The survey and design examination in 2014 has come to an end, and Gansu Province can finally obtain the necessary certificates. Is this reasonable? In other provinces, isn’t it sufficient to simply bring one’s ID card?

Logically speaking, Gansu **has not fully understood the steps for obtaining the certificate. Our country adopts a two-step approach involving a qualification certificate and a registration certificate. A qualification certificate belongs solely to the individual; it is incorrect to ask an employer to issue a letter of recommendation. If he wants to catch the GK, he can start by controlling the registration certificates. But he was wrong to do that on his qualification certificate.
