Is the standard TSG R0004-2012 \"Regulations on Safety Supervision of Fixed Pressure Vessels\" along with its interpretations available currently? What is the latest fixed tolerance? Please, someone expert can help

The current valid version is TSG R0004—2009 \"Regulations for the Safety Technical Inspection of Fixed Pressure Vessels (2nd edition, 2010)\"; TSG 21-2015 \"Regulations for the Safety Technical Inspection of Fixed Pressure Vessels\" has not been issued yet.
Agree with what was said above; the new regulations on fixed capacity integrate the original regulations on fixed capacity, those for non-metallic containers and simple pressure vessels, along with relevant inspection and supervision rules. They are commonly referred to as the comprehensive capacity regulations, and they have not been issued yet.
There is no 2012 version; the current standard is the 2009 version
