(III) Hazardous waste management plan – Contents of management indicators: 1. The hazardous waste management plan includes measures to reduce the generation of hazardous waste as well as its hazards. Key implementation points: (1) The management plan should avoid underreporting or omitting hazardous waste. The types and quantities of hazardous waste expected to be generated, as outlined in the environmental impact assessment, should be specified in detail, and the actual stages of generation, as well as the types and quantities of hazardous waste produced, should be analyzed in detail based on the production conditions. Hazardous waste should include wastes that have been classified as such in the environmental impact assessment, wastes that are identified as by-products in the environmental impact assessment but do not meet **local or industry standards and are listed in the **Hazardous Waste List, or wastes with hazardous properties; it also includes intermediate products generated during production that were not addressed in the environmental impact assessment, wastes resulting from pollution control efforts, and laboratory wastes. All of these must be included in the hazardous waste management plan. (2) In cases where pre-treatment of industrial wastewater by enterprises and the treatment of such wastewater in centralized sewage treatment plants within industrial parks account for 80% or more, the sludge from the physical-chemical treatment processes, or the mixed sludge resulting from the physical-chemical treatment processes and other processes, shall be managed as hazardous waste. Other types of sludge shall have their hazardous characteristics determined in accordance with requirements such as the \"Technical Specifications for Identifying Hazardous Waste\" and the \"General Principles for Identifying Hazardous Waste\". Sludge that constitutes hazardous waste should be disposed of by entities qualified to handle hazardous waste. (3) Waste catalysts and waste activated carbon that are listed in the **List of Hazardous Wastes** or possess hazardous properties should be handed over to qualified entities for recycling. 2. The hazardous waste management plan includes measures for the storage, utilization, and disposal of hazardous waste. Key implementation points: (1) The location and size of the hazardous waste storage area, as well as the measures for preventing hazards such as fire, water damage, and theft, and the requirements for classified storage, must be clearly defined. The size of the storage area should be sufficient to accommodate all types of hazardous waste generated over 15 days of normal operations. (2) It should be clearly specified the measures for the self-utilization and disposal of hazardous waste (with corresponding environmental impact assessment procedures required); in the case of outsourcing for utilization or disposal, it must be handed over entirely to entities that hold a valid hazardous waste management license (valid within its expiration date and covering the relevant approved categories of operations). 3. File a record with the environmental protection administrative department of the local people’s government at or above the county level where it is located. Any significant changes to the contents of the hazardous waste management plan must be reported promptly. Key implementation points: (1) The management plan must be uploaded to the Jiangsu Province Hazardous Waste Dynamic Management Information System (http://www.jswfgl.net/login.jsp). (2) Submit the hazardous waste management plan for the following year to the local environmental protection administrative department at or above the county level where the facility is located for record-keeping by November 30th of each year. Written approval from the environmental protection department is required. (3) In any of the following circumstances, the entity that generates hazardous waste shall, within 10 working days as of the date of the change, file a report with the local people’s **environmental protection administrative department at or above the county level and adjust the hazardous waste management plan accordingly: ① The category of hazardous waste generated changes ； ②The amount of hazardous waste generated is more than 20% above the estimate or less than 50% below the estimate ； ③Changes in the equipment and processes used for the self-utilization and disposal of hazardous waste ； ④Entrusting others to collect, store, utilize, or dispose of it, with a change in the entrusted party ； ⑤Other significant changes. If the actual types and quantities of hazardous waste generated change as a result of project renovation and expansion, optimization of production processes, or modifications to pollution control facilities, or if there are changes in the ways in which such hazardous waste is utilized or disposed of, corresponding environmental protection procedures must be followed. If the actual types and quantities of hazardous waste generated change as a result of production suspension (or reduction), etc., corresponding supporting documents such as a production suspension report shall be provided. The revised management plan should be uploaded to the Jiangsu Province Hazardous Waste Dynamic Management Information System simultaneously. Basis for penalties for violating this regulatory requirement: Article 75 of the Solid Waste Law: Those who fail to register hazardous waste in accordance with **provisions, or engage in fraud during such registration, shall be fined not less than 10,000 yuan but not more than 100,000 yuan.
