In accordance with the notice issued by the Ministry of Environmental Protection regarding the release of the \"Comprehensive Plan for the Control of Volatile Organic Compounds in the Petrochemical Industry\" (Document No. Huan Fa 177), different regulations apply in various provinces and cities. Document No. Yue Huan [2014] 130 from Guangdong Province specifies that oil and vapor recovery systems must be installed in storage tanks for benzene, toluene, and xylene, on top of the existing floating roof design.
