Why can the tower and the reflux tank be arranged with a pipe gallery in between? Why not put them all on one side to shorten the pipeline length? Under what circumstances is this arrangement used?

As for the pipe gallery you mentioned, it is there to facilitate piping installation; it’s not essential. Perhaps your tower foundation is quite large, and to avoid collision with the frame foundation, the distance between the tower and the frame is kept large, which is why a pipe gallery is installed in between. This arrangement is very common in the petrochemical industry: it follows a standard pattern with a three-layer framework, where the heat exchanger is located on the top layer, the reflux tank on the middle layer, and the pump on the bottom layer; outside this framework, there is a row of towers.
The duct gallery between the tower and the return trough is probably not intentional, but rather an accident resulting from the on-site conditions
