“The 14th Five-Year Plan period is the first five-year phase following China’s completion of the building of a moderately prosperous society in all respects and achievement of its first centenary goal; it is a time to build on this success and embark on a new journey toward the comprehensive construction of a modern socialist country, with the aim of achieving the second centenary goal. The 12th Plenary Session of the 10th Committee of Anhui Province, China, earnestly studied and implemented the spirit of the Fifth Plenary Session of the 19th CPC Central Committee and the important speeches and instructions of ****. After a thorough analysis of the development situation in our province, it put forward the following suggestions regarding the formulation of Anhui Province’s 14th Five-Year Plan for National Economic and Social Development as well as its long-term goals for the year 2035. I. Completing the building of a moderately prosperous society in all respects and embarking on a new journey to build a modern and prosperous Anhui 1. Decisive achievements have been made in completing the building of a moderately prosperous society in all respects. “The 13th Five-Year Plan period is the decisive stage for building a moderately prosperous society in all respects. Faced with the complex international situation, the arduous tasks of reform, development, and stability, as well as the severe impact of the COVID-19 pandemic, under the strong leadership of Comrade ** at the core of the **** Party leadership, the provincial Party committee has remained true to its original aspirations and mission. It has united and led Party members, cadres, and the general public across the province to forge ahead and innovate, actively seizing strategic opportunities such as the integrated development of the Yangtze River Delta region. The province has implemented five development action plans with high quality, making solid efforts to stabilize economic growth, promote reform, adjust the economic structure, improve people’s livelihoods, prevent risks, and maintain stability. By making determined efforts to advance all aspects of development in the province, the advantages of China’s * leadership system and its socialist system have been further highlighted. The economic strength has made historic progress; it is estimated that by 2020 the regional GDP will approach 4 trillion yuan, with the per capita regional GDP reaching around 60,000 yuan. The pattern of development has shifted from one characterized by a moderate total volume and a low per capita level to one with a higher total volume and a moderate per capita level, while the economic structure has changed from \"2-3-1\" to \"3-2-1\". Innovative development has led to historic progress; the construction of the “four one” innovation main platforms and the “one room, one center” sub-platforms has laid a solid foundation. Decisive advances have been made in laboratory development, with clusters of large-scale scientific facilities such as tokamaks, synchrotrons, and steady-state strong magnetic fields taking shape. Major original scientific achievements and key core technologies have emerged rapidly. Technology markets that integrate government, industry, academia, research, application, and finance, such as the Anhui Innovation Hall, have begun to be established. The region’s innovation capacity ranks among the top in the country. Significant progress has been achieved in the high-quality development of the manufacturing sector. Emerging industries characterized by “chips, displays, devices, and components” have taken shape, traditional industries are being transformed through new forms of protection mechanisms, modern service industries are developing at a rapid pace, and the digital economy is thriving driven by advancements in artificial intelligence, big data, mobile technology, and cloud computing. Coordinated development has led to historic progress; grain production has achieved 17 consecutive years of good yields. Significant achievements have been made in the construction of beautiful rural areas, and the regional development framework of \"one circle and five zones\" has taken shape. The urbanization rate of the permanent population is close to 57 percent. Iconic projects such as the Yangtze River to Huai River water transfer project, the Shanghai-Hangzhou high-speed rail line, and the second Wuhan Yangtze River highway bridge have been successfully implemented, making the province the second in the country to have high-speed railways connecting all its cities. Historic progress has been made in green development, and the interim goals set for pollution control efforts have been successfully achieved. The Beautiful Yangtze River (Anhui) Economic Belt, the Huaihe River (Anhui) Ecological Economic Belt, the Chaohu Lake Ecological Demonstration Area, the Xin’anjiang–Qiandao Lake Ecological Compensation Pilot Area, the National Forest Chief System Reform Demonstration Areas, and the construction of Hefei Luogang Ecological Park are all advancing steadily. Open development has achieved historic progress. The entire province has been included in the scope of implementation of the **Yangtze River Delta Integration Development Strategy. Major cooperation initiatives, such as the Yangtze River Delta Science and Technology Innovation Community, the “One Location, Six Counties” Yangtze River Delta Ecological Priority and Green Development Industrial Cooperation Zone, and the Industrial Transfer Agglomeration Area in northern Anhui, are making headway. The China (Anhui) Pilot Free Trade Zone has been approved for construction. The 2019 World Manufacturing Conference was successfully held, and the influence of Hefei’s China-Europe international freight trains continues to grow. Historic progress has been made in shared development: under the current standards, all rural poor have been lifted out of poverty, all poverty-stricken villages have been removed from the list, and all poverty-stricken counties have been freed from that status. 33 projects aimed at improving people’s livelihoods have been implemented with precision; residents’ incomes have grown faster than the economy’s growth rate. Over three million new jobs have been created in urban areas, and the level of equity in basic public services has improved steadily. There have been significant changes in the field of education, while cultural institutions and the cultural industry have thrived. Major strategic achievements have been made in the prevention and control of COVID-19. Safety measures have been strengthened across the board, and the special campaign to combat organized crime has been carried out intensively. Anhui Province has ranked among the top in the country for nine consecutive years in terms of maintaining peace and stability in society. Comprehensive deepening of reforms has achieved historic progress. New breakthroughs have been made in reforms in key areas such as ecological compensation, the forest chief system, the staffing pool mechanism, “delegating power, improving regulation, and optimizing services,” comprehensive innovation and reform, state-owned assets and enterprises, agriculture and rural areas, public resource transactions, and medical and health care. The modernization of the governance system and governance capabilities is advancing at a steady pace. **Historic progress has been made in the development of the rule of law. The leading role of people’s congresses and their standing committees in legislation has been fully demonstrated. The Chinese People’s Political Consultative Conference, as a specialized consultative body, has effectively fulfilled its functions. The patriotic united front has been consolidated and developed. Mass organizations such as trade unions, Communist Youth League branches, and women’s federations have further played their role as bridges and links. New strides have been taken in building Anhui as a province governed by the rule of law, while national defense mobilization and the development of reserve forces have continued to be strengthened. Historic progress has been made in the comprehensive and strict governance of the Party. The outcomes of the theme education campaign aimed at \"remaining true to our original aspirations and keeping our mission firmly in mind\" have been consolidated and deepened. Since the 10th Provincial Party Committee was established, various educational initiatives such as discussions on \"adhering to guidelines and taking action\", as well as campaigns focused on \"emphasizing political discipline, respecting rules, and setting good examples\", \"upholding loyalty, enforcing strict discipline, and cultivating moral integrity\", and a series of warning education sessions using real case studies, have been carried out. The development of the Party’s cadre workforce has progressed steadily. Innovative approaches to internal political supervision have been adopted. All issues identified through central inspections, special inspections, and follow-up inspections have been resolved. Efforts to address formalism and bureaucracy have been thorough, and significant results have been achieved