Regarding the nominal capacity of the device

The nominal capacity of a plant as mentioned in its preliminary design, in my understanding, refers to the plant’s maximum capacity. For example, if the nominal capacity for ammonia synthesis is 300,000 tons, and the plant’s maximum operating capacity is 110% of that value, then the full load capacity for ammonia synthesis would be 270,000 tons. Is this correct? I would appreciate feedback from those with more experience in this field!
The preliminary design assumes 100% production capacity; 300,000 tons represents 100% of the manufacturing capacity. A certain margin is included in the design, allowing the design load to reach 110%, with a maximum capacity of 330,000 tons.
Since the upper limit of the design flexibility range is 110%, if both the operating conditions in the process package and the design conditions are the same, then the operating conditions are at 110% of the capacity; in other words, its nominal capacity is determined based on the design conditions.
