The company is a small hazardous chemicals manufacturing enterprise; its main wastewater is acidic water (containing salts and acids), and its main gases are acidic gases (containing salts and acidic gases). The environmental protection agency has required that an emergency response plan be prepared and filed as soon as possible. No other requirements were specified, except for two points: first, it must not be identical to the safety emergency response plan； Second, if it cannot be completed by the deadline, a financial penalty of between 10,000 and 30,000 will be imposed. However, it should be noted that the measures taken must be practical and effective; they must undergo thorough and repeated discussion by relevant professionals before being approved by leadership.
Should we develop on-site response plans, comprehensive plans, and specialized plans? Are attachments also required: environmental risk hazard investigation report, environmental risk identification report?

Emergency response plans are prepared by specially qualified companies; you do not have the authority to do this. The work is entrusted to qualified external companies, who then prepare the plans, which are reviewed by you before being filed with the Environmental Protection Bureau.
The Environmental Protection Agency says it needs experts to conduct a review! It’s so uncertain; the boss surely won’t be willing to spend money. And if what I come up with isn’t accepted, then there’s nothing I can do! Who has a plan based on the version? Thanks!
Different organizations have different requirements; you can spend money to hire a qualified company to prepare the document, have your own organization approve it, and then file it with the environmental protection agency. This is what the instructor said during the training organized by the Provincial Work Safety Supervision Bureau. There are ready-made templates available online, which can be modified to suit the specific circumstances of your organization. When preparing the document, pay attention to the procedures for on-site handling and reporting; everything else can be taken from the ready-made templates.
