Water used for 10T steam boilers

For the 10T steam boiler in our facility, we do not perform ion exchange on the water; instead, only trisodium phosphate is added. Is that acceptable?
No, the water used for steam boilers needs to be softened; if ion exchange isn’t possible, reverse osmosis can be used. Adding trisodium phosphate is done only in the steam drum and serves a supplementary role; it does not play a dominant role.
I agree with that as well, but the boss— I’ve made it clear that it will shorten the boiler’s lifespan, lead to energy waste, and pose safety risks.
