(Seeking help) Problems encountered with 3D rotation in CAD

Help: Every time I use 3D rotation, after it’s applied the shape only rotates on one side, and I don’t get the desired solid effect. What should I do? (My steps: Enter 3r — select the object — press Enter — set the base point and rotation axis — enter the angle (starting point, ending point) — and after that, the face is simply rotated :(. . . . ）
Enter 3R — Enter — Select object — Enter — Specify base point — Pick rotation axis — Enter angle — Enter, OK.
