Do all cooling towers have collection tanks? Is a collection tank the same as a water catch basin?

Do all cooling towers have collection tanks? So what is that water tray? Is RT the same as a collection tank or a water receiving tray? I encountered this problem at work. My colleague said that this cooling tower doesn’t have a collection tank; the water coming out of the tower goes straight into the circulation tank. I only have a basic understanding of cooling towers, so I would like to ask the experts here for advice: P
