabilities, and tell the stories of Shanghai and China well. (20) Promote the prosperous development of cultural endeavors. We must ensure that efforts to meet the people’s cultural needs and strengthen their spiritual resilience go hand in hand. We will comprehensively promote innovative development in the fields of press and publishing, radio, film and television, literature and art, as well as philosophy and social sciences. We will develop high-quality think tanks with Chinese characteristics, encourage and motivate the creation, production, and dissemination of high-caliber spiritual and cultural products. We will deepen reforms of state-owned art troupes, attract and nurture more renowned artists and masters, and produce more critically acclaimed and popular cultural works that are truly “Shanghai originals”. We will deepen the development of pilot zones for high-quality public cultural services, optimize the allocation of public cultural resources, promote the construction of public cultural infrastructure in suburban areas, earnestly implement projects aimed at benefiting the people in the fields of culture and sports, and strive to achieve greater balance and higher quality in public cultural services. A strategic layout of major cultural facilities has been established, with an emphasis on expansion east-west and advancement north-south. Key cultural and sports projects such as the new Shanghai Children’s Library, the East Branch of the Shanghai Library, the East Branch of the Shanghai Museum, the Shanghai Grand Opera House, the Shanghai Shueyuan Opera Theatre, the Shanghai Literature Museum, Xujiahui Sports Park, Civic Sports Park, and the Shanghai Lego Land Resort have been built. The “World of Performing Arts” brand has been promoted, and the “Shanghai Tourism” development initiative has been carried out. Fully implement the \"50 Measures for Cultural and Creative Development,\" pursue the \"Culture+\" strategy, leverage the digital cultural industry as a driving force to accelerate the development of new forms of cultural enterprises, and comprehensively deepen the integrated development of culture with sectors such as tourism, technology, finance, trade, education, and sports. Expand openness and cooperation in the cultural sector, enhance the aggregation and allocation capabilities of cultural resources. Accelerate the development of a global film and television production hub, a major international art trading center, Asia’s capital of performing arts, a global e-sports hub, a leading center for online culture industries, and a premier hub for creative design industries. Strive to build a world-renowned tourist city and a globally famous sports city. Organize high-level international festivals, exhibitions, and competitions. Encourage outstanding cultural products from home and abroad to make their debut, premiere, or first exhibition in Shanghai, so as to promote the high-quality development of the sports industry. Encourage the joint development of cultural and creative enterprises of various ownership types, foster a group of competitive innovative leading enterprises and \"little giant\" enterprises in this sector, and create a dynamic ecosystem for industrial innovation and development. VII. Continuously improve the quality of the ecological environment and accelerate the development of eco-friendly cities. Adhering to the principle that lucid waters and lush mountains are invaluable assets, we will firmly uphold the approach of giving priority to ecology and promoting green development. We will intensify efforts to combat pollution, comprehensively enhance the urban ecological environment, and create beautiful homes where humans and nature coexist in harmony, so that greenness becomes the most appealing backdrop and the brightest hue in urban development. (22) Advance green and low-carbon development with greater determination. Vigorously promote the intelligent and green transformation of key industries such as steel and petrochemicals, accelerate the transformative development of key areas including Taopu, Nanda, Wusong, Gaoqiao, Wujing, and Jinshan Binhai, and actively explore high-quality land use models that are intensive, sustainable, and environmentally friendly. Priority should be given to developing the energy-saving and environmental protection industries, continuously improving the energy structure, promoting the green transformation of key industries and sectors, accelerating the creation of new growth points that meet the requirements of green development, and expanding the industrial chain of the green economy. Fully promote new energy vehicles in the public sector, advance the construction of charging stations, battery swap stations, and hydrogen refueling stations, encourage low-carbon and green modes of transportation, and accelerate the development of a green transportation system suited to megacities. (23) Continuously intensify efforts to improve the ecological environment. Focusing on the coordinated achievement of full compliance with air quality standards and the peak reduction of carbon emissions, with an emphasis on the energy, industrial, and transportation sectors, efforts will be intensified to achieve coordinated control of PM2.5 and ozone. Major projects such as the comprehensive management of mobile pollution sources will be carried out more thoroughly, and greater attention will be paid to controlling non-traditional pollutants such as volatile organic compounds, in order to promote energy conservation and carbon reduction in key areas. The system promotes the management and restoration of aquatic ecosystems, accelerates efforts to address shortcomings in the collection, treatment, and disposal of sewage and sludge as well as in the management of initial rainfall, initiates the development of ecologically clean small watersheds, strengthens the construction and protection of water sources, and enhances the restoration and protection of marine ecosystems. Implement a management system for the classification of farmland soil, and strengthen the control of soil risks in construction land. Aiming at reduction, resource utilization, and harmlessness, efforts are made to improve the quality and efficiency of waste sorting, while strengthening the coordinated and safe disposal as well as recycling of various types of solid waste. (24) Accelerate the advancement of ecological projects that benefit the people. Careful planning and development of public spaces and facilities along the \"one river and one stream\" will ensure that the integration of the riverbanks and the enhancement of their functions proceed simultaneously, transforming more \"industrial rust belts\" into \"lively residential areas\" and \"zones for development.\" Implement the Thousand Parks Initiative, vigorously promote the construction of \"pocket parks\", and continuously improve the layout of parks in urban and rural areas, so that more citizens can enjoy green spaces whenever they go outside. Organize the 10th China Flower Expo with great care. Fully implement the principle of “jointly carrying out major conservation efforts while refraining from large-scale development” along the Yangtze River Economic Belt; further improve the comprehensive cooperation mechanism for ecological and environmental protection in the Yangtze River Delta region; and strengthen joint prevention and control of pollution in the river basin. VIII. Strive to create a high-quality life and better meet the people’s aspirations for a better life. Always take the people’s aspirations for a better life as the goal of our efforts, do our best within our capabilities, and focus on ensuring basic livelihood needs, essential services, and a higher quality of life. We should effectively expand the supply of public services across various fields and at different levels, work hard to achieve common prosperity, promote the all-round development of individuals and overall social progress, so as to enable people to lead lives that are of higher quality, more dignified, and happier. (26) Raise people’s income levels. Advance the development of an income distribution system that reflects efficiency and promotes fairness.
