In energy isolation, can a pneumatic shut-off valve be used as a method for energy isolation?

The design for capability isolation relies on single-valve isolation: only the pneumatic shut-off valve is closed and locked in place. Could secondary valves be used as a means of isolation? Please let me know.
No, in case of internal leakage, a blind plate or blind flange must be installed.
According to clause 5.2(d) of GB30871-2022, any hot work carried out on equipment, pipelines, and other production or storage facilities that contain or have contained flammable and explosive hazardous chemicals, as well as on production equipment located in Class A or Class B areas as specified in GB 50016, GB 50160, and GB 50074, requires that such equipment and facilities be completely isolated from the production system. They must also be cleaned and purged, and work may only proceed after tests confirm that they are suitable for use. It is strictly prohibited to use water seals or closed valves as a substitute for blind plates as isolation measures.
