“The 14th Five-Year Plan period is the first five-year phase following the completion of building a moderately prosperous society in all respects and the achievement of the first centenary goal; it is a time to build on that success and embark on a new journey toward fully building a modern socialist society, with the aim of achieving the second centenary goal. The 12th plenary session of the 11th Committee of Hunan Province, China, carefully studied and implemented the spirit of the Fifth Plenary Session of the 19th Central Committee of the Party as well as the important speech delivered by **** during his inspection of Hunan. It conducted an in-depth analysis of the economic and social development situation and tasks in our province, and put forward the following recommendations regarding the formulation of the 14th Five-Year Plan and the long-term goals for 2035. Decisive achievements have been made in completing the building of a moderately prosperous society in all respects. “The 13th Five-Year Plan period was an exceptionally remarkable and crucial five years for the development of our province. Faced with the complex international situation and the arduous tasks of reform, development, and stability, especially the severe impact of the COVID-19 pandemic, under the strong leadership of Comrade ** at its core, the Provincial Party Committee has united and led the people of the entire province to stay true to their original aspirations and missions. By thoroughly implementing a strategy of innovation-driven open development, they have overcome difficulties and made persistent efforts, achieving remarkable results in the province’s economic and social development. The goals set out in the 13th Five-Year Plan are on the verge of being fulfilled, and the goal of building a moderately prosperous society in all respects is within reach. The economic strength has reached a new level; the regional GDP of the entire province will exceed 4 trillion yuan. The economic structure has become more optimized, and solid progress has been made toward high-quality development. The industrial sector has achieved new breakthroughs; agricultural industries with competitive advantages have seen accelerated development, the leading role of industry has become more prominent, and emerging industrial chains with competitive advantages have grown stronger. The tertiary sector has become an important driving force for economic development. Innovation and openness have created a new landscape, giving rise to a number of world-leading innovative achievements. The Chang-Zhu-Tan **Independent Innovation Demonstration Zone**, the Yuelu Mountain **University Science and Technology City**, and the Malanshan Video Cultural and Creative Industry Park play a significant leading role, accelerating the development of the province as an innovation hub. The \"Five Openness Initiatives\" have been vigorously implemented; the China (Hunan) Free Trade Pilot Zone was successfully established, and the China-Africa Economic and Trade Fair has been held in Hunan on a regular basis, thereby enhancing the province’s external image and influence. Significant progress has been made in the battle against pollution, leading to a noticeable improvement in the ecological environment. Risk prevention and control have also been effective. New support has been established for infrastructure development: the backbone of the transportation network has taken shape, with a network of micro-circulation systems in place; the energy supply network ensures stable supply; the water management network continues to be improved; the information network is being expanded and upgraded; the logistics network is constantly optimized; and new infrastructure projects are advancing effectively. Deeper reforms have injected new vitality; significant progress has been made in supply-side structural reforms, the basic institutional frameworks in key areas have been largely established, and the modernization level of governance systems and capabilities has improved markedly. People's livelihoods have seen further improvements, residents' incomes have grown rapidly, the social security system has become more robust, and the sectors of education, health, and sports have developed steadily. Significant strategic achievements have been made in the prevention and control of the COVID-19 pandemic. Significant progress has been made in the comprehensive and strict governance of the Party; **the development of the rule of law has been promoted effectively, work in the fields of publicity, ideology, and culture has been strengthened, and society remains harmonious and stable. After five years of effort, the province’s economic and social development has achieved comprehensive and historic accomplishments, along with profound structural changes, laying a solid foundation for embarking on a new journey toward building a modern socialist society in all respects. At this crucial moment when the two centenary goals intersect, **** visited Hunan in person, acknowledging the achievements made in various fields there. He assigned new missions and tasks to Hunan for the new era, inspiring the people of the entire province to move forward toward socialist modernization with even greater enthusiasm. 