2 Management Responsibilities and Requirements 2.1 Responsibilities of the Safety and Environmental Protection Department 2.1.1 Responsible for the comprehensive supervision and management of major hazard sources, as well as for establishing and improving relevant management rules and regulations and ensuring their implementation. 2.1.2 Be responsible for registering and maintaining records of major hazard sources, and promptly submitting relevant documents to the local safety supervision department for filing ; Major new sources of hazard should be reported to the local safety supervision authorities for record-keeping in a timely manner, while those that are no longer considered major sources of hazard should be reported accordingly for cancellation. 2.1.3 The organization shall carry out safety supervision and management over the production, use, and storage in areas with major hazard sources. 2.1.4 Organize a safety assessment institution with the appropriate qualifications to conduct a safety assessment of major hazard sources every three years. 2.1.5 Emergency response plans for fire and explosion incidents, as well as accidents involving chemicals (including hazardous substances) related to the management of major hazard sources shall have drill exercises organized in accordance with the provisions of the overall plan ; When the emergency plan is activated, they are responsible for organizing environmental monitoring and pollution cleanup, as well as participating in the development of emergency response plans. 2.1.6 Responsible for installing prominent safety warning signs at the site of major hazard sources. 2.1.7 Responsible for informing nearby units and personnel of the possible accident consequences associated with major hazard sources, as well as the emergency response measures. 2.1.8 Organize or participate in investigations into accidents involving major hazard sources in conjunction with relevant departments, put forward suggestions for handling such accidents, and submit accident reports. 2.1.9 Regularly organize safety inspections of areas with major hazard sources to address existing risks. 2.2 Responsibilities of the Production Scheduling Department 2.2.1 Organize the development of operating procedures and process standards for the production and storage facilities in areas with major hazard sources, and strictly supervise whether all process operation parameters in such units comply with these procedures and standards; operations that involve excessive temperature, pressure, or load are strictly prohibited. 2.2.2 Organize and direct production while ensuring safety; strict prohibition of giving orders that violate regulations or carrying out operations that violate such regulations. 2.2.3 In the event of unsafe factors, potential hazards, or accidents at major hazard sources, decisive action must be taken; if necessary, the plant-level emergency response plan for severe incidents should be activated to prevent the situation from worsening. 2.3 Responsibilities of the Mobility Department 2.3.1 Organize comprehensive inspections for equipment safety, and carry out timely repairs or replacements for equipment and facilities that pose potential risks. 2.3.2 Responsible for the registration and certification of special equipment such as pressure vessels, pressure pipelines, and boilers, strengthening equipment management to ensure that such equipment meets the industry standards for management. 2.3.3 Establish and maintain records for major hazard sources such as pressure vessels, boilers, and pressure pipelines, and submit them to the relevant regulatory authorities for record-keeping as required. 2.3.4 All types of moving and stationary equipment, facilities, and accessories must meet the required standards for good condition; the leakage rate at static sealing points shall be less than 0.5‰. Pressure vessels and pressure pipelines must comply with the \"Regulations on Safety Inspection of Pressure Vessels\" and the \"Regulations on Safety Management and Inspection of Pressure Pipelines\". Their safety accessories must be complete and functional, and key units shall be subject to special maintenance procedures. 2.3.5 Instrument management complies with regulatory requirements; the integrity rate and utilization rate of instruments are above 95%, while the automatic control rate is above 90%. The regulations regarding instrument interlock management are strictly enforced. Organize and implement the rectification of safety hazards; for those that cannot be rectified immediately, preventive measures must be identified and put into effect. 2.4 Responsibilities of the Human Resources Department 2.4.1 Responsible for organizing the development of training programs for personnel involved in the production, use, and storage of materials in areas with major hazards, as well as for conducting assessments; also responsible for handling the issuance and renewal of certificates for personnel working in special types of jobs. 2.4.2 Ensure the proper allocation of management personnel, safety technicians, and operators in the units where major hazard sources are located. 2.5 The Enterprise Management Department is responsible for implementing checks on labor discipline, as well as for educating employees regarding labor discipline and conducting inspections in this regard. 2.6 Responsibilities of the Technical Department 2.6.1 Organize, in accordance with relevant regulations, the design reviews of facilities for production, use, and storage in areas that may become new major hazard sources; implement the corrective actions recommended during these reviews, thereby preventing potential hazards from arising in the first place. 2.6.2 Assist in the submission of applications for safety hazard rectification projects. 2.7 Responsibilities of the Security Department: Responsible for checking the identification of persons entering the factory premises, as well as conducting inspections or registrations for those who enter temporarily. Such persons are prohibited from bringing cigarettes or any kind of ignition sources into the factory. The department is also responsible for ensuring safe production in areas where there are major hazards. 2.8 Responsibilities of the Supply Department: When purchasing equipment and production auxiliary supplies for use in, production of, and storage in areas with major hazards, it is necessary to verify the qualifications of the equipment manufacturers; ordering equipment from manufacturers without the appropriate qualifications or those that fail the qualification assessment is prohibited. 2.9 Responsibilities of the Fire Brigade 2.9.1 Formulate and implement accident response plans, as well as rescue and salvage plans for areas with major hazards, and carry out these plans in the event of an accident. 2.9.2 Provide fire fighting training and rescue training to personnel of units that engage in production, use, and storage within areas with major hazard sources. 2.9.3 All types of safety facilities and fire-fighting equipment are complete, sensitive, and in good condition, meeting the requirements of relevant regulations and standards, with unobstructed fire access roads. 2.9.4 Prepare the allocation plan for emergency rescue equipment as required, and be responsible for the maintenance of such equipment and devices. 2.10 Responsibilities of the unit where major hazard sources are located 2.10.1 Implement the relevant provisions of **laws and regulations regarding major hazard sources, earnestly enforce various safety production rules and regulations, strengthen safety and technical training for employees, so that they are familiar with the safety management systems and operating procedures related to major hazard sources, and master the safety operation skills required for their respective positions. 2.10.2 Organize the formulation and implementation of the unit’s emergency safety plans, safety management regulations, operating procedures, and monitoring measures for major hazard sources; regularly inspect the level of compliance with these measures, and promptly put an end to all forms of violations and behaviors that pose safety risks. 2.10.3 Establish and implement safety inspection systems for work teams and grassroots units, conduct safety inspections on a monthly basis, address identified hazards, and ensure that production equipment, safety devices, fire protection facilities, and first-aid equipment are in good condition. 2.10.4 Implement various safety precautions during direct operation tasks to prevent actions that could compromise the safe operation of major hazard sources. 2.10.5 Organize and implement the training plan; operators and personnel working in special roles must undergo training and hold relevant certificates before taking up their duties. The system of regular inspections must be strictly followed, as well as industrial processes, operating procedures, and labor discipline. Safety inspections of safety facilities and potential hazard areas should be carried out regularly in accordance with this inspection system, and any risks or issues identified must be reported promptly and addressed.
