Classification of design permission levels

TSGR1001 stipulates that: “Design units and approvers who have obtained design permits for Class A or Class C pressure vessels possess the qualifications for designing and approving Class D pressure vessels.” 1. For example, if one has A4 qualifications, can they design at D level? 2. For grades B and A5 in manufacturing, which grade in the design should be used?
A4 is a design license for non-metallic pressure vessels, while category D refers to a design license for Class 1 and Class 2 pressure vessels; these Class 1 and Class 2 categories generally refer to metal pressure vessels. The A4 design license presumably cannot be used for the design of Class D pressure vessels
Grade A4 cannot be used for Grade D; this is stated in the documents issued by the General Administration of Quality Supervision, Inspection and Quarantine – there is a document specifically addressing this issue, though I’ve forgotten its title