2. Development environment during the 14th Five-Year Plan period. Globally, the world is undergoing profound changes on a scale not seen in a century. A new round of scientific and technological revolution and industrial transformation is advancing rapidly, and the balance of international power is shifting significantly. Peace and development remain the themes of our time, and the concept of a community with a shared future for mankind has taken root in people’s hearts. At the same time, the COVID-19 pandemic has accelerated these changes, making the international environment increasingly complex and increasing instability and uncertainty. Economic globalization is facing headwinds, and the world has entered a period of turmoil and change. Unilateralism, protectionism, and hegemonism pose threats to world peace and development. Domestically, China has entered a phase of high-quality development. It possesses the most complete and largest industrial system in the world, strong production capabilities and well-developed supporting infrastructure. It has a huge domestic market, significant institutional advantages, and improved governance efficiency. The economy is showing stable and positive trends on a long-term basis, with great potential, resilience, vitality, and room for maneuver. Social stability prevails, providing various advantages and conditions for continued development. From the perspective of Hunan, our province boasts significant geographical advantages, abundant scientific and educational resources, a solid industrial foundation, and a rich pool of human talent. Strategies such as the development of the Yangtze River Economic Belt and the rise of the central region create new opportunities for regional development; the new technological revolution provides impetus for industrial upgrading. Initiatives like the Belt and Road Initiative and the establishment of free trade zones pave the way for a new pattern of openness. The simultaneous advancement of industrialization, informatization, urbanization, and agricultural modernization opens up new avenues for economic growth. A strong domestic market serves as a backbone for high-quality development. Our province is faced with tremendous opportunities and holds great potential for growth. At the same time, the problems of unbalanced and inadequate development in our province remain prominent. The quality of the economic structure is suboptimal; agricultural and rural development lags behind; the impetus of technological innovation to drive high-quality development remains weak. There is still considerable pressure in areas such as ecological and environmental protection, fiscal balance, livelihood security, and risk prevention and control. Thus, our capacity for high-quality development needs to be further enhanced. Based on a comprehensive assessment, during the 14th Five-Year Plan period, the development of our province will still be in an important strategic opportunity period, with both opportunities and challenges undergoing new developments and changes. We must understand and grasp the general trends of development in a dialectical manner, enhance our awareness of opportunities as well as risks, accurately identify changes, respond to them scientifically, and take proactive steps to bring about change. We should be adept at turning crises into opportunities and forging new paths amid changing circumstances, so as to lay a solid foundation and make good starts for the comprehensive construction of a modern socialist society. 3. Vision goals for 2035. By 2035, Hunan will have been largely transformed into a province with a strong economy, advanced science and education, a rich cultural heritage, a healthy ecosystem, an open economy, and a high standard of living; the vision of a prosperous, beautiful, and happy new Hunan will have been largely realized, and socialist modernization will have been largely achieved. There will be a significant leap in economic and technological capabilities. The total economic output and the per capita income of urban and rural residents will reach new heights. The per capita regional GDP will attain the level of moderately developed **countries. The “three highlands” will be basically established; new-type industrialization, informatization, urbanization, and agricultural modernization will be largely achieved. A modern economic system will be put in place, a new pattern of opening up to the outside world will take shape, and the province will rank among the forefront of innovative provinces. The people’s rights to equal participation and equal development are fully guaranteed; a law-based Hunan, a law-based **, and a law-based society have been essentially established, and modernization of the governance system and governance capabilities has been largely achieved. The quality of the population and the level of social civilization have reached new heights, with cultural soft power and influence having increased significantly. The ecological environment has improved significantly, green production and lifestyle patterns have become widespread, and harmony between humans and nature has been achieved. The middle-income group has expanded significantly, basic public services have been made equalized, the gaps in development between urban and rural areas as well as among different regions and in the standard of living of residents have narrowed markedly, the construction of a safe Hunan has reached a higher level, people’s lives have improved, and more substantial progress has been made in the all-round development of individuals and the common prosperity of all people. II. Guiding Principles and Main Objectives for Development during the 14th Five-Year Plan Period 4. Guiding Principles. Holding high the great banner of socialism with Chinese characteristics, we will thoroughly implement the spirit of the Party’s * and the second, third, fourth, and fifth plenary sessions of the 19th Central Committee. Guided