The refining system includes: a packed tower, a hot water reboiler at the bottom of the tower, a Freon condenser at the top of the tower, a condensation tank, and a liquid chlorine storage tank at the bottom of the tower. The operating parameters of the tower are 1.1 Mpa, with a bottom temperature of 40°C and a liquid level of 50%. The pressure at the tower bottom, the bottom temperature, and the hot water valve are all under cascade control. Therefore, while driving the process, as the liquid level in the tower bottom gradually rises and the temperature increases, at what point should hot water from the reboiler be introduced in order to reduce fluctuations in the packed tower and help it reach a steady state?