in strengthening Party integrity and anti-corruption efforts. Mechanisms to ensure that officials do not dare, are unable, or want to engage in corrupt behavior have been developed simultaneously, thereby fostering a healthy political environment conducive to effective work and innovation. “The goals and tasks set forth in the 13th Five-Year Plan are nearing completion; the goal of building a moderately prosperous society in all respects is within reach. Anhui’s status and influence within the broader national development landscape continue to rise. These achievements are the result of the scientific guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era; they are the result of the strong leadership of the Party committee with Comrade ** at its core; they are the result of effectively implementing the important speeches and instructions delivered by General Secretary Xi Jinping during his inspection tour in Anhui; and they are the result of the hard work and dedication of the vast number of Party members, cadres, and people across the province. In particular, the three congratulatory messages sent during the ****13th Five-Year Plan period were a great source of inspiration for everyone in the province. People of all ethnic groups across the province must make continued efforts and persevere to ensure that the battle against poverty is won on schedule, to ensure that a moderately prosperous society in all respects is established on time and that the first centenary goal is achieved, thus laying a solid foundation for embarking on a new journey toward building a modern and prosperous Anhui. 2. Our province has entered a new stage of development characterized by accelerated efforts to build a modern and prosperous Anhui. At present, the world is undergoing profound changes on a scale not seen in a century. The global pandemic has accelerated these changes, making the international environment increasingly complex and adding more factors of instability and uncertainty. The world has entered a period of turmoil and transformation. Our province faces new opportunities as it contributes to the establishment of a new development pattern across the country. **Accelerating the creation of a new development pattern in which the domestic cycle plays a key role, with the domestic and international cycles reinforcing each other, will enable our province to take advantage of its strengths in terms of location and transportation, market access, human resources, and ecological environment. This will facilitate the advancement of a new type of urbanization centered around people, help unleash the potential of domestic demand, and create a strong magnetic force that promotes the smooth flow of goods and factors ； Faced with new opportunities brought about by the simultaneous emergence of various significant strategic factors, **vigorously promoting the integrated development of the Yangtze River Delta, jointly building the Belt and Road Initiative, advancing the development of the Yangtze River Economic Belt, and accelerating the rise of the central region will enable our province to take advantage of its dual strengths and enhance its position in the new round of high-level opening up and regional cooperation** ； Faced with the new opportunities brought about by the further development of a new round of scientific and technological revolutions and industrial transformations, cutting-edge leading technologies and disruptive innovations are giving rise to new economic models. This facilitates our province in playing the role of a \"key factor\" thanks to its concentration of scientific and educational resources as well as major innovation platforms, thereby enabling it to gain a new advantage in the global competition in science and technology ； Faced with new opportunities arising from the adjustment and restructuring of global industrial and supply chains, the global production network increasingly relies on supply chain hubs and large-scale consumer market centers. This presents a favorable opportunity for our province to leverage its multi-tiered platforms for industrial relocation in order to attract domestic and foreign capital as well as emerging industries. It also enables us to increase effective investment in the transformation and upgrading of our traditional advantageous industries, thereby accelerating the development of a modern industrial system ； Faced with new opportunities brought about by the continued advantages of its institutional framework and improved governance efficiency, and as comprehensive deepening of reforms and institutional openness progress further, our province can leverage innovation and reform platforms such as Hefei Comprehensive Science Center, various research laboratories, and free trade zones to swiftly overcome deep-seated institutional and systemic barriers. This will enable it to make better use of both the role of a functional market and that of active government intervention, as well as to make optimal use of resources available in both domestic and international markets. At the same time, the problems of unbalanced and inadequate development in our province remain prominent. The reform tasks in key areas and critical links are still arduous. The efficiency of transforming scientific and technological achievements and the level of the “four fundamentals” in industry do not meet the requirements of high-quality development. The agricultural foundation is still weak, and there are significant disparities in urban-rural and regional development as well as in income distribution. The competitiveness of central cities and urban agglomerations is generally low. The development of county-level economies and private enterprises is insufficient. There is still a long way to go in terms of ecological and environmental protection, and there are many shortcomings in ensuring people’s livelihoods. Social governance also has its weaknesses. We must keep two broader contexts in mind: fully understand the new positions and opportunities brought about by the new stage of development, recognize the new characteristics and requirements resulting from changes in the main social contradictions, and be aware of the new contradictions and challenges posed by the complex international environment. We need to have a clear understanding of matters of national significance, enhance our awareness of both opportunities and risks, maintain strategic focus, and do a good job in governing Anhui. We must understand and grasp the laws of development, be able to accurately identify changes, respond to them scientifically, and take proactive steps to bring about change; we should also be skilled at turning crises into opportunities and creating new prospects amid changing circumstances. 3. By 2035, basically achieve the long-term goals of socialist modernization. In the process of establishing a new development pattern characterized by a domestic cycle as the main framework with domestic and international cycles complementing each other, we aim to achieve greater success. Principles that must be followed for Anhui’s economic and social development during the 14th Five-Year Plan period. ——Adhere to the Party’s overall leadership. Main goals for Anhui’s economic and social development during the 14th Five-Year Plan period. In the next five years, economic and social development should strive to achieve the following main goals. ——Economic strength achieves a new and greater leap forward. Development is the foundation and key to solving all problems in Anhui. To achieve sustainable and healthy economic growth, it is necessary to adhere to the new development concept and improve quality and efficiency significantly. The potential for growth has been fully realized; high-quality development places the region at the forefront of the country, its economic output ranks among the highest in the nation, the gap between per capita regional GDP and the national average continues to narrow, and significant progress has been made in building a modern economic system. The economic structure will be further optimized; the foundation of agriculture will be strengthened. The added value of the manufacturing sector is expected to account for around 30% of the regional GDP, while the contribution of the digital economy to regional GDP will see a notable increase. More cities and counties (cities and districts) with strong economic capabilities and significant national influence will emerge. ——Build a new development pattern to achieve new and greater accomplishments. The supply of high-quality products continues to expand; income distribution has become more fair and equitable. The goal of building a province rich in talent has been largely realized, while the sophistication of its industrial base and the modernization level of its industrial chains have also improved significantly. ——New and greater progress has been made in the integrated development of the Yangtze River Delta. Focusing on the two key themes of integration and high quality, the province has achieved comprehensive alignment with Shanghai, Jiangsu, and Zhejiang in terms of concepts, institutional mechanisms, and