by Marxism-Leninism, * Thought, Deng Xiaoping Theory, the important thought of “Three Represents,” the Scientific Outlook on Development, and ** Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully apply the Party’s basic theories, lines, and strategies. We will earnestly implement the spirit of ** Xi Jinping’s series of important speeches and instructions regarding work in Hunan, and coordinate the advancement of economic development, political development, cultural development, social development, and ecological civilization construction. We will also promote the strategic initiatives of building a modern socialist ** in all respects, deepening reforms, governing the country according to law, and exercising strict party discipline. Unswervingly adhering to the new development philosophy and maintaining a steady pace of progress, we will focus on high-quality development, take deepening supply-side structural reforms as the main approach, rely on innovation and reform as the driving force, and aim to meet the people’s growing needs for a better life. We will balance development and security, advance the modernization of the governance system and governance capabilities, implement the “Three Highs and Four Newes” strategy, prioritize innovation to drive open development, and strive to build Hunan into a major hub for advanced manufacturing, a leader in scientific and technological innovation, and a pioneer in reform and opening up in inland areas. We will explore new paths for high-quality development, make new contributions to shaping a new development pattern, take on new responsibilities in promoting the rise of the central region and the development of the Yangtze River Economic Belt, and work hard to write a new chapter in Hunan’s pursuit of and development of socialism with Chinese characteristics in the new era. 5. Basic principles. ——Adhere to the Party’s overall leadership. We must strengthen forward-looking thinking, comprehensive planning, strategic deployment, and overall advancement, handle well the two critical aspects of development and security, give better play to the enthusiasm of all parties, focus on strengthening foundations, leveraging advantages, addressing weaknesses, and improving shortcomings, pay attention to preventing and defusing major risks and challenges, and achieve unity among development quality, structure, scale, speed, efficiency, and security. ——Adhere to goal guidance. Keeping in mind ****’s instructions, focusing on the goals of becoming a \"three-high\" region and fulfilling the mission of achieving \"four innovations,\" we will vigorously implement the \"three-high, four-innovation\" strategy. By designing plans systematically, advancing efforts in an integrated manner, taking precise actions, and striving for tangible results, we will promote high-quality development alongside a high-standard quality of life, and work hard to build a new socialist modern Hunan. 6. Main objectives. In line with the requirements set by the central government and taking into account the actual development situation of the entire province, the economic and social development over the next five years should strive to achieve the following key objectives. ——The economic results are better. Sustainable and healthy economic development is achieved on the basis of a significant improvement in quality and efficiency; growth potential is fully utilized, with the economic growth rate exceeding the national average. The economic structure becomes more optimized, industries advance to mid-to-high-end levels, the agricultural foundation becomes stronger, and coordination in urban, rural, and regional development improves markedly. **Significant progress has been made in establishing key hubs for advanced manufacturing. ——Greater innovation capability. The socialist market economy system has been further improved; a high-standard market system has been basically established; market entities have become more dynamic; significant progress has been made in reforming property rights systems and in the market-based allocation of factors; a new type of open economy at a higher level has taken shape; and substantial progress has been made in developing areas in inland regions as hubs for reform and opening up. ——A higher level of civilization. The core socialist values have taken root in people’s hearts, leading to a significant improvement in their ideological and moral standards, as well as their scientific, cultural knowledge and physical and mental health. The public cultural service system and the cultural industry have become more robust, enriching people’s spiritual and cultural life. The excellent traditions of Huxiang culture are being passed on and promoted, resulting in a marked increase in cultural soft power and influence. ——The ecological environment is more beautiful. The pattern of land and spatial development and protection has been optimized; significant progress has been made in the green transformation of production and living patterns; the efficiency of energy and resource utilization has increased substantially; the total emissions of major pollutants have continued to decline; key environmental problems have been effectively addressed; the ecological environment has continued to improve; the ecological security barrier has become stronger; and the living conditions in both urban and rural areas have seen notable improvements. ——The quality of life is better. Greater and higher-quality employment will be achieved, with residents’ income growing in line with economic growth; the distribution structure will improve