1. China has been a member of the WTO for so many years – why isn’t it able to align itself with international standards even on such minor matters? 2. Since standard implementation is required, should there not be a **website** where these standards can be viewed? 3. Most industry standards are adapted from foreign standards, which are free; so why is what you copy from those free sources not free either? 4. Industry standards are generally established by the leading companies in a given industry, which are often state-owned monopolies; there are likely many interests involved in this process. 5. They say that with Baidu searches, you can find anything you can think of – so why can’t I find what I’m thinking of?
There must be interests at play where something is unreasonable; the establishment of fuel oil emission standards should take into account domestic technological capabilities and environmental protection requirements. When relevant authorities call for higher emission standards, some leading domestic companies threaten to cut off supply if such standards are raised. Yet China’s refining technologies are already fully capable of meeting the requirements for lower pollutant emissions, and these companies are sacrificing the public’s interests for their own gain.
Industry standards always lag behind industry development and technological progress; with all that tax revenue available, can’t even a small amount of it be set aside for standard development? How much GDP can be increased by charging standard fees? A paper version can have a cost for production, but can’t an electronic version be structured and made available through a system?

What evidence is there to prove that foreign standards are free? I only know that downloading ASTM standards is charged.
There is a standard sharing website; downloads are free, but not all standards can be found there! These days, many standards are established by several companies in the industry sitting together, discussing things back and forth until a decision is reached!
