Special Feature: Summary of the Registration Center’s work for 2014 and key points for 2015. Part 1: Summary of work for 2014. I. In-depth implementation of the Party’s mass-line education and practice campaign. The Center continued to build on the achievements of this campaign, with all the corrective measures outlined in the “two plans and one schedule” being completed. First, internal control standards have been established within the center, thereby creating a long-term management mechanism ； Second, formulate the “Measures for Managing Performance-Based Wages in the Center”, revise the “Regulations on Employee Attendance in the Center”, improve the incentive mechanism, and strengthen labor discipline management ； Third, 10 new systems were established, such as the \"Several Measures for the Center to Implement the Central Government’s Eight Provisions,\" and 4 existing systems were revised, including the \"Financial System of the Registration Center,\" thus exceeding the planned targets. II. Strengthening the foundation and focusing on key areas has led to new improvements in the quality of operational work. (I) Progress in the development of professional qualification systems 1. In response to the administrative approval reform measures implemented by the State Council, efforts have been made to develop plans for reforming professional qualification systems. An analysis was conducted on the issue of abolishing administrative approval procedures, and recommendations were put forward regarding the direction of reform. Relevant reports were submitted to the competent departments, including the \"Report on Issues and Recommendations Following the Abolition of Administrative Licenses for Registered Engineers in Surveying and Design,\" the \"Proposed Reforms to the Practice System for Registered Architects,\" the \"Work Plan for Reforming the Practice System for Construction Engineers,\" as well as research reports related to reforms in the practice system for planners. 2. Continue to complete the work on the “Research Project on the Revision of the Regulations on the Administration of Registered Engineers in Surveying and Design (Ministry Order No. 137)” entrusted by the Market Department of the Ministry. The tasks of soliciting opinions, collecting and organizing them, as well as making further revisions have been completed; the revised draft is now largely finished. However, due to factors such as the cancellation of certain administrative approval procedures, the project has been put on hold pending feedback from the Department’s Market Division. 3. Undertook the key annual tasks assigned by the Department of Personnel of the Ministry, and completed the preparation of the \"Implementation Plan for Exempting Graduates from Civil Engineering Programs from the Basic Examination for First-Class Registered Structural Engineers\". Based on the findings of the report on the \"Research Project on the Professional Qualification System for Registered Structural Engineers,\" a plan for exempting certain exams was developed. Corresponding adjustments were made to the original exam subjects, exam syllabuses, eligibility requirements, as well as the databases for exam registration and score recording, in order to enable exemption from some of the exams. (II) Examination management: Organized and completed the question setting, examination administration, and marking for the First- and Second-Level Registered Architects, First- and Second-Level Registered Structural Engineers, Registered Civil Engineers (in the fields of geotechnics, ports and waterways, and water resources and hydropower), Registered Public Utility Engineers, Registered Electrical Engineers, Registered Chemical Engineers, Registered Environmental Protection Engineers, Registered Urban Planners, First- and Second-Level Construction Engineers, and Property Management Professionals. A total of 49,756 people registered for the Level 1 Registered Architect exam, while 21,612 people registered for the Level 2 Registered Architect exam ； 92,310 people registered for the professional exams in the 8 major specialties of registered engineering consultants for survey and design, while 229,030 people registered for the basic exam for such engineers ； 33,768 people registered for the Certified Urban Planner exam ； 3.1 million people took the three comprehensive exams for Level 1 Construction Engineers, 1.3 million people took the practical exam for Level 1 Construction Engineers, and 5.56 million people took the exams for Level 2 Construction Engineers ； 72,227 people registered for the property management specialist exam. 1. Continue to strengthen the infrastructure for qualification exams to create favorable conditions for improving the quality of exam questions. First, strengthen the summary of exam results and data analysis to guide experts in improving the quality of test questions, thereby ensuring stable quality and pass rates ； Second, the core team of proposition experts was expanded and adjusted, with some young and outstanding industry experts added ； Third, it organized the review, approval, and publication of the revised \"Examination Syllabuses\" for specialties such as public utility equipment, environmental protection, port and waterway engineering, and property management; it also worked on advancing the revision of the examination syllabuses for registered architects and structural engineers ； Fourth, advance the development of question banks for the basic examination for registered engineers in surveying and design as well as the property management professional examination ； Fifth, efforts to strengthen review at all levels have been continued, and the goal of \"zero errors\" has been generally achieved in various professional examinations. 2. Treat confidentiality as the top priority in exam organization. In 2014, the Registration Center conducted a comprehensive self-inspection of its confidentiality practices, carefully addressed the identified issues, and submitted a report on this self-inspection to the department’s Confidentiality Committee, receiving approval from the higher authorities. Throughout the year, by strictly implementing various confidentiality measures, no incidents of information leakage occurred in any of the examinations. 