significantly, the level of equal access to basic public services will rise markedly, the educational attainment of the entire population will continue to increase, a multi-level social security system will become more robust, the health system will be further improved, the achievements made in poverty alleviation will be consolidated and expanded, and the strategy for rural revitalization will be advanced comprehensively. ——Better governance efficiency. Under socialism, the rule of law is further strengthened, social fairness and justice are more prominently emphasized, its role is better fulfilled, administrative efficiency and credibility are significantly improved, the level of social governance, especially at the grassroots level, has markedly increased, the systems for preventing and addressing major risks continue to be refined, the capacity to respond to emergency public incidents has greatly improved, the ability to defend against natural disasters has been enhanced, and the safeguards for development have become more robust. III. Accelerate the development of a modern industrial system and build a **major hub for advanced manufacturing. Implement a project to double the scale of the advanced equipment manufacturing industry, focusing on the development of industries such as construction machinery, rail transit, and aeronautical propulsion, in order to build a globally influential base for equipment manufacturing. Implement a program for fostering strategic emerging industries, focusing on the development of industries such as next-generation information technology, new materials, new energy, energy conservation and environmental protection, and biology, in order to build new drivers of growth and create new competitive advantages. Improve the modernization level of industrial and supply chains. Persistently strengthen our strengths and address our weaknesses, striving to build an independent, controllable, safe, and efficient industrial and supply chain. Implement projects to enhance industrial and supply chains, focusing on advanced manufacturing. By targeting emerging industrial sectors with competitive advantages, strategic planning and targeted measures for industrial and supply chains should be developed. Efforts should be made to build, strengthen, and expand these chains, promoting their deep integration with innovation chains, capital chains, and policy frameworks. The layout of regional industrial chains should be optimized, the proportion of local components used in key industries increased, and the capacity for collaborative sharing within supply chains enhanced, thereby improving the stability and competitiveness of industrial and supply chains. Implement a project to rebuild the industrial foundation, continuously improving the supply capacity of core basic components and parts, key basic materials, advanced basic processes, industrial technology foundations, and basic industrial software. 9. Accelerate the development of modern service industries. Build a new system for modern service industries and promote the deep integration of advanced manufacturing and modern services. Accelerate the development and growth of new economic models such as the creative economy, platform economy, and sharing economy. Accelerate the development of service industries such as research and development design, basic testing, modern logistics, modern finance, legal services, and exhibition services, and promote the advancement of productive service industries toward specialization and higher positions in the value chain. Vigorously promote the industrialization of digital technologies, develop and strengthen the electronics and information manufacturing sector, accelerate the growth of industries such as the Internet, big data, cloud computing, and artificial intelligence, enhance the quality of software services, and expand the application scenarios for next-generation information technologies. Vigorously promote the digital transformation of industries, expand integrated and innovative applications of the industrial Internet, encourage enterprises to “move to the cloud, utilize data, and enhance intelligence”, and advance the digital transformation of the service sector. Focusing on the global frontiers of science and technology, the main areas of economic activity, major strategic needs, and the health and well-being of the people, plans should be formulated to create a scientific and technological innovation hub with core competitiveness. Efforts should be made to advance seven key initiatives: breakthroughs in critical core technologies, development of basic research, improvement of the quality of innovation entities, the Hibiscus Talent Initiative, construction of innovation platforms, optimization of the innovation ecosystem, and the transformation of scientific and technological achievements. In this way, the scientific and technological innovation system can be strengthened, thereby fostering new advantages for development. 11. Make persistent efforts to overcome challenges in key core technologies. Implement plans to tackle key core technologies, adhering to a demand- and problem-oriented approach. Focusing on the high-quality development of the manufacturing sector, attention is given to competitive industries, emerging industries, and future-oriented industries. Lists of key core technologies to be developed and those for import substitution are compiled on an ongoing basis, and a number of major scientific and technological projects are launched to overcome various critical technical barriers. Implement basic research development programs to enhance the capacity for original innovation and foster breakthrough technological innovations. 12. Improve the innovation capacity of enterprises. Strengthen the role of enterprises as the main drivers of innovation, leverage the important role of entrepreneurs in technological innovation, encourage enterprises to increase investment in research and development, provide tax incentives for such investments in basic research, ensure that research and development institutions and scientific activities are present in all industrial enterprises above a certain size, and promote close integration among industry, academia, and research institutions. Implement the **Knowledge Update Project and Skill Improvement Initiative** to build a stronger pool of high-level engineers and highly skilled professionals. Improve the management, support, and incentive systems for high-level talents, and explore the establishment of an annual salary system as well as a competitive mechanism for employing such talents. Promote flexible models for attracting and utilizing talent. Fully leverage the role of academicians. Deepen reforms regarding the rights to use, dispose of, and benefit from scientific and technological achievements, and improve mechanisms for incentivizing and supporting innovation. Advance the reform of classified talent evaluation and improve the evaluation system for scientific and technological talents that is oriented toward innovation capacity, quality, practical results, and contributions. Optimize the environment for talent development. We should vigorously promote the spirit of scientists, the spirit of craftsmanship, and the spirit of model workers, strengthen the construction of academic integrity, carry out effective science popularization efforts, and enhance citizens’ scientific literacy and innovation awareness. 14. Accelerate the development of innovation platforms. Implement the innovation platform development plan to enhance innovation service capabilities. Improve the innovation system and mechanisms. Implement an innovation ecosystem optimization plan to improve the mechanisms for science and technology planning and implementation, promote the integrated allocation of resources such as projects, bases, talent, and funding in key areas, facilitate the sharing of research resources among scientific research institutions, universities, enterprises, and new types of R&D organizations, and create a first-class innovation environment. Implement actions to deepen the reform of state-owned assets and enterprises, advance the optimization of the layout and structural adjustment of the state-owned economy, accelerate the strategic restructuring and professional integration of state-owned enterprises, promote the reform of mixed-ownership structures in these enterprises in a proactive and cautious manner, speed up the development of a modern enterprise system with Chinese characteristics, support state-owned enterprises in becoming stronger, more efficient, and larger in scale, and improve the supervision system for state-owned assets that focuses on capital management. Improve the regular coordination and communication mechanism with central state-owned enterprises. Optimize the development environment for private enterprises, establish a positive and transparent relationship between the government and business communities, improve the mechanism for leaders to take responsibility for specific enterprises as well as the platforms for communication between the government and businesses, promote the healthy development of the private economy and the sound growth of private enterprise owners, and ensure equal protection under the law of the property rights of private enterprises and the rights and interests of their entrepreneurs. Establish a sound long-term mechanism to support the development of small, medium, and micro enterprises as well as individual business owners. Improve the mechanisms for financial transfer payments to promote a basic balance in financial resources among regions. Promote the standardization of fiscal expenditures and strengthen budgetary constraints and performance management. Clarify the powers and expenditure responsibilities of provinces and cities/counties to enhance the capacity for providing public services at the grassroots level. Optimize the structure of fiscal revenue and improve its quality. Implement **full-life-cycle management of debt performance** to prudently prevent and resolve debt risks. We will enhance financial inclusion, increase the proportion of direct financing through multiple channels, support local corporate financial institutions in becoming stronger and better, innovate mechanisms for cooperation among governments, banks, and insurance companies, strengthen the ability of the financial sector to serve the real economy, improve financial regulation, and resolutely prevent and control financial risks. 18. Build a high-standard market system. Implement actions to build a **high-standard market system**. Accelerate the reform of the property rights system and improve the systems for law enforcement and judicial protection of property rights. Implement actions to deepen reforms in the market-based allocation of factors, promote the orderly and autonomous flow of factors such as land, labor, capital, technology, and data, and accelerate the establishment of a market-based mechanism for determining factor prices. Improve the system of national treatment before market access and a negative list for foreign investment, adopting a management approach that emphasizes registration over approval. Promote the innovative development of trade, vigorously develop new forms of trade, improve mechanisms to foster service trade, coordinate the balanced development of goods trade and service trade, establish a public service system for foreign trade, diversify foreign trade, and enhance the overall competitiveness in foreign trade. Fully advance the development of single-window systems to improve the level of facilitation for cross-border trade at ports. Improve the overseas risk assessment and early warning systems, and strengthen mechanisms for dealing with trade frictions. 