What type of welding is surface repair welding on the composite layer of a composite panel?

Taking the 40+6 base layer: Q345R composite layer: S30403 type of stainless steel and carbon steel composite plate products as an example, if there are 1mm pits on the surface of the stainless steel and repair welding is carried out, does it fall under surfacing welding or butt welding? Should it be evaluated by surfacing welding or butt welding, and what qualifications does the welder need? Different people have very different opinions.
Cladding is used because, when welding composite plates, the corrosion-resistant layer is obtained through cladding
Weld overlay qualification, one that is treated as a weld overlay. For patch welding, I think most of it can be considered surfacing welding.