policy environments. As a result, the overall level of integration between the entire province and these three regions has been significantly improved. The economic volume’s share in the Yangtze River Delta region continues to increase; the per capita GDP of the eight central city areas is roughly on par with the average level of the Yangtze River Delta, and the gap between the province’s per capita GDP and the average level of the Yangtze River Delta is steadily narrowing. ——New and greater optimization has been achieved in regional coordinated development. “The integration level of infrastructure, industrial systems, and public services in the five zones within one circular area has improved, giving rise to a pattern of rational division of labor and competitive development. Strategic emerging industries in the Wanjiang Urban Belt, which serves as a demonstration area for industrial transfer, account for an even larger share of the province’s total in such industries. The intensity of R&D investment in the Hefei-Wuhu-Bangbu **Independent Innovation Demonstration Area has also increased. The gap between the per capita income of urban and rural residents in the Dabie Mountain revolutionary old area in western Anhui and the provincial average has narrowed further. Meanwhile, the scale of the cultural tourism industry in the Southern Anhui International Cultural Tourism Demonstration Area accounts for a larger share of the province’s total in this sector. ——New and greater breakthroughs have been achieved through reform and opening up. The socialist market economy system has been further improved; significant progress has been made in reforming property rights systems and in the market-based allocation of factors, resulting in more dynamic market entities. A number of international platforms for openness and cooperation, such as the China (Anhui) Free Trade Pilot Zone, have been established one after another; the total value of imports and exports has exceeded 100 billion US dollars, and a new economic system characterized by a higher level of openness has been essentially formed. ——The level of social civilization has seen further significant improvement. The core socialist values have taken root in people's hearts, with significant improvements in their ideological and moral standards, as well as their scientific and cultural capabilities and physical and mental health. The public cultural service system and the cultural industry have become more robust, enriching people's spiritual and cultural lives. Residents’ income growth outpaces economic growth; the proportion of those with middle incomes exceeds 40%. The per capita disposable income of urban and rural residents is roughly on par with the national average. The level of equity in access to basic public services has improved significantly. The educational attainment of the entire population continues to rise, the multi-level social security system has been further strengthened, and the health care system has become more comprehensive. The achievements made in poverty alleviation are being consolidated and expanded, the strategy for rural revitalization is advancing steadily, and the quality of life for the people continues to improve. ——Governance efficiency has seen further significant improvement. Positive progress has been made in building Anhui as a law-based region, a law-based society, and a law-based community. Social fairness and justice have been further promoted; administrative efficiency and credibility have significantly improved. The level of social governance, particularly at the grassroots level, has markedly risen. Efforts to build a peaceful Anhui continue to deepen, while the systems and mechanisms for preventing and defusing major risks are constantly being improved. Emergency response capabilities in the face of public emergencies have been greatly enhanced, and the capacity to prevent and mitigate natural disasters has seen notable improvement. Overall, efforts to balance development and security have become more effective. III. Firmly take the lead in innovation and build a scientific and technological innovation hub with significant influence. We will uphold the central role of innovation in the overall process of modernization, adhere to the principle of focusing on four key areas, and regard self-reliance and strength in science and technology as a strategic foundation for Anhui’s leapfrog development. Together with the efforts to build a province focused on comprehensive innovation and reform, we will create upgraded versions of the “four one” innovation platforms and the “one laboratory and one center” sub-platforms, thereby accelerating the development of Anhui into a strong province in science and technology, where both high-level research achievements and vigorous innovation and entrepreneurship can thrive. 7. Promote open cooperation in science and technology, actively encourage well-known domestic and international universities and research institutions to establish branches in Anhui, strive to create a number of **-level international science and technology cooperation bases, and implement a series of special projects for international science and technology cooperation. Establish a high-level exchange platform for scientific research papers and technological information. 8. Make persistent efforts to overcome challenges in key core technologies. We will expand and upgrade the “Pioneering Breakthroughs” program for technological innovation, focusing on key areas such as artificial intelligence, quantum information, integrated circuits, biomedicine, and advanced structural materials. Aiming to overcome bottlenecks in the four fundamental industrial sectors, we will implement major provincial science and technology projects and other initiatives aimed at achieving breakthroughs in a number of critical technologies. Leveraging **strategic scientific and technological capabilities, and adopting methods such as targeted commissioning, open competition for project leadership, and competitive bidding, a ‘pilot zone’ is being created to develop a new national system for tackling key core technologies under the conditions of a socialist market economy. Support Hefei-Wuhu-Bengbu in establishing a **demonstration zone for the transfer and transformation of scientific and technological achievements. Continuously improve the performance of existing facilities, and establish cutting-edge interdisciplinary research platforms in fields such as brain science, superconducting applications, and new ceramic-aluminum materials. Accelerate the construction of the Energy, Artificial Intelligence, and Big Health Research Institutes at the Hefei Comprehensive Science Center. Support the development of the Future Technology Innovation Research Institute, the Environmental Science R&D Platform, the High-Speed Maglev and Superconductivity Technology Innovation Center, the Interdisciplinary Research Center for High-End Measuring Instruments, and the Hefei Center of the China Brain Project. Leveraging universities, research institutions, and enterprises in Hefei such as the University of Science and Technology of China, a “USTC Silicon Valley” will be created. Leveraging the Binhu International Science Exchange Center, Binhu International Convention and Exhibition Center, and Anhui Innovation Museum, a comprehensive international exchange zone for scientific endeavors and a platform for showcasing major innovative achievements will be established in Hefei. A series of internationally renowned scientific events and high-level, authoritative forums will be organized to develop Hefei into an international science exchange center serving both China and the world. We will continue to focus on strengthening the real economy, striving to build a province strong in manufacturing, quality, infrastructure, transportation, and digital development. While working to transform and upgrade traditional industries, we will also promote the growth of emerging industries, aiming to enhance the sophistication of industrial foundations and the modernization of industrial chains, thereby improving the quality, efficiency, and core competitiveness of the economy. 