Regulations on Continuous Inspection by Workers in Refining and Chemical Processing Enterprises Article 1 These regulations are formulated to ensure the safe and stable operation of refining and chemical processing units, to strengthen on-site management of these units, to standardize the continuous inspections carried out by workers, and to ensure that the units operate under controlled conditions. Article 2: The term “workers” as referred to in these provisions denotes plant operators and maintenance service personnel. Article 3 These provisions apply to the refining and chemical enterprises affiliated with joint-stock companies. Article 4: The term “continuous inspection by workers” as referred to in these provisions means that the plant inspectors carry out inspections along the designated inspection routes, within the specified time frame, and in accordance with the prescribed contents and sequence. Article 5: Upon arriving at each inspection site, the inspectors shall check the equipment, operating parameters, production status, etc., and confirm the contents of the inspection in accordance with the regulations. Key parameters must be recorded in real time. Report and address any issues discovered promptly, and keep inspection records as required. Article 6: Personnel carrying out continuous inspections shall bring the appropriate tools as required by their duties. Operators need to carry essential tools such as electronic inspection devices, explosion-proof walkie-talkies, multi-functional wrenches, equipment stethoscopes, hydrogen sulfide detectors, and combustible gas detectors ； - 81 - Machinists and other maintenance personnel need to carry necessary tools such as vibration meters and temperature detectors ； Electrical instrument maintenance personnel need to carry specialized instruments, toolkits, and other necessary tools. Article 7: The workshop (plant) is responsible for, in accordance with the requirements of process technical specifications, operating procedures, and process cards, as well as relevant safety regulations, determining inspection routes and inspection points for key and critical areas, and submitting them to the higher-level production technology department for review. Article 8: Each set of devices can have multiple inspection routes, with each route covering one or several device units; several or dozens of inspection points can be designated along each inspection route ； Each inspection point should clearly indicate the key items to be checked. Article 9 These provisions shall be interpreted by the Refining and Sales Branch and the Chemicals and Sales Branch of the joint-stock company. Article 10 These provisions shall come into force as of the date of issuance.
