Analysis of causes and treatment methods for gasoline loading errors

The mass flow meter used to measure the gasoline being loaded here always shows a significant discrepancy compared to the scale. Could everyone help me analyze the reasons for this and suggest some solutions?
With these two measurement methods, one of them must always be taken as the standard; otherwise, it is difficult to achieve balance. Additionally, the difference in liquid level changes can be used to determine which measurement value better reflects the actual sales volume. Generally speaking, the accuracy of mass flow meters is much higher than that of load cells.
