What is the purpose of the project number for chemical engineering projects?

As the title suggests, if a project doesn’t even have a project number during its design phase, what does that indicate? Especially given the current downturn in the chemical industry, does such a situation carry any special meaning?
Each project has a project code. From design to civil work, installation, and commissioning, work orders are required, and settlements must be submitted for approval using work orders. . . . . . .

Even the smallest design institutes have a designation number. Situations like this are indeed very rare. We used to have our own small design institute, where all such designations were in order, which made it easier to keep things organized.
Standardize everyone’s work to ensure the project process is completed from start to finish.