14. Improve the stability and modernization level of the industrial and supply chains. Adhering to the principles of autonomy, control, safety, and efficiency, efforts are made to strengthen and optimize industrial chains. The system of leaders for industrial clusters, as well as for industrial chains and supply chains, is implemented, and strategic planning for supply chains is carried out on a sector-by-sector basis, with targeted measures taken. We will build strengths within the forging industry chain and supply chain, leveraging the industrial advantages, supporting facilities, and early-mover advantages in certain fields of our province to develop new industrial chains. Accelerate the optimization of the layout and structural adjustment of the state-owned economy, and encourage state capital to be directed more toward areas such as new infrastructure, strategic emerging industries, key industries, and public services. Deepen the mixed-ownership reform and professional integration of state-owned enterprises, and promote asset securitization and diversification of equity. Improve the state-owned asset supervision system centered on capital management, and deepen the reform of state-owned capital investment and operation companies. Advance the reform of industries with natural monopolies steadily, and accelerate the marketization of competitive segments. Firmly establish the concept that \"handling affairs for one’s own people is equivalent to handling one’s own affairs,\" urge officials at all levels to value, support, care for, and protect businesses, optimize the development environment for the private economy, build a healthy and transparent relationship between the government and businesses, establish long-term mechanisms for communication between the government and enterprises, promote the healthy development of the private economy and the growth of entrepreneurs in this sector, provide equal legal protection for the property rights of private enterprises and the interests of their owners, remove various barriers that hinder the development of private enterprises, improve the laws, regulations, and policy frameworks aimed at supporting small and medium-sized enterprises as well as individual business owners, and create efficient channels for policies beneficial to these enterprises. Fully implement the Action Plan for Elevating the Private Economy. Promote the entrepreneurial spirit and accelerate the development of world-class “Anhui-branded” enterprises. 26. Improve local fiscal, tax, and financial systems. Strengthen the coordination of financial resources and improve the management of medium-term financial planning, in order to enhance financial support for major tasks, projects, and initiatives across the province. Deepen the reform of the budget management system, fully implement budget performance management, and improve the efficiency of the use of financial funds. Optimize the allocation of administrative and financial powers among different levels, thereby establishing a stable system in which the administrative responsibilities, expenditure obligations, and financial resources at each level are well-matched, thus enhancing the capacity to provide public services at the grassroots level. Advance tax system reform steadily, implement local matters authorized by tax laws, promote the development of a local tax system, and deepen reforms to the tax administration system. Improve the local debt financing mechanisms, and encourage local financing platforms to accelerate their market-oriented transformation and development. Establish a multi-level financial support system that includes local venture capital, bank lending, bond markets, stock markets, and insurance markets. Actively promote companies to go public, increase the proportion of direct financing, guide financial capital to focus on supporting the manufacturing sector as well as small and medium-sized enterprises, and foster integrated coordination among finance and fiscal policies, employment, industry, and regional development. Advance the reform of local financial institutions, deepen the reform of provincial rural credit cooperatives, and develop inclusive finance. 27. Build a high-standard market system. Implement the Civil Code and relevant laws and regulations, and improve the property rights protection system based on the principle of fairness. Fully implement the negative list system for market access, improve the mechanism for reviewing fair competition, and promote the widespread application of the principle of \"access allowed unless prohibited.\" All types of enterprises, regardless of their ownership structure, should be treated equally in terms of access to resources, licensing requirements, operational activities, procurement, and bidding processes. Deepen the reform of market-based allocation of factors, improve the mechanism by which factor prices are primarily determined by the market, and facilitate the smoother flow of factors such as land, labor, capital, technology, and data on a wider scale. Accelerate the improvement of the land management system, make good use of the policy regarding pilot provinces with delegated authority for approving construction land use, optimize the methods for allocating land use quotas, and improve the mechanism for adjusting additional farmland quotas within provinces. Promote the rational conversion of different land use types for industries, and explore ways to increase the supply of mixed-use land. Improve the institutional mechanisms for the social mobility of labor and talent, accelerate the development of a provincial-wide human resources service market, and innovate and refine the talent classification and evaluation system. Promote the market-based utilization of independent intellectual property rights, improve the intellectual property incentive mechanisms, and encourage technology development as well as integrated transfer services. Expand and improve the functions of public resource trading platforms, and foster a market for data elements. 28. Accelerate the transformation of **functions. Build a **governance system** with clear responsibilities and administration in accordance with the law. Deepen the reform of streamlining administration and delegating power, combining deregulation with proper oversight, and improving services; establish a system of lists outlining powers and responsibilities under the principle of “one list for the whole province”. Streamline administrative licensing matters, implement the cancellation and delegation of tasks by the State Council, and deepen reforms to the investment approval system. Implement a management system for the list of business licensing matters related to enterprises, strengthen supervision during and after operations, and adopt an inclusive and cautious approach to regulating new industries and business models. Advance the openness of government affairs, deepen the reform of \"one network, one portal, one visit\" for government services, develop an upgraded version of \"WanShiTongBan\", improve the 7×24-hour \"available at any time\" service mechanism, carry out in-depth the \"Four Deliveries and One Service\" special campaign as well as regular activities, promote \"Internet + business environment monitoring\", continuously optimize the business environment featuring the \"four best aspects\", and advance the standardization, regularization, and convenience of government services. Improve the systems for prior assessment and post-evaluation of major policies, open up channels for participation in policy-making, and enhance the scientific, **, and law-based nature of decision-making. Deepen the reform of industry associations, chambers of commerce, and intermediary agencies. VII. Prioritize the development of agriculture and rural areas to create an Anhui model for comprehensive rural revitalization. We will continue to regard resolving the issues related to agriculture, rural areas, and farmers as a top priority, and pursue simultaneous development in industrialization, informatization, urbanization, and agricultural modernization. We will advance the strategy for rural revitalization in a comprehensive manner and implement it on a case-by-case basis. A leadership system and working mechanism whereby officials at all five levels are responsible for driving rural revitalization will be established, with the aim of fostering a new type of relationship between industry and agriculture, as well as between urban and rural areas—one characterized by mutual promotion, complementary development, and shared prosperity—thereby facilitating the transformation of Anhui from a province with a large agricultural sector into a province with a strong agricultural industry. 29. Improve the quality, efficiency, and competitiveness of agriculture. We must firmly shoulder the responsibility for food security and improve the systems for supporting and protecting agriculture. Adhere to the strictest system for the protection of arable land, strictly uphold the red line for arable land, and resolutely curb all forms of illegal occupation of arable land. We will thoroughly implement the strategy of storing grain in land and technology. We will carry out the project to upgrade and improve high-standard farmland under the “Anhui Grain” initiative, enhance the support capacity of agricultural science and technology, promote independent innovation in areas such as biological seed industry, heavy-duty agricultural machinery, smart agriculture, and green inputs. We will also effectively implement the strategy for ensuring the supply of key agricultural products and improve the grain reserve system. Ensure stable production and supply of hogs; establish and improve systems for animal disease prevention and control as well as the prevention and control of crop pests and diseases; and accelerate the development of a modern breeding system. Promote the supply-side structural reform in agriculture, optimize the agricultural production structure, establish a number of national- and provincial-level zones with advantages in characteristic agricultural