Alternative to the boiler installation, modification, and repair license?

Hello, experts! I have a tender for the installation of boilers in a power plant. Regarding the qualification review, can a License for the Installation, Modification, and Repair of Special Equipment (Grade 1 for boilers) be used as a substitute for a License for the Installation, Modification, and Repair of Special Equipment (GC1 GD1 for pressure pipelines)? If it can be replaced, what is the basis for that? Also, if GC1 GD1 cannot be replaced, which licenses can be used as alternatives?
Check the requirements for obtaining a permit to repair Class 1 boilers.
A pipeline permit does not allow the installation of boilers! A boiler certificate allows one to work on pressure pipelines!
