Do people think it is necessary for the Ministry of Human Resources and Social Security to release the original exam questions and standard answers after each examination, so as to be subject to candidates’ oversight and thereby promote fairness, openness, and transparency in the exams? My reasons: 1. Even if it’s not made public, people will still try every means to find it, which is inefficient and results in a lot of time being wasted; yet in the end, the actual exam questions from each year end up appearing on the Internet anyway. 2. Whether there are any disputes regarding the questions set by the examiners and the standard answers provided remains uncertain, as there is currently no oversight and nothing to ensure control over this process. 3. Exams that don’t provide answers are a means of testing one’s actual knowledge level; after the exam, it’s impossible to identify and fix any issues, so such exams are unfair. 4. Testing questions serve to assess the competence of those who create them; many of these questions have unclear testing objectives, which leads to different interpretations of them by various candidates. Such questions are truly beyond criticism. The above is written based on my observations of the lively discussions in the forum regarding past exam questions, which have been subject to ongoing controversy.
Personally, I think it shouldn’t be made public for the following reasons: 1. There are not enough human resources; it’s impossible to create an endless supply of questions like in the college entrance exams； 2. The exam is still in its initial stage, so it’s inevitable that there are a few imprecisions in the questions, but this doesn’t affect the overall situation ； 3. In engineering, much relies on experience; there are no completely reliable theories or precise calculations to verify it ； Sometimes, some standards also differ from each other ； 4. In a word, if the authorities say you are right, then you are right. Just like in engineering accidents, if the expert panel determines that you are at fault, then you indeed have every reason to be held responsible!

If such things really existed, it seems impossible to control people’s enthusiasm for sharing; some candidates would secretly take photos or copy the actual exam questions. With such secretive handling, how can such exams have any authority? Authority must also stand the test. The more authoritative one is, the more they should accept scrutiny calmly. 3. Things that do not have a definite conclusion should not be included on the exam paper, let alone provided with standard answers.
It has to be made public, because whoever does so must be responsible for the answer; however, some questions cannot be examined closely enough, and it’s possible that the answer is wrong, which could lead to controversy. So the above option is chosen not to be made public. . . .

Among the national examinations, only the answers for the judicial exam are released. Moreover, the judicial examination regulations state that those who are not satisfied with the answers can submit letters for discussion; if there is a dispute over an answer, points will be given for all possible responses. The answers for other exams are generally not released, such as those for the First-Class Constructor exam. Basically, there are mistakes each year; if the proportion of mistakes is below 3%, it can be considered to be of very high quality. Many wrong answers in exams are 10%. For example, in the 70 questions on professional knowledge from 2014, the person who set the questions was completely blind; you had no choice but to guess answers based on what he intended.
