15 approvals were processed within 1 day, and flexible supervision helped companies save 300,000 yuan in losses… Over the past year, the Market Regulation Bureau of Changxing Island Economic and Technological Development Zone (hereinafter referred to as Changxing Island Market Bureau) has taken the “Smooth Processing” initiative as its core framework. Focusing on the needs of enterprises in the chemical industry park throughout their entire lifecycle, it has implemented systematic measures in areas such as access approval, services, supervision, and law enforcement, thereby continuously improving the business environment and making “smooth access, smooth operations, and smooth development” the defining characteristics of its business service offerings. The Changxing Island Market Bureau has introduced an innovative mechanism under the “Youchangxing” program, enabling operations to begin right upon approval for entry. On the one hand, a mechanism for the interconnected sharing of information on market entities should be established, to regularly synchronize information on newly established entities with the relevant regulatory authorities. Data shows that the Market Bureau issued over 3,000 pieces of information throughout 2025, enabling cross-departmental collaborative supervision to shift from reactive responses to proactive forecasting. On the other hand, the Market Bureau has introduced the “End-to-End Permit Assistance” service, which offers pre-permit guidance and assistance throughout the process. By handling applications centrally and conducting parallel verifications, it significantly reduces the time required for enterprises to complete the procedures. Tan Jie, deputy director of the Market Bureau, said that in June 2025, 15 businesses located in the residential area of the Hengli Heavy Industry Industrial Park obtained all their necessary licenses within just one working day, enabling these enterprises to operate more efficiently with fewer delays. To meet the specific needs of enterprises in chemical industrial parks, the Market Bureau has established a dedicated task force to provide these enterprises with rapid approval services that allow for immediate processing and completion of procedures on the same day, thereby helping them seize market opportunities. Tan Jie explained that Dalian Fengyuan Transportation Co., Ltd., located within the chemical industrial park, plans to expand its transportation services by taking on delivery tasks for companies such as Hengli Petrochemical. As 12 new mobile pressure vessels need to have usage registration certificates issued urgently, the dedicated team worked overtime to review and enter the necessary documents, completing the registration process on the same day. The heartwarming “Huichangxing” initiative focuses on the needs of businesses; the Changxing Island Market Bureau offers pre-approval inspection services, providing guidance on site layout in advance and integrating the application process into a single form to help merchants pass the inspections on the first try. Tan Jie explained that Changmao (Dalian) New Materials Co., Ltd. built a new production line for food additives. During this process, the Market Bureau stepped in early to provide guidance on the layout of the various functional areas; the on-site inspection and approval process were completed in just 2 working days, which is a 90% reduction compared to the statutory time frame. A NQI “one-stop” service station has been set up on Changxing Island, which provides technical services related to quality, metrology, and special equipment in accordance with the “8+1+N” model; over 10,000 such services are delivered each year, thereby promoting professionalism and transparency in these services ; At the same time, efforts are made to enhance the utilization of intellectual property rights, through patent navigation and services aimed at supporting enterprises within industrial parks. These efforts have helped more than 20 companies, including Dalian Zhongmu Chemical Co., Ltd. and Dalian Bontan Technology Co., Ltd., to obtain financing through the pledge of their intellectual property rights, amounting to over 500 million yuan, thereby effectively transforming intellectual property into assets. In terms of regulating the business environment, the Market Bureau focuses on establishing a diversified supervision system that combines intelligence, credit assessment, and targeted measures. It works to maintain safety standards, improve governance efficiency, and provide support for credit restoration; as a result, over 50 enterprises and more than 100 individual businesses have been able to resume normal operations, thereby boosting market vitality ; Deepen the “random inspection and public disclosure” supervision model; lead 20 joint inspections targeting 161 entities, and ensure 100% disclosure of information related to administrative permits and penalties. “The Market Bureau insists on giving equal emphasis to law enforcement and service, using firm actions to crack down on violations while employing flexible supervision to assist businesses. ”Tan Jie explained that throughout 2025, the Market Bureau handled 61 cases, and exempted or reduced fines for eligible enterprises by more than 150,000 yuan in accordance with the law ; By adopting a \"service-oriented approach to law enforcement,\" companies in the pre-listing phase are subjected to a process of \"conversations, assistance, and follow-up actions\" to address issues, which has helped these companies recover losses amounting to over 300,000 yuan, thereby achieving a balance between the effectiveness of law enforcement and social benefits.