3. Make coordinated arrangements to improve efficiency and successfully complete the marking of subjective questions. In 2014, the number of candidates for various subjects increased significantly, posing considerable difficulties for the marking process. The departments related to the registration center organized over 2,500 marking experts and scorers to manually grade more than 1 million test papers for subjective subjects. Faced with a record number of candidates taking the First-Class Constructor exam and as many as 8.8 million examination questions, additional marking centers were established to ensure the marking task was completed successfully. Reforms have been introduced to the process by which property management professionals grade assignments; for the first time, a system of dual evaluation followed by triple review is employed to ensure fairness in scoring, both in terms of workflow and technical methods. 4. Strengthen innovation in examination work to lay a foundation for its sustainable development. First, we are actively improving the method of transcribing answers for the two subjects—Technology and Site—in the Registered Architect Examination. For these two subjects, we aggregate the information regarding the options for objective questions onto a confidential code on the test paper cover, thereby ensuring accuracy and efficiency in the process of copying down the options ； Secondly, active coordination was carried out with the Army’s Examination Center, which provided services for adjusting the test papers for the comprehensive subjects of the Level 2 Constructor exam as well as for checking the font databases, thereby effectively improving the quality of these exam papers. (III) Registration and review work: In 2014, the number of registrations completed by the Registration Center across all specialties reached a record high, with a total of 254,025 registrations carried out. Among them, there are 30,295 first-class registered architects, 102,262 registered engineers in survey and design, 7,138 registered urban planners, 99,326 construction engineers, and 15,004 property management professionals. 1. Continue to improve the registration management information system and examination procedures. The \"National Registration Management Information System for First-Class Registered Architects and Registered Engineers\" has been improved, with an identity card inquiry service added, thereby enhancing the social service capabilities of the registration center ； Formulate the \"Procedures for the Registration and Verification of Certified Urban Planners\", print out the verification forms, and implement a \"double-review system\" to ensure that the results of each batch of document reviews are well-documented. 2. Actively cooperate with the unified arrangements of the Ministry to carry out research work on relevant registration policies. It took on the task of revising the \"Regulations on the Management of Registered Construction Engineers\" (Order No. 153 issued by the Ministry of Construction), submitted suggestions for revisions, organized consultation meetings with officials from 10 provinces, compiled these suggestions, and had the Market Department formally send them to the various provinces for feedback. 3. Actively carry out mutual assistance and exchange activities on registration work with relevant organizations. Prepare a concise and to-the-point set of guidelines for provincial registration management, to help provincial registration officers quickly understand the registration procedures and system operation methods for registered architects and registered engineers in surveying and design ； Along with issuing the registration certificates for property management professionals, reminder cards regarding continuing education are distributed on behalf of the China Property Management Association, thereby promoting cooperation among relevant regulatory authorities. 4. Strengthen the management of registered personnel, and strictly investigate and punish instances of one person registering at multiple locations or multiple times. This year, a total of 1,001 individuals who registered with multiple entities were identified and penalized; additionally, 246 people changed their registrations multiple times within a year. (IV) Work of the Committee Secretariat: In addition to organizing relevant examinations and revising syllabuses, it was responsible for preparing and holding the annual meetings of the National Council for Registered Architects and the National Council for Registered Engineers in Surveying and Design ； Second, we actively promoted the development of the registered engineer system. We assisted the Market Department in advancing the registration and practice activities related to relevant professions. We urged the three specialized committees—for chemical engineering, electrical engineering, and public utility equipment—to draft the “Interim Provisions on Practice Management.” Detailed calculations were made regarding the number of registered professionals in the industry and their distribution across various regions; the resulting “Calculation Report” was subsequently submitted ； Third, in collaboration with the Market Department of the ministry, efforts are being made to promote the integration of registration and practice processes for the three fields of environmental protection, water resources and hydropower, as well as ports and waterways ； Fourth, work was initiated on revising the categories and names of specialties for the registered engineer qualification examination, as well as those of related specialties. (5) Continuing education work: First, in accordance with the requirements of the training work meeting held by the Personnel Department of the Ministry, efforts are made to further standardize the organization of training programs, and revisions are carried out to the \"Management Measures for Training Program Organization by the Registration Center for Professional Qualifications of the Ministry of Housing and Urban-Rural Development\" ； Secondly, the compilation and publication of 4 required textbook volumes, including \"Building Waterproofing\" and \"Guidelines for Professional Structural Engineers\", were completed, and the topics for the required courses for architects and structural engineers over 1 to 2 cycles were determined ； Third, national training courses for instructors on the textbooks for compulsory courses for registered architects, registered structural engineers, registered urban planners, and registered geotechnical engineers were held, training over 300 experts in total to ensure that continuing education programs could be carried out as scheduled in various regions ； Fourth, after the distribution of various teaching materials is handed over to publishing entities, coordination should be strengthened among local management committees and these publishing entities regarding distribution tasks, so as to promptly resolve issues that arise in areas such as reprinting materials and logistics. (VI) International exchanges and cooperation: First, a delegation was sent to participate in the 17th Korea-China-Japan Exchange Meeting of Registered Architects, in order to strengthen exchanges among the organizations of the three countries as well as the technical exchange among architects ； Secondly, on behalf of the Chinese side, I attended the 6th meeting of the Central Council of the APEC Architects Project held in Canada. The meeting discussed ways to promote the development of the APEC Architects Project and confirmed matters such as the schedule for rotating responsibilities of the Secretariat ； Third, it is necessary to strengthen cooperation with the Institution of Structural Engineers in the UK, facilitate the process of recommending certain registered Senior Structural Engineers to apply for full membership in that institution, and conduct surveys and analyses among Chinese members in order to improve the quality of services provided. (VII) Internal development status (omitted) Part II: Key tasks for 2015 1. Continue to consolidate the achievements of the campaign to promote the mass line; formulate new corrective measures based on public feedback, and actively implement them. II. Strengthen the scientific and standardized development of examination work. In line with the needs of industry development, some professional examination syllabuses have been revised, and efforts are being made to adjust the structure of the questions in certain professional examination papers for first-level construction engineers ； Continue to develop the question bank and expert database, and strengthen guidance provided to expert groups and relevant professional committees; strictly implement various confidentiality measures to ensure the quality and security of the examinations. III. Continuously improve the level of registration management, perfect the registration information system and network infrastructure, and enhance social service functions. IV. Actively promote the development of a professional practice system for registered engineers in surveying and design, and advance the organization of relevant professional examinations, registration, and practice. V. Conduct investigations and studies on the development of the professional practice system and the issues raised by professionals. In line with the adjustments to the management system and the requirements for market opening, carry out information collection and comparative analysis on relevant **regulations to provide consultation and recommendations to the department. VI. Coordinate with relevant departments of the ministry to ensure the proper planning and implementation of the examinations for registered architects and registered urban planners ； Study issues such as the transitional transformation of management functions in related professions. VII. Implement office automation in the center, standardize office procedures, improve work efficiency, and strengthen the management and development of the staff. ² The Working Seminar Registration Center attended a seminar on the role of registered architects. On January 16, the Department of Building Market Regulation organized a seminar titled “Research on Issues Related to Fully Utilizing the Leading Role of Registered Architects in Construction Projects”. The meeting was chaired by Deputy Director Liu Xiaoyan. Relevant officials from the Inspection and Design Supervision Division of the Construction Market Regulation Department, the Architects Branch of the Architectural Society of China, the Beijing Institute of Architectural Design, and the Ministry’s Registration Center attended the meeting. The project was undertaken by the Architects Branch of the China Architectural Society. President Shao and Dr. Zhu from the Beijing Architectural Design and Research Institute presented the overall framework of the preliminary draft for the research, and offered specific suggestions regarding modern corporate systems, the disadvantages of using standard design drawings, issues related to the fee structure, and the existing bidding system. In his speech, Director Zhao Chunshan of the Registration Center shared his views on seven aspects: the bidding system for construction projects, the dual system of corporate and individual qualifications, the engineering insurance system, the scope of practice for registered architects, the integrity system for registered architects, the talent training mechanism, and the self-regulation organizations for registered architects. In her summary, Deputy Director Liu Xiaoyan noted that it is necessary to strengthen research on the top-level design of the registered architect system. Further research should be conducted in four areas: the historical development and current status of this system, the role of registered architects in developed countries, the problems and reasons that prevent registered architects in China from playing a leading role, as well as suggestions to address these issues. More data analysis should be carried out, an issue-oriented approach should be adopted, and efforts should be made to improve this framework as soon as possible. ² A meeting on the renewal registration of first-class registered construction engineers was held in Beijing. In accordance with the plans set by the Construction Market Supervision Department of the ministry, the renewal registration process for first-class registered construction engineers is scheduled to begin in the first half of 2015; estimates suggest that over 300,000 people across the country will meet the requirements for such renewal registration. To carry out the preliminary preparations, on January 22, the Registration Center organized a seminar in Beijing on the renewal registration of first-level registered construction engineers. Mr. Pang Zongzhan, Director of the Building Market Supervision Department, as well as representatives from the registration management agencies for builders in Beijing, Tianjin, Henan, Jiangsu, Shandong, and Hebei provinces (municipalities), the various professional departments related to builders, and the organizations responsible for continuing education attended the meeting. The meeting conducted a thorough discussion on the potential issues that might arise after initiating the continued registration process for first-class construction engineers, and reached a consensus. The process of renewing the registration for first-class construction engineers will commence once the official notice is issued. ² In accordance with the requirements set forth by the Party Leadership Group of the Ministry of Housing and Urban-Rural Development, the supervision team for the education and practice campaign on the mass line, and the Department of Human Resources of the ministry, the Central Dynamic Registration Center held a meeting of its leadership team as well as a meeting to review the annual performance of the leadership team on the afternoon of January 27. Wang Ning, Vice Minister of the Ministry of Housing and Urban-Rural Development, attended the meeting to provide guidance and oversight; members of the ministry’s supervision team, the Department of Human Resources, and the Party Committee of the ministry also participated in the meeting. **At the life meeting, Comrade Zhao Chunshan presented a report on the implementation of the rectification plans for the educational practice activities on behalf of the leadership team, as well as a self-review by the team. Each member of the team reported on their own self-review and engaged in self-criticism, with members also offering sincere mutual criticism to one another. **The atmosphere during the gathering was pleasant, with ample communication; the critical feedback was constructive, achieving the desired results. The departmental supervision team provided comments on the meeting. Vice Minister Wang Ning had a thorough exchange with the center’s leadership on issues of concern, such as administrative approval reform, and gave directions regarding the key priorities for future work. At the annual performance review meeting, the team members each presented reports on the key tasks of the center for 2014 as well as on the areas under their responsibility, analyzed the shortcomings, and proposed measures for improvement. Vice Minister Wang Ning gave full recognition to the work of the Registration Center and expressed high expectations for all its staff. He encouraged the center’s leadership and employees to strive for excellence, pursue innovation and reform, continue to deepen their research on the system of individual professional qualifications, and make efforts to meet the needs of industry development as well as the tasks of our department’s center, so as to play a greater role in industry regulation. The Registration Center held its annual summary meeting for 2014. On the morning of February 6, 2015, all employees of the Department’s Professional Qualification Registration Center gathered in the center’s conference room to hold the 2014 annual summary and award ceremony. Director Zhao Chunshan delivered a report on the summary of work for 2014 and the key points for work in 2015, and informed all employees about the progress of the Party’s mass-line education and practice campaign as well as the meetings held by the leadership team ； Deputy Director Tao Jianming delivered a report on the summary of the trade union’s work for 2014 ； Deputy Director Yu Yang read out the commendation decision. The conference honored the advanced departments/offices, outstanding workers of 2014, excellent dispatched (rehired) employees, and outstanding official documents. The Trade Union of the Registration Center organized its female employees to participate in activities commemorating International Women’s Day. On the eve of the 105th International Women’s Day, on March 6, 2015, the Trade Union arranged for all female employees to visit the ** Museum. It also organized them to study the “Initiative” issued by the Women’s Work Committee. Entering the spacious and bright museum, where an exhibition of paintings and calligraphy, ancient jades, Ming and Qing dynasty furniture, as well as sculptures by the great thinker Rodin is on display, one cannot help but be captivated by the magnificent layout and marvel at the depth and richness of our country’s history. This event not only improved the artistic skills of female employees but also enlivened their leisure time and reduced their stress, earning widespread approval and praise. The female employees at the center had a meaningful and pleasant holiday. ² Local Updates: The Sichuan Province Construction Vocational Training and Registration Center carried out its first campaign in 2015 under the theme of \"Going to the grassroots, solving problems, taking practical actions, and benefiting people’s livelihood.\" On January 13th and 15th, in accordance with the requirements for this new round of campaigns, Li Changyao, director of the Sichuan Province Construction Vocational Training and Registration Center, along with responsible officials from relevant departments, visited the China Fifth Metallurgical Group Education and Training Center, the Jianke Education and Training Center, and China Water Resources and Hydropower Fifth Engineering Bureau Co., Ltd. There, they discussed various issues faced by these organizations in terms of vocational skill assessment for construction workers, training and evaluation for on-site management personnel, and the registration process for construction engineers. They also sincerely sought their feedback and suggestions regarding the services provided by the center. The holding of this event further narrowed the distance between the center and its clients, allowed for an understanding of their actual needs, and provided insights into new developments in service delivery.
