Reactor jacket switching issue

The reactor jacket is switched from steam to circulating water – doesn’t the condensate drain valve assembly need to be closed? How can this steam trap assembly be placed on the intermediate pipe rack?
It would be best to have a layout diagram; otherwise, everyone won’t understand! When switching to circulating water, a bypass is required to go around the steam trap
