How is the heating area for a 1-ton boiler determined?

Hello everyone, I noticed that many of the default settings indicate that for the Shandong region, a 1-ton boiler is sufficient to heat an area of 6,000 square meters. Calculating it at 50W per square meter doesn’t match. How is it calculated?
It can be simulated using ASPEN PLUS
This is originally experience points, ranging from 5,000 to 10,000
This is probably calculated based on a heat load of 100W, with an efficiency of around 90%