products, and foster the development of green agricultural production bases. Vigorously develop the deep processing of high-quality agricultural products, further advance the “Five Batches” initiative in the agricultural processing industry, launch plans for the revitalization of rural industries, and cultivate a number of regional public brands, corporate brands, and product brands for agricultural products that are well-known and influential across the country. The goal is to create leading enterprises with output values in the tens of billions, as well as agricultural industrialization clusters with output values in the hundreds of billions. Strengthen the construction of cold-chain logistics and storage facilities for agricultural products at their place of origin. Optimize the layout of agricultural productivity, promote the development of adaptive agriculture in flood storage areas, and establish the northern Anhui region as a major grain depot, the Hefei metropolitan area as a pilot zone for agricultural modernization, areas along the river as models for modern and efficient agriculture, and the mountainous regions of southern Anhui and western Anhui as models for modern specialty agriculture. Strengthen the green orientation, standard guidance, and quality and safety supervision, striving to create a **model area for agricultural modernization. Implement actions to save food. Vigorously develop leisure agriculture and rural e-commerce, promote the integration of the primary, secondary, and tertiary industries in rural areas to strengthen relevant industrial chains, and diversify the economic activities in rural regions. 30. Carry out rural development initiatives. Place rural development in an important position within the drive for socialist modernization, enhance the comprehensive service capabilities of county towns, transform townships into regional centers that serve farmers, and create happy new rural areas in the new era characterized by strong industries, beautiful ecosystems, good social traditions, effective governance, and prosperous livelihoods for the people. Coordinate the planning and development of towns and villages in the county, formulate integrated village plans that combine various planning aspects, and protect traditional villages and their rural landscapes. Increase investment in the construction of infrastructure in rural areas, including water, electricity, roads, gas, communications, radio and television, and logistics. Make coordinated efforts to advance the construction of \"high-quality rural roads,\" accelerate the networking and interconnection of rural roads, implement projects to ensure water supply in rural areas, push forward the development of infrastructure for irrigation in rural fields, improve the quality of rural housing construction, and strengthen the mechanisms for managing and maintaining rural public infrastructure. Implement the Digital Rural Initiative. Increase the supply of public services in rural areas, and promote the allocation of resources such as public education, healthcare, cultural services, social security, and elderly care facilities to rural regions. Tailoring measures to local conditions, efforts are made to deepen and advance the \"three revolutions\" in rural toilet improvement, household waste management, and sewage treatment. The \"three initiatives\" of village cleaning, the resourceful utilization of livestock and poultry manure, and improved village planning and construction continue to be implemented in order to enhance the living environment in rural areas. Characteristic tourist towns and villages are planned and developed as part of an effort to create an upgraded version of beautiful rural areas. Implement a talent development plan for rural revitalization, strengthen farmers’ knowledge and cultural capabilities, and establish incentives for urban talents to move to the countryside. Improve the institutional mechanisms for village Party organizations to lead rural governance, strengthen the construction of rural spiritual civilization, and create civilized villages. 31. Deepen rural reforms. Improve the mechanism for integrated urban-rural development, advance the establishment of pilot zones for such integration, and facilitate equal exchange and two-way flow of factors between urban and rural areas. Link up with the implementation of the policy to extend the contract period for the second round of land leases by another 30 years, and improve the system of separating the three rights related to rural contracted land. Implement a program to foster new types of agricultural business entities, vigorously develop such entities as farmer cooperatives and family farms, improve the agricultural professionalization and socialization service systems, promote various forms of appropriate-scale operations, and achieve an organic connection between small-scale farmers and modern agriculture. Improve the unified urban-rural construction land market, advance in an orderly manner the inclusion of rural collective commercial construction land in this market, and establish a fair and reasonable mechanism for distributing the value-added benefits arising from its use. Deepen the reform of the rural land expropriation system and implement the relevant regulatory provisions for land expropriation for public interests. Gradually increase the proportion of land sale revenues allocated to agriculture and rural areas, and encourage cities and counties to establish rural revitalization investment funds. Advance the pilot reform of the rural homestead system in a prudent manner, and actively explore ways to separate ownership, eligibility rights, and usage rights regarding homesteads. Protect the land contract rights, homestead use rights, and rights to share in collective revenues of farmers who move to cities; encourage voluntary and compensated transfers in accordance with the law; and expand the scope of pilot projects aimed at making use of idle homesteads and vacant houses in rural areas. Improve the policy linking increases and decreases in urban and rural construction land, and promote the renovation and reclamation of idle, abandoned, and underutilized rural construction land. Consolidate the achievements of the reform of the rural collective property rights system; explore ways to endow farmers with shareholding rights to collective assets; further advance the “three transformations” reform in rural areas; and develop a new type of rural collective economy. Improve the rural financial service system, stabilize and expand the coverage of insurance for key cash crops, increase the insurance enrollment rate among small farmers, and gradually raise the proportion of specialty insurance in agricultural insurance. Deepen the advancement of credit village development under the leadership of Party building. 32. Ensure an effective connection between consolidating and expanding the achievements in poverty alleviation and rural revitalization. It was the first to establish institutional mechanisms for preventing poverty recurrence, addressing relative poverty, as well as promoting industrial and employment-based poverty alleviation, thus leading the country in consolidating the achievements made in poverty reduction. Implement the requirements of the “four no-withdrawals” policy, coordinate poverty alleviation measures in a categorized manner, and maintain overall stability in financial investment. Establish support mechanisms for low-income rural populations and underdeveloped areas, improve monitoring and assistance systems to prevent poverty recurrence among households that have just emerged from poverty or are at risk of falling back into poverty, strengthen follow-up support for those relocated as part of poverty-alleviation efforts, enhance the management and oversight of funds and assets used for poverty reduction projects, and continue to promote industrial poverty alleviation through the “four drives and one self-reliance” approach. Improve the rural social security and assistance systems. Actively explore new approaches for pairing economically strong counties with underdeveloped areas in order to achieve mutual complementarity of strengths. For villages that face significant challenges in consolidating the achievements made in poverty alleviation and promoting rural revitalization, assign first secretaries and rural revitalization teams to these areas; meanwhile, maintain and improve mechanisms for involving social forces in providing assistance, and carry out the “Ten Thousand Enterprises Connecting with Ten Thousand Villages” initiative. VIII. Optimize the spatial layout of the national territory and promote coordinated development within the \"one circle and five regions.\" Fully implement major regional strategies, strategies for regional coordinated development, and strategies related to functional zones; improve the mechanisms and systems for coordinated development at the provincial level; carry out strategies for new-type urbanization; and establish a spatial layout and support system for provincial territories that facilitates high-quality development. 