Instrument data of self-acting control valve

I now want to select a self-acting control valve for a nitrogen-sealed storage tank, with the pressure behind the control valve required to be 1.8 kPa. The standard instrument data sheet requires the specification of maximum, normal, and minimum flow rates; is it necessary to provide these flow rates? What is the reason? Thank you

It is mandatory to fill this in; only by using the parameters provided by the user can the manufacturer determine which type of control valve is suitable for use.

Flow rate is quite important; it is needed to calculate the CV value, which in turn affects the selection of the valve core size
The CV value of the valve needs to be selected based on the flow rate, so it needs to be filled in
At the very least, there should be normal traffic; otherwise, how can the C value be calculated? Otherwise, how is the flow diameter determined?