21. Strengthen the support system for opening up to the outside world. Adhering to institutional innovation as the core and aligning with international advanced rules, we will promote institutional openness in areas such as regulations, standards, and management, and build the China (Hunan) Free Trade Pilot Zone to high standards and of high quality, while exploring the creation of innovation zones linked to free trade zones. Strengthen deep cooperation with East Asia and ASEAN. Establish and improve a system to promote economic and trade cooperation with Africa, organize the China-Africa Economic and Trade Fair successfully, and create a **core platform for economic and trade exchanges with Africa. Promote the coordinated development of comprehensive protection zones, cross-border e-commerce pilot zones, bonded logistics centers, etc., and strengthen various platforms for international economic and trade cooperation and exchanges. Accelerate the development of major international logistics corridors focusing on freight shipping routes, China-Europe freight trains, river-sea routes, and rail-sea intermodal transport. 22. Expand investment in areas related to people’s well-being, and implement a series of social welfare projects in the fields of education, healthcare, elderly care, childcare, and ecological protection. Increase investment in industry, promote the renewal of enterprise equipment and technological upgrades, and expand investment in strategic emerging industries. Increase investment in areas such as public safety and disaster prevention and mitigation, where there are shortcomings. Improve and implement policy measures to encourage private investment, effectively expand such investment, and establish a market-driven mechanism for endogenous investment growth. Strengthen the water security network by focusing on the construction of dike projects along Dongting Lake and its tributaries, as well as key flood control facilities; improve urban flood control and drainage systems; enhance the capacity to defend against floods and droughts; optimize the allocation of water resources; promote integrated water supply services in urban and rural areas; and establish a comprehensive framework for flood control, drinking water supply, water usage, and ecological protection of rivers and lakes. Optimize the logistics distribution network by focusing on improving logistics routes, hubs, nodes, and the overall network; strengthen the construction of infrastructure related to cold chains and delivery services; improve the infrastructure for universal postal services; and establish **modern regional logistics centers. Accelerate the development of new infrastructure. Advance the construction of next-generation information infrastructure, expand 5G coverage across the province, accelerate the large-scale deployment of the next-generation Internet, and build first-class artificial intelligence computing facilities nationwide. Advance the construction of integrated infrastructure, promote the intelligent application in various scenarios, and improve energy storage facilities, charging stations for new energy vehicles, battery swap stations, as well as infrastructure for vehicle-road coordination. Advance the construction of infrastructure for cluster-based innovation, accelerate the development of a technological innovation system based on blockchain, and establish a cluster of scientific infrastructure supported by major facilities such as Tianhe supercomputers, quantum computing systems, synchrotron radiation sources, and P3 laboratories, as well as facilities for video content creation and innovation in emerging industries. VII. Adhere to giving priority to the development of agriculture and rural areas, and comprehensively promote rural revitalization. We will continue to regard resolving the issues related to agriculture, rural areas, and farmers as the top priority in the province’s work. By fully implementing the strategy for rural revitalization as a guiding principle and by deepening structural reforms on the agricultural supply side, we will strengthen the support provided by industry to agriculture and by cities to rural areas. This will help to establish a new type of relationship between industry and agriculture, as well as between cities and rural areas, one characterized by mutual promotion, complementary development, and shared prosperity, thereby advancing the modernization of agriculture and rural areas. 