Examples for calculating lugs in HG/T 21574

As the title suggests, in the three examples given in the standard for calculating lugs, a certain value is subtracted from the thickness of the lug as specified in the formulas: (16–0.8) in Example 1, (48–1.2) in Example 2, and (18–0.8) in Example 3. Is this done to take into account negative material tolerances? If so, what is the basis for these negative tolerances? Shouldn’t it be 0.3?
Please refer to clause 6.1.1 of the standard. Comparing with Table 1, it is very similar to the example. Otherwise, it cannot be explained...