33. Establish a new pattern for the development and protection of national territorial space. Formulate and implement three types of territorial spatial plans at the provincial, municipal, county, and township levels, gradually establishing three major spatial patterns: urbanized areas, primary agricultural production areas, and ecological function areas, while optimizing the layout of key infrastructure, key productive assets, and public resources. We will make vigorous efforts to promote the efficient concentration of economy and population in urbanized areas, as well as to protect farmland and ecological spaces. We will work hard to enhance agricultural production capacity in major agricultural regions, and provide strong support for ecological function areas so that they focus their development on protecting the ecological environment and supplying ecological products. We will also support the gradual and orderly migration of populations from such areas, thereby creating a new pattern for the development and protection of national land use characterized by clear functional distinctions, complementary advantages, and high-quality development. 34. Promote coordinated development of various regional areas. Fully implement the action plan for the integrated development of the Hefei urban agglomeration, promote the optimization of industrial development in Hefei along the He-Liu economic corridor as well as the He-Huai, He-Chao, and He-Chu industrial corridors. Establish a one-hour commuting zone, an integrated industrial chain, and a unified service network. Support the coordinated development of the Hefei urban agglomeration with the Nanjing urban agglomeration, its alignment with the Shanghai metropolitan area, and its interaction and complementarity with the Hangzhou and Ningbo urban agglomerations, in order to jointly build a world-class city cluster in the Yangtze River Delta. Deepen the development of the Hefei-Wuhu-Bangbu **Independent Innovation Demonstration Zone, leverage the role of the Yangtze River Delta Innovation Center, promote the development of \"one zone with multiple parks\" in the high-tech zones of these three cities, and lead and support innovation-driven development across the province. We will enhance the development of the Wanjiang Urban Belt as a demonstration area for attracting industrial relocation, build high-quality clusters for emerging industries in both the northern and southern parts of the river, foster a number of world-class advanced manufacturing clusters, and, by drawing on the models of southern Jiangsu and the Hangzhou-Jiaxing-Huzhou region in Zhejiang, turn it into the \"heart\" of the Yangtze River Delta. Vigorously promote the revitalization and development of northern Anhui. Accelerate the construction of the Huaihe River (Anhui) Ecological Economic Belt. Support northern Anhui in implementing major science and technology projects, building major emerging industry bases, and establishing provincial-level zones with advantages in specialty agricultural products. Enhance the overall transportation capacity and water security capabilities, so as to create new drivers for high-quality development. Vigorously promote the revitalization and development of the old revolutionary areas in the Dabie Mountains region of western Anhui, thoroughly implement preferential policies, consolidate the achievements made in the fight against poverty, focus on developing industries suited to local conditions as well as characteristic economic activities, and build this area into an important national base for supplying specialty agricultural products and a destination for tourism and health care. We will deepen the development of the Southern Anhui International Cultural and Tourism Demonstration Zone. We will support the construction of the Hangzhou-Huangshan world-class nature, ecology, culture, and tourism corridor. We will also assist cities such as Huangshan and Chizhou in establishing **all-for-one tourism demonstration zones**, aiming to turn them into pilot areas for building a Beautiful China, world-class tourist destinations, and hubs for the inheritance and innovation of fine traditional Chinese culture. 35. Accelerate the advancement of people-centered new urbanization. Adhere to the principle that people build people’s cities and that people’s cities are for the people; deepen the initiatives of \"four creations and one construction,\" carry out urban renewal efforts, promote projects for urban ecological restoration and functional improvement; determine the scale of cities, population density, and spatial structure in a rational manner; raise the level of modern urban governance; and foster coordinated development among large, medium, small cities as well as towns. Make every effort to build a modern central city, support Hefei’s efforts to become a \"five-high-level areas and one model area\" city, develop Hefei Binhu New Area from a high starting point, and advance toward the development of a central city ； Support Wuhu in building itself into a sub-provincial central city and a modern large city with significant influence in the Yangtze River Delta ； Support the development of Anqing, Fuyang, Bengbu, and Huangshan into modern regional central cities ； Support the development of Ma’anshan, Tongling, Chuzhou, Chizhou, and Xuancheng into modern cities in the Yangtze River Delta core area ； Support Bozhou, Suzhou, and Lu’an in becoming central cities in inter-provincial adjacent regions ； Support Huaibei and Huainan in becoming model cities for green transformation and development. Advance urbanization by using county towns as key hubs, implement programs to develop modern small and medium-sized cities, and support the improvement and expansion of public service facilities in county towns, as well as the enhancement of environmental sanitation facilities and the upgrading of municipal utilities. Counties with favorable conditions should be supported in becoming model counties for new-type urbanization at the ** level or provincial level. Pilot reforms regarding the establishment of streets in larger-population county towns should be carried out in accordance with the law, and distinctive towns and small urban areas should be developed with high quality. Support the development of county-specific industrial clusters (bases). Plan to establish a provincial-level new area. Promote adjustments to administrative divisions in a prudent manner in accordance with the law, encourage cities with the necessary conditions to expand their municipal districts, and advance the transformation of counties into districts or cities in an orderly fashion. Strengthen the protection of historical culture and shape the urban landscape; enhance the renovation of old urban residential areas, slum areas, and community development; carry out projects to improve the city’s flood control systems and address urban waterlogging issues; build sponge cities and resilient cities; and ensure, in an appropriate manner, citizens’ rights to sunlight and other environmental rights. Adhere to the principle that homes are for living in, not for speculation; promote both renting and buying, and adopt measures tailored to different cities, in order to foster the stable and healthy development of the real estate market. Effectively increase the supply of affordable housing and expand the supply of affordable rental housing. Deepen the reform of the household registration system, improve policies that link fiscal transfer payments and the scale of new urban construction land to the urbanization of rural migrants, strengthen the provision of basic public services, and accelerate the urbanization of rural migrants. IX. Solidly advance the integrated development of the Yangtze River Delta and jointly create a dynamic and strong growth pole for the whole country. By relying on Shanghai’s leading role and leveraging the strengths of Jiangsu, Zhejiang, Yangzhou, and Anhui, we will carry out targeted actions to promote integrated development in this region. We aim to establish a new pattern of development in the Yangtze River Delta first, take the lead in innovation in science and technology as well as industry, and further demonstrate Anhui’s commitment and contributions by accelerating the creation of new hubs for reform and opening up. 36. Comprehensively advance coordinated cooperation with Shanghai, Jiangsu, and Zhejiang. Work together to promote high-quality economic development in the Yangtze River Delta, improve the coordination mechanisms for major cooperative initiatives at the provincial level, and jointly strive to make this region a key hub in China’s domestic economic cycle as well as a strategic link between the domestic and international economic cycles. We will work together to advance comprehensive innovation and reform across the Yangtze River Delta region, jointly build a science and technology innovation community in this area, actively participate in the development of demonstration zones for the transfer and application of innovative achievements, and push forward the construction of the G60 Science and Technology Innovation Corridor. We will also establish technology innovation centers in the Yangtze River Delta as well as an industrial innovation belt linking Shanghai and Nanjing. Together with Shanghai, Jiangsu, and Zhejiang, we will explore new national-level frameworks for tackling key core technologies, establish mechanisms for sharing scientific and technological innovation resources and the benefits resulting from such innovations, and build an integrated super-pilot testing center for sensing, storage, and computing in the Yangtze River Delta region. Work together to carry out initiatives aimed at strengthening, consolidating, and expanding the industrial chains in the Yangtze River Delta region, so as to build a modern industrial system that is self-sufficient, secure, and reliable. Collaborate to build green agricultural product production, processing, and supply bases in the Yangtze River Delta, initiate the development of a full industrial chain featuring \"one county, one specialty,\" and establish platforms for connecting production, supply, and demand. Collaborate to build an integrated market for various resources, strongly support eligible financial institutions in establishing branches among each other, enhance integration with the human resources markets in Shanghai, Jiangsu, and Zhejiang, and explore the establishment of a cadre exchange mechanism suited to the integrated development of the Yangtze River Delta. Work together to build a \"Yangtze River Delta on rails,\" and make vigorous efforts to develop the high-speed rail line along the river from Wuhan to Hefei, Nanjing, and Shanghai, as well as intercity railways such as the Hefei-Nanjing-Xinjiang High-Speed Railway, the Nanjing-Xuancheng line, the Chuzhou-Nanjing line, the Nanjing-Ma’anshan line, and the Yangzhou-Ma’anshan line. Additionally, plans should be made to advance the experimental high-speed maglev line on the G60 Science and Innovation Corridor between Hefei and Wuhu. Work together to advance the construction of inter-provincial highways and waterways, and jointly build a world-class port cluster in the Yangtze River Delta. Work together to advance the development of energy emergency supply guarantee bases in the Yangtze River Delta, integrate the coal and power bases in Anhui and Jiangsu, the ultra-high voltage hubs in the Yangtze River Delta, and green energy storage bases, and explore new models for integrated development of energy generation, transmission, consumption, and storage. Work together to advance coordinated prevention and control of air, water, and solid/waste pollution in the Yangtze River Delta, jointly establish an ecological environment monitoring system, and build a green industrial belt along the Hangzhou-Huangshan route. Work together to advance reform and opening up, align efforts with the high-level reform and opening up in Shanghai Pudong, actively support the development of Shanghai as an international financial center, encourage cross-regional cooperation among various financial institutions, promote the establishment of Hefei as an international financial back-office service hub, support technology-driven enterprises in going public on the Science and Technology Innovation Board of the Shanghai Stock Exchange, actively participate in the China International Import Expo, strengthen integration with the infrastructure and functions of the Hongqiao International Open Hub, and advance the integration of customs clearance processes in the Yangtze River Delta region. Work together to advance the implementation of one-stop government services online, explore the creation of a unified list of rights and responsibilities for the Yangtze River Delta region, and consider using social security cards as a platform to develop a single card for providing various services to residents. Work together to advance legislative, enforcement, and judicial cooperation in the Yangtze River Delta region, and jointly build a law-based Yangtze River Delta. Work together to facilitate the shared access to basic public services, promote the collaborative sharing of high-quality education and medical resources, jointly establish **regional medical centers, advance the integration of health insurance systems as well as cooperation in elderly care and childcare services, create a demonstration zone for culture, tourism, leisure, and health care in the Yangtze River Delta, jointly build a regional cooperation demonstration zone for the development of a **social credit system in this area, and strive to create a safe and honest Yangtze River Delta. 37. Vigorously promote the five “blockchain linkages”. We will jointly plan and construct the “One Location, Six Counties” Industrial Cooperation Zone for Eco-friendly and Green Development in the Yangtze River Delta. Its overall purpose is to serve as an extension and expansion of the Demonstration Zone for Integrated Eco-friendly and Green Development in the Yangtze River Delta. A number of projects related to infrastructure, environmental protection, public services, and supporting facilities will be launched first, thereby establishing a spatial layout characterized by “one zone, six cities, and multiple parks”. This zone aims to become a model area for implementing the “Two Mountains” concept, a hub for the concentrated development of emerging industries, a pioneer area for integrating ecological development with urban construction, a pilot zone for integrated cooperation mechanisms, and a base for culture, tourism, leisure, and wellness—all of which will make it a key driving force for high-quality development in the Yangtze River Delta. Jointly promote the development of new functional zones in the \"3+N\" inter-provincial adjacent areas, and create new urban areas that integrate industry and urban development through cross-administrative collaboration. Jointly promote the development of various inter-provincial industrial cooperation parks. Draw on the successful experiences of the China-Singapore Suzhou-Chuzhou High-Tech Industrial Development Zone and the Zhangjiang Xiaoxian High-Tech Park in terms of cooperation. Support the joint establishment of sub-parks within inter-provincial cooperation parks and the development of enclave economies. Jointly promote paired cooperation between the urban areas of various cities and those of relevant cities in Shanghai, Jiangsu, and Zhejiang. Jointly promote cooperation between the prefecture-level cities in our province and the corresponding cities (districts) in Shanghai, Jiangsu, and Zhejiang. Create a new version of the Beautiful Yangtze River (Anhui) Economic Belt, turning Anhui into a strategic hub that prioritizes ecological protection and green development within the Yangtze River Economic Belt, a strategic link that facilitates both domestic and international economic flows, and a key force driving high-quality economic growth. Giving top priority to restoring the ecological environment of the Yangtze River, we will deepen the special action plan focused on \"three key areas and one strength,\" implement the \"1515\" framework for hierarchical management of riverbanks, advance projects to improve the ecological corridors along the Yangtze River as well as the \"4+1\" initiative for addressing environmental pollution. We will also promote coordinated management across the upper, middle, and lower reaches of the river, as well as among rivers, lakes, and reservoirs, on both banks, and in main and tributary streams, so as to restore soon the picturesque scene of clear waters flowing eastward. Strengthen the dual-control system for total energy consumption and energy intensity, formulate and implement an action plan for reaching carbon emission peaks by 2030 in our province, advance coal reduction in key sectors, increase the share of non-fossil energy sources, and prevent strong impulses to develop high-energy-consuming industries. 