As a chemical industrial park focused on the development of industrial clusters in areas such as new chemical materials and new biological materials, Jining New Materials Industrial Park relies on digitalization as its core driving force. In line with relevant policy requirements, it has established a smart park data management platform that integrates monitoring, early warning, and emergency response functions. It has also created a comprehensive risk detection system that covers both aerial and ground areas. By addressing various aspects such as dynamic safety alerts, management of special operations, coordinated protection through cloud and edge technologies, and integrated command and control, the park has developed an efficient and coordinated smart management system. This approach helps to advance safety measures at an earlier stage, thereby providing a solid safety barrier for the high-quality development of the park. The park was recently included in the collection of typical cases for smart chemical parks during the 14th Five-Year Plan period. Integrating the three aspects to strengthen the safety barriers in the industrial park. Chen Haiying, director of the Emergency Command Center at Jining New Materials Industrial Park, said that the park adheres to the core principles of \"integration, intelligence, and data-driven management.\" By taking into account the actual management needs of the 71 enterprises operating there, including 51 enterprises above a certain scale, and by drawing on relevant policy documents, the park integrates existing information resources to create an intelligent management framework. This framework is centered around an intelligent safety risk management platform and includes five key systems: comprehensive basic database management, global intelligent monitoring management, diversified early warning systems, end-to-end management of the industrial park, and coordinated emergency response management. This approach aims to achieve intelligent management with a unified view of the entire park and a cohesive supervision network. It is reported that the Jining New Materials Industrial Park is guided by the needs of safety production supervision. By deploying terminal sensing devices at multiple levels, it establishes an integrated air-ground system for detecting risks across the entire area, creating a monitoring and early-warning network for various aspects such as enterprise safety and public safety, thereby strengthening the protection framework for dealing with emergencies and various types of risks. Currently, the park has deployed wide-area rapid scanning monitoring devices, as well as monitoring equipment for public utility tunnels and infrastructure sensors in public areas and along the surrounding boundaries. It integrates various resources such as enterprise detection devices and drones, and incorporates data from multiple types of sensors along with **** information, thereby enabling real-time monitoring of all key aspects related to major hazard sources, the transportation and storage of hazardous chemicals, and the atmospheric environment. Real-time monitoring of risks in various scenarios **** “The dynamic security risk early warning system is the core support for the intelligent management of industrial parks. ”Chen Haiying said. The Jining New Materials Industrial Park has established a safety risk early-warning indicator system for chemical parks, as well as a categorized and graded risk early-warning database. This enables the development of a dynamically evolving risk monitoring and early-warning model that covers key aspects such as operational conditions, leaks, and fire alarms across the entire industrial chain. It also facilitates data integration among various business systems, thereby advancing the supervision approach from point-based oversight to a more systematic form of management. In scenarios involving early warning of safety risks associated with major hazard sources, Jining New Materials Industrial Park utilizes sensor networks and intelligent algorithms to monitor parameters such as temperature, pressure, and liquid level in real time. Once these values exceed predefined thresholds, an alert is immediately triggered, allowing for the precise identification of the risk source and assessment of its severity level ; In the hazardous materials parking lot, a closed-loop management system of \"terminal – transmission network – platform – analysis – accident early warning\" is established through systems such as gas leakage detection, infrared imaging, and multispectral pyrotechnic monitoring, to enable real-time monitoring and early warning of risks such as leaks and pyrotechnic events. In light of the high risks associated with special operations, Jining New Materials Industrial Park utilizes Internet of Things and big data technologies to achieve digital management of the entire process related to special operation permits, thereby innovating a collaborative mechanism that combines online supervision with offline enforcement. Before starting the task, core information can be retrieved in real time to complete processes such as approval submission and SMS reminders ; During operations, video transmission, gas concentration monitoring, and standardized intelligent analysis are achieved through individual equipment ; After the task is completed, online acceptance verification and document settlement are carried out. Regulators can locate enterprises with just one click using the map showing operational locations within the park, access various types of information such as high-altitude surveillance footage and area monitoring data, and carry out remote monitoring and intelligent analysis from multiple angles for special operations. They can intelligently identify potential hazards and violations and send out instructions for handling them, thus creating a closed-loop supervision system that significantly enhances enterprises’ awareness of safety management. Powered by technology, seamless information transmission is achieved; the cloud-edge collaboration and integrated communication technologies in the Jining New Materials Industrial Park further strengthen the park’s security measures. The park has deployed the Sentinel Cloud-Edge Computing Platform, which utilizes advanced AI algorithms and cloud computing technologies to access enterprise video data and industrial site data via all-in-one devices and carry out structured processing, thereby meeting the monitoring requirements of departments such as those responsible for safety supervision and emergency response ; Leveraging video analysis technology to intelligently identify illegal and unreported operations, with real-time delivery of alarm messages and one-click reporting. At the same time, the park integrates resources such as the command center, enterprise control rooms, and fire departments to establish a comprehensive command and dispatch system that combines voice, video, information transmission, and remote conferencing. This system enables multi-party meetings to be held simultaneously during incident handling, allows for the viewing of live surveillance footage, and ensures that organizations can operate online, communicate online, and collaborate online, thereby significantly improving the efficiency of emergency response. In the field of environmental and energy management, the Jining New Materials Industrial Park promotes more precise regulation and more efficient utilization through data integration and technological empowerment. The park relies on a smart monitoring platform to track air quality and energy consumption metrics in real time, providing data support for environmental management as well as energy conservation and reduction ; Relying on the integrated platform of smart parks, a refined environmental monitoring system is established to create a monitoring and early-warning system that covers air, water, as well as solid and hazardous waste. At present, the park has achieved 100% closed-management; 100% registration for enterprises’ start-up, shutdown, and major maintenance activities; and 100% control over special operations. The rates of early warning response, accident resolution, and timely emergency rescue response are all 100%, enabling the establishment of a comprehensive preventive and control system that integrates human, physical, and technical safeguards. Chen Haiying said that in the next step, the park will continue to enhance its digital and intelligent capabilities, focusing on promoting coordination between online and offline systems, as well as between humans and machines, and between the park and enterprises. It will also keep improving the functions of the smart management platform in order to increase the depth of risk detection and the accuracy of coordinated responses.
