The Ministry of Emergency Management has launched a ministerial-level supervision and inspection of enterprises with major hazardous chemical hazards. June 25, 2022, 09:35. To encourage all regions to continuously strengthen the management and control of safety risks associated with major hazardous chemical hazards and to effectively prevent such risks, the Ministry of Emergency Management recently dispatched eight working groups to various locations to conduct the first ministerial-level supervision and inspection in 2022 regarding enterprises with major hazardous chemical hazards. In April this year, the Ministry of Emergency Management carried out a special safety inspection of enterprises with major hazardous sources for chemicals in four phases: enterprise self-inspections, municipal cross-inspections, provincial random inspections, and ministerial supervision and verification. This ministerial-level supervision and inspection will involve on-site verification of the work carried out by each province. Inspectors will conduct both open and unannounced inspections at chemical industrial parks and enterprises with major hazard sources, so as to ensure that all problems and potential risks are thoroughly identified. At the same time, by drawing profound lessons from typical accidents such as the \"6·8\" fire at Sinopec Maoming Petrochemical, the \"6·16\" explosion at Gansu Binnong Technology, and the \"6·18\" fire and explosion at Sinopec Shanghai Petrochemical, efforts are focused on examining the measures taken to prevent and control safety risks in areas such as liquefied hydrocarbon storage tanks that represent major hazard sources, old industrial facilities, and the relocation of chemical manufacturing industries. Local authorities and relevant enterprises are urged to learn from these incidents and take effective actions to manage major safety risks. This ministerial-level supervision and inspection is a crucial measure to ensure the implementation of the 15 stringent measures on work safety stipulated by the State Council’s Work Safety Commission, as well as the arrangements for the nationwide work safety inspections. For any major hazards or prominent issues identified, there will be increased notification and public disclosure, so as to urge enterprises to ensure that corrective actions are fully carried out ； Any violations of laws and regulations identified will be dealt with strictly in accordance with the law. During the supervision and inspection period, the working group will also conduct on-site assessments of the targeted efforts to address safety risks associated with hazardous chemicals, thereby accelerating the implementation of key annual tasks such as these targeted measures. By working together, they aim to achieve tangible results, firmly prevent serious and major accidents as well as those with significant impacts, and create a safe environment for the successful holding of the Party’s * meeting.
