Calculation of jacketed tower vessels

There is a tower-type vessel whose other parameters meet the requirements of the NB/T47041-2014 standard; however, its bottom section is equipped with a jacket and is heated using steam. How should such a tower-type vessel be designed and calculated?
Why isn’t anyone discussing this issue? There must be quite a few devices like this, right?
The conservative algorithm does not consider the jacket and calculates based only on the inner cylinder.
This issue is somewhat similar to horizontal vessels with jackets, as the criteria for horizontal vessels and those for vertical vessels both assume a single-layer configuration when considering the patterns of bending stress.
When we encounter such towers, we calculate in this way; the relevant standard is specified in the selected criteria column, referring to NB/T47041-2014
