Should an emergency shut-off valve be installed on liquid hydrocarbon spheres?

Should emergency shut-off valves be installed on liquid hydrocarbon storage tanks? If so, should they only be used for feed and discharge interlock protection, or should emergency shut-off valves for spraying, water injection, pressure relief, etc., also be installed? I would appreciate it if you could recommend some relevant materials, design codes, and regulations so that I can discuss them with my supervisor. Thank you to all the sea friends!
For liquid hydrocarbon spheres, we should have an emergency shut-off valve only on the feed inlet.
Liquid hydrocarbon spherical tanks should be equipped with emergency shut-off valves on their inlet and outlet pipelines
Pneumatic emergency shut-off valves should be installed for import and export, and must be capable of being closed remotely as well as manually on-site~~
