Can Class C liquids be stirred using compressed air?

Class C liquid storage tank, for storing residue oil. I now want to use general spin jet stirring. Question: Can compressed air be used as the gas source for stirring? Do we still need to use nitrogen? Let me know which standard it is, that will work too. I thank everyone here in advance.

I checked the fire codes, building codes, as well as the regulations for oil storage facilities – none of them contain any provisions regarding air circulation and mixing. There are only some regulations regarding nitrogen sealing of storage tanks, and even those are not applicable to Class C liquids.
Check the purging section of the \"Process Piping Design Manual for Petrochemical Plants\" to see if air purging is recommended for oils of similar nature. However, it is still recommended to prioritize safety and use nitrogen.
Class C liquids also have a flash point. Air is dangerous. Nitrogen is colorless and odorless, but it should be noted that a leak can cause asphyxiation.
The specifications are not clear, but nitrogen is definitely used.
