After consulting the information, I could not find the standard for using large hoops to fix and support the platform (this is indeed a practice in chemical plants). Therefore, based on the HG/T21543-2009 standard suggested by my predecessors, and combined with the on-site conditions, I designed a preliminary plan. My level is limited and I have not studied structural mechanics. I hope everyone can criticize and correct me. attached: The picture of the equipment site shows a maintenance platform added to the top of the reactor tower. (The design institute did not design it, and there is only a nozzle flange on the top to take over the pipeline.) I don’t know the significance of adding an inspection platform. If it is a pressure vessel, welding on the tank is not allowed. This needs to be completed by the pressure vessel manufacturer. For reference.

Personally, I feel that the original poster's design is feasible.
I feel good. I estimate the common platform ladder based on experience, and at most refer to samples or drawings. Only individual units or those with relatively large loads that are uneasy need to be counted.
