(IX) Management of storage facilities: Contents of management indicators: 1. Conduct environmental impact assessments in accordance with the law, and complete the acceptance procedures for the \"three simultaneities\" principle. Key implementation points: During the environmental impact assessment of the project, an analysis and evaluation of the requirements for the establishment and management of hazardous waste storage sites should be carried out; the acceptance inspection in accordance with the principle of \"simultaneous implementation of design, construction, and operation\" should be conducted based on the results of the environmental impact assessment. 2. It must meet the relevant requirements specified in the \"Pollution Control Standards for Hazardous Waste Storage\". Key implementation points: Hazardous waste storage facilities must comply with the \"Standards for Controlling Pollution from Hazardous Waste Storage\": they should have warning signs in the storage area, and measures must be taken to prevent dispersion, loss, and leakage; in addition, safety lighting facilities and observation windows are required. Leachate collected from hazardous waste storage sites, as well as any leaks cleaned up at such sites, must all be managed as hazardous waste. 3. The storage period shall not exceed one year ； To extend the storage period, approval from the environmental protection department is required. Key implementation points: 49. Hazardous wastes, due to their flammability, explosiveness, corrosivity, acute toxicity and other hazardous properties, pose environmental risks such as leakage, volatilization, and illegal transfer if stored for long periods; therefore, they should be utilized or disposed of promptly. If it is expected that hazardous waste will be stored for more than 1 year, an application should be submitted in advance to the local environmental protection authorities to request an extension for storage, along with an explanation of the reasons for such extension. The environmental protection department shall issue an opinion on whether to approve the extended storage based on the actual circumstances, and verify the types and quantities of hazardous waste subject to extended storage. The storage of hazardous waste for an extended period without proper justification is prohibited. The project specifies the following requirements for hazardous waste: prevention of dispersion and loss, full enclosure, a negative-pressure gas collection system, protection from sunlight and wind, covering to prevent loss, use of walls or dikes with locked gates, gentle slopes at entrances and exits, separate enclosed warehouses with double locks. For substances that are volatile or prone to decomposition and volatilization under high temperatures, as well as powdered substances, it is necessary to ensure leak prevention; packaging containers must be in good condition. The ground should be hardened to prevent leakage and corrosion, and a system for collecting leaked liquids is required. Units that generate hