Are there any specifications for controlling the inflow velocity of crude oil and refined oil into storage tanks? (Is it that more than a certain number of meters per hour are not allowed?) ) If there is a standard to be followed, which one is it?

The flow rate is generally kept at around 0.5–3.5 m/s. Of course, it is also calculated based on actual production.
Different oils have different allowable flow rates. Relevant specifications can be consulted.

I’ve never seen the national standard; after looking at a lot of information, that’s about the only range available
For internal floating disk tanks, the speed shall not exceed 1 meter per hour before the floating disk is raised, and shall not exceed 3 meters per hour after it is raised.
Paragraph 3.3.1.2 of SYT 5921-2011 \"Rules for Operation, Maintenance, and Repair of Vertical Cylindrical Welded Steel Oil Tanks\" stipulates that the flow rate should be kept below 1 m/s before the inlet pipe is submerged, and below 3 m/s after it is submerged, in order to prevent the accumulation of static electricity. Section 3.3.15 stipulates that during the process of filling or emptying oil tanks, the rate of change of liquid level shall not exceed 0.6 m/h; when filling the tank for the first time after construction or major repair, this rate is reduced by half.
