Copper sheet corrosion issue

Generally, for copper sheet corrosion, it should not be above grade 1. There are also two standards for grade 1: 1a and 1b. But I’m a bit confused – is there really a grade 0 above grade 1? If there is no level 0, then level 1 is the passing standard; why is it still referred to as not exceeding level 1? I’m being a bit pedantic and nitpicky; I hope you don’t mind!
There is no level 0. Both 1a and 1b are considered qualified. If it is 1 or less, it’s considered qualified; otherwise, 2, 3, and 4 are all considered unqualified. What’s there to doubt about that?
It should be no more than level 1; in my understanding, this means it’s less than or equal to level 1. There is no such thing as level 0. Levels 1a and 1b both fall under level 1. It’s sufficient to state that the copper sheet corrosion requirement is level 1 – using the phrase “no more than” is unnecessary! Maybe I’m being too serious!