44. Continuously improve environmental quality. Implement an upgraded version of prevention and control measures for air, water, and soil pollution, and strengthen the coordinated control of multiple pollutants as well as regional collaborative governance. Strengthen measures to control coal use, emissions of gases, vehicle traffic, dust, and burning; establish and implement a series of local emission standards; enhance the coordinated control of fine particulate matter and ozone; and basically eliminate conditions of severe air pollution. Fully advance the development of a healthy Anhui. Giving top priority to safeguarding people’s health, we will thoroughly implement the Healthy Anhui Initiative, comprehensively advance the development of the public health system, integrate health considerations into all policies, and take comprehensive actions to address factors that affect health. Reform the disease prevention and control system, coordinate efforts in the prevention and control of infectious diseases, major diseases, and occupational hazards, and promote innovative collaboration between medical care and prevention. Accelerate the expansion of high-quality medical resources and their balanced distribution across different regions; establish clinical research hospitals affiliated with the Chinese Academy of Sciences (such as the Anhui Clinical Research Hospital); promote pilot projects for the development of regional medical centers, build provincial-level regional medical centers; develop closely integrated county-level medical communities and urban medical networks; strengthen the construction of standardized village health clinics and urban community health facilities; and create a number of healthy cities and towns. Implement the “Hundred-Thousand-Ten Thousand” project to enhance the capacity of rural medical and health services, and strengthen the development of the rural healthcare workforce. Improve the public health emergency management system, refine the early warning mechanisms for diseases of unknown cause and abnormal health events, establish a \"1+5+N\" medical treatment framework for major epidemics that allows for differentiated handling based on severity and location. Accelerate the development of public health clinical centers and regional infectious disease treatment centers in Anhui Province, boost research efforts in pharmaceuticals and vaccines, enhance the capabilities for testing and inspection of medical devices and drugs, strengthen strategic stockpiling of emergency supplies, and improve the ability to respond to localized outbreaks. Deepen the reform of the centralized bulk procurement system for drugs and medical supplies, and improve systems such as hierarchical diagnosis and treatment and modern hospital management. Advance the establishment of smart hospitals, and build a health and medical big data (Central China) center as well as a unified remote medical service platform across the province. Special actions will be carried out to promote the inheritance, innovation, and development of traditional Chinese medicine; efforts will be made to train professionals in this field. Creative transformation and innovative development of traditional Chinese medicine practices in the regions of \"North Hua Tuo\" and \"South Xin An\" will be fostered, and the \"Top 10 Anhui Medicinal Herbs\" brand will be developed. Support will also be provided to Bozhou to help it become the \"World Capital of Traditional Chinese Medicine\". Improve the quality of health education, chronic disease management, and disability rehabilitation services, while paying attention to mental health. Carry out the patriotic health campaign in depth, accelerate the development of the health industry, and encourage people across the province to adopt a civilized and healthy lifestyle. 56. Implement a proactive strategy to address population aging. Optimize fertility policies, enhance their inclusivity, develop a comprehensive childcare service system, reduce the costs associated with childbirth, child-rearing, and education, promote long-term balanced population growth, and improve the quality of the population. Actively develop elderly human resources and foster the silver economy. Promote the coordinated development of elderly care services and the related industry; implement a system for listing basic public elderly care services; develop inclusive and mutual-aid-based elderly care services; advance the reform of public elderly care institutions; increase the proportion of elderly care facilities in newly developed urban areas and residential complexes; address the difficulties faced by the elderly in using smart technologies; foster enterprises and social organizations that provide home-based elderly care services; carry out demonstration projects for smart elderly care; create a number of models for healthy elderly care; and establish an elderly care service system that integrates home, community, and institutional care, as well as medical and health services. Improve the comprehensive supervision system for elderly care services. 57. Strengthen and innovate social governance. Improve the social governance system, strengthen and innovate grassroots social governance, develop a grassroots governance framework in urban and rural areas that combines autonomy, the rule of law, and moral governance under the leadership of party organizations, improve the grassroots consultation system, enhance the legal awareness of all citizens, and build a social governance community where everyone has responsibilities, fulfills those responsibilities, and enjoys the benefits. Leverage the role of mass organizations and social organizations in social governance, and streamline and standardize the channels through which market entities, new social strata, social workers, and volunteers can participate in social governance. It is necessary to shift the focus of social governance to the grassroots level, delegate power and provide more resources to these levels, deepen innovation in street-level service management, reduce the burden on grassroots organizations, especially those at the village level, strengthen the development of grassroots social governance teams, and establish a grassroots management and service platform characterized by grid-based management, refined services, informational support, and open sharing. Strengthen the intelligent development in the fields of politics and law, deepen the pilot projects for modernizing social governance at the municipal level, carry out projects to modernize community governance, and build \"smart communities\". 14. Coordinate development and security to build a safer Anhui. Adhere to the overall concept of security, implement the security strategy, safeguard security, integrate traditional and non-traditional security concerns, and ensure that secure development is embedded in all areas and throughout the entire process of economic and social development. 58. Strengthen **security systems and capacity building. Fully implement the Provincial Party Committee’s framework of plans for preventing and defusing major risks; refine risk monitoring and early-warning indicators by sector; and take comprehensive measures to prevent and control major risks in all areas. Improve the **security leadership system and working mechanisms, refine the **security legal and regulatory system, perfect the **security review system, and strengthen **security law enforcement. Take strict precautions and crack down severely on the infiltration, sabotage, subversion, and separatist activities of hostile forces. 59. Ensure economic security. Strengthen early warning systems, prevention and control mechanisms, and capacity building for economic security risks, to ensure the safety and controllability of key areas such as vital industries, infrastructure, strategic resources, and major scientific and technological initiatives. Implement industrial competitiveness surveys and evaluation projects to enhance the resilience of the industrial system. Ensure food security, safeguard the safety of key infrastructure such as water management, electricity, water supply, oil and gas, transportation, communications, networks, and finance, and guarantee energy security as well as the security of strategic mineral resources. Improve the level of intensive and safe utilization of water resources. It is necessary to safeguard financial security, improve local financial regulatory rules and mechanisms, establish a market-based and law-based framework for dealing with financial risks, adopt a zero-tolerance policy toward illegal and irregular activities, and ensure that systemic risks do not occur. Ensure ecological security and safeguard the security of new fields. 60. Ensure the safety of people's lives. Adhere to the principle that the people and life come first, give top priority to protecting people’s lives, and comprehensively enhance the capacity for public safety protection. Improve and implement the work safety responsibility system, continue to carry out the “Safety Building” campaign, and effectively curb major and severe safety accidents in areas such as hazardous chemicals, coal mines and non-coal mines, construction, and transportation. Strengthen biosecurity measures, launch targeted initiatives to ensure food safety, and improve the traceability system for the quality of food and drugs. Strengthening the safety of rivers and lakes, the ecological environment, and urban flood control, and taking \"four initiations and one construction\" as well as the new round of \"one plan and four supplements\" as driving forces, efforts are being made to advance major projects such as improving the flood control capacity of the embankments along the main course of the Yangtze River, comprehensive management of the middle reaches of the Huai River, comprehensive management of the Xin’anjiang River basin, relocation of residents living in key floodplains and dykes along the Yangtze River, flood control measures for the Jiangxiang irrigation area and key lakes along the Yangtze River, and the improvement of the safety of flood storage areas such as the Huayang River. Give full play to the Party’s role as the leadership core that oversees the overall situation and coordinates all parties. We must implement the general requirements for Party building in the new era, strengthen our ability and determination to set directions, plan for the overall situation, formulate policies, and promote reform.
