You have set the pressure check too low.
Is the exhaust connector you mentioned the pipeline that connects the pilot valve to the top cover of the main valve? If so, the reasons are as follows: 1. The O-ring inside the pilot valve has aged and worn out, resulting in leakage within the pilot valve. 2. Internal leakage in the main valve. 3. Low probability – backflow under pressure in the flare pipeline network. It is recommended to remove the safety valve for calibration
One more thing to add: the verification pressure you’re using is indeed too low; generally, the operating pressure should be 1.05 to 1.1 times the normal value
