Try an air-operated open-end wrench (ratchet).
Loosen the bolts and remove the bottom pin,,,,,. Before disassembly, soak it in bolt loosening liquid and brush off rust and paint. For reference.
Use a hollow hydraulic wrench. How much space is there above the bolt? Check the hollow wrench size.
