High-speed pump throttle bushing

As the title suggests, what is the purpose of the throttle bushing in this pump design? First, thanks to the big shot.
If the seal leaks, it can limit the amount of leakage. According to API682, it is 1CW-FX
Pressure-reducing throttling to prevent excessive pressure from occurring after a leak, which could otherwise enter the gearbox and contaminate the oil!
