To the Pengzhou Emergency Management Bureau: We have received your letter titled \"Request regarding the application of the ‘Fire Protection Standards for Engineering Design of Fine Chemical Enterprises’ in the pharmaceutical industry of Pengzhou“ (Peng Emergency [2020] No. 41). After research, the reply is as follows: First, the \"Fire Protection Design Standards for Fine Chemical Industry Enterprises\" (GB51283-2020) were jointly issued on January 16, 2020, by the Ministry of Housing and Urban-Rural Development and the General Administration of Quality Supervision, Inspection and Quarantine, and came into effect on October 1, 2020. II. Fine chemical enterprises are those that use primary or secondary chemicals produced by the basic chemical industry, as well as biomass materials, as starting materials for further processing, in order to produce fine chemical products with specific functions and uses, characterized by small production volumes, a variety of products, high added value, and a high degree of technological complexity. The pharmaceutical and chemical industry falls under the category of fine chemicals. III. For pharmaceutical and chemical enterprises that involve chemical reactions, their new construction, expansion, and renovation projects shall be carried out in accordance with relevant standards and specifications such as the \"Fire Protection Design Standard for Fine Chemical Enterprises\" (GB51283-2020). For pharmaceutical and chemical enterprises that store and use hazardous chemicals without involving chemical reactions, their building fire protection design shall comply with the relevant provisions of the \"Code for Fire Protection Design of Buildings\" (GB50016). IV. For construction projects involving the \"two key areas and one major concern\" (highly regulated hazardous chemical processes, highly regulated hazardous chemicals, and major hazard sources of hazardous chemicals), a HAZOP (Hazard and Operability) analysis must be conducted during the preliminary design phase. V. The safety distance between buildings, units, or facilities in pharmaceutical and chemical enterprises should be determined through quantitative risk analysis. It’s redundant – both the Precision Code and the Construction Code have requirements regarding internal fire separation distances, so why do you need to determine them through quantitative risk analysis? It’s full of contradictions; how did you come up with this? Release a document without even understanding it yourself?
Fire separation distances and quantitative analysis are not contradictory; fire separation distances are primarily used to prevent the spread of fire from one building to another, while quantitative analysis takes into account the impact of explosions in Class A and B production facilities on adjacent facilities.