27. Develop precision agriculture. Develop upgraded versions of the “Hundred-Thousand-Thousand” project for agriculture and rural areas, as well as the “Six Key Initiatives to Strengthen Agriculture,” in order to improve the quality, efficiency, and competitiveness of agriculture. Carry out actions to save food. Improve the systems for animal disease prevention and control as well as the prevention and control of plant pests and diseases. Promote the development of ecological livestock and poultry farming, advance the transformation and upgrading of the livestock industry, and develop forestry-based industries in a manner suited to local conditions. Improve the level of deep processing of agricultural products, promote the integrated development of the primary, secondary, and tertiary industries in rural areas, and establish a rural industrial system. Deepen the reform of the rural collective property rights system, develop new types of rural collective economies, and strengthen the management of rural collective assets. In line with the integration of the Yangtze River Delta and the Chengdu-Chongqing Twin Cities Economic Circle, an efficient economic belt featuring close cooperation among upstream, midstream, and downstream sectors will be established. Using the Xiangnan-Xiangxi Industrial Transfer Demonstration Zone as a platform, it makes great efforts to attract industrial transfers from the Guangdong-Hong Kong-Macao Greater Bay Area, and actively connects with the Guangzhou-Shenzhen-Hong Kong-Macao innovation corridor. Strengthen economic links by land and sea with the western regions, enhance connectivity of key transportation routes, expand cooperation among Hunan, Guangxi, and Hainan, and integrate with the Beibu Gulf Economic Zone and Hainan Free Trade Port. Strengthen cooperative development with neighboring provinces and municipalities, and vigorously promote the construction of the Demonstration Zone for Regional Cooperation in the Hunan-Jiangxi border area. 33. Establish a new pattern for the development and protection of national territorial space. Establish a national spatial planning system, scientifically define spatial control boundaries such as ecological protection zones, permanent basic farmland areas, and urban development limits, and gradually form three types of spatial areas: urbanized regions, major agricultural production areas, and ecological function areas. Improve the housing market system and housing security system, and establish a long-term mechanism for the stable and healthy development of the real estate market. Accelerate the development of a number of cultural industry parks and bases to create competitive clusters in the cultural industry. Deepen the reform of the cultural management system and the production and operation systems, boost the vitality of cultural development, and strengthen, improve, and expand provincial state-owned cultural enterprises. Enhance international communication capabilities and promote the dissemination of Hunan’s outstanding culture overseas. X. Adhere to green development and build a beautiful Hunan. Firmly uphold the concept that lucid waters and lush mountains are invaluable assets, implement the sustainable development strategy, promote a comprehensive green transformation of economic and social development, and continuously meet the people’s growing needs for a pleasant ecological environment. 39. Comprehensively promote green and low-carbon development. Promote the adoption of green development models, actively foster the growth of modern industries that feature low input, low consumption, low emissions, and high efficiency, focus on phasing out outdated production capacities, fully implement clean production and greening reforms in key industries and sectors, and develop green buildings. Advocate a simple, moderate, green, and low-carbon lifestyle. Reduce carbon emission intensity and implement the **Carbon Emission Peaking Action Plan**. Develop green finance, advance green technology innovation, and foster the growth of the environmental protection industry. A system for the efficient use of resources shall be fully established, the property rights system for natural resource assets shall be improved, dual controls over energy and water consumption as well as the total amount and intensity of land used for construction shall be implemented, a policy framework for resource conservation, intensive use, and circular utilization shall be developed, and the mechanism for determining resource prices shall be refined. Promote waste sorting, reduction, and resource utilization. Advance the energy revolution and build a clean, low-carbon, safe, and efficient energy system. 40. Accelerate the development of sports and related industries, strengthen the construction of facilities for public fitness, and improve the public service system for fitness. 48. Proactively address population aging. Implement a **long-term population development strategy, optimize fertility policies, enhance their inclusivity, improve the quality of services related to healthy childbearing and upbringing, develop an inclusive childcare system, reduce the costs associated with childbirth, parenting, and education, and raise the quality of the population. Actively develop elderly human resources and foster the silver economy. Strengthen food and drug supervision to ensure their safety. Strictly implement the work safety responsibility system, strengthen the construction of an inherently safe enterprise framework, enhance work safety supervision and law enforcement, improve the comprehensive management mechanism for road traffic safety, and effectively prevent all types of serious and major safety accidents. Advance the implementation of the “Nine Major Projects” for natural disaster prevention and control, improve the emergency management system, strengthen the supply of emergency supplies, develop catastrophe insurance, and enhance the capabilities for disaster prevention, mitigation, response, and relief. 13. People of all ethnic groups across the province should unite to strive toward achieving the goals set out in the 14th Five-Year Plan and the long-term objectives for 2035.
