I would like to ask about the standards for installing ladders on storage tanks

There were five or six tanks on site, some made of steel and others of fiberglass, with a diameter of three to four meters and a height of seven to eight meters. No ladder has been installed. The manufacturer says that there are no regulatory requirements forcing the installation of a ladder; but isn’t that going to cause trouble during maintenance? I would like to ask everyone for help in checking whether there are any such regulatory requirements? Thank you!
There are no strict regulations for this; usually it’s the owner who sets the requirements. If the tank design drawings provided by you during procurement don’t include plans for ladders and fences, then the manufacturer certainly won’t build them. In such a case, the only option is to pay extra to have them added
It seems there are no mandatory regulations; it is mainly driven by the needs of operation, inspection, and maintenance.
