On April 23, the Weihai Ecology and Environment Bureau issued a announcement regarding its decision on approving the environmental impact assessment document for the expansion project of high-end fluorine-based fine chemicals carried out by Weihai Xinyuan New Materials Co., Ltd. The details of the project are as follows: Project name: Expansion project for high-end fluorine-based fine chemicals; Construction unit: Weihai Xinyuan New Materials Co., Ltd ; Construction location: Within the existing factory complex of Weihai Xinyuan New Materials Co., Ltd., located in the Wendeng Chemical Industry Park, Weihai City, Shandong Province ; Project nature: Expansion ; Investment amount: 400 million yuan ; Construction contents: The proposed project will utilize 5 existing workshops, construct 1 new workshop, as well as a recirculating cooling water and refrigeration system. In the newly built Workshop No. 1, facilities for producing hexafluoropropylene, trifluoropropylmethyldichlorosilane (TFPMCS), and TFPMCS hydrolysate will be established. The original workshop was equipped with facilities for producing trifluorochloroethane, tetrachloropropane, D3F, raw rubber, trifluoroethylamine, and trifluoroethanol. A new trifluoroethylamine filling production line has been added to the filling room, along with 5 additional storage tanks. The project is planned to be constructed in three phases. Environmental protection measures such as exhaust gas treatment facilities and noise control systems will also be built; meanwhile, existing facilities for wastewater treatment and solid waste disposal will be utilized. Upon completion, the project will be capable of producing 7,650 tons/year of trichlorofluoroethane (R133a), 360 tons/year of trifluoroethylamine (TFEA), 3,000 tons/year of trifluoroethanol (TFE), 10,000 tons/year of tetrachloropropane (TCP), 4,000 tons/year of trifluoropropene (TFP), 2,150 tons/year of trifluoropropylmethyldichlorosilane (TFPMCS), 1,620 tons/year of TFPMCS hydrolysate, 500 tons/year of trifluoropropylmethylcyclotrisiloxane (D3F), and 500 tons/year of raw rubber (also known as fluorosilicone rubber). By-products include 31% hydrochloric acid at 37,600 t/a, 40% hydrofluoric acid at 1,150 t/a, and potassium chloride at 4,180 t/a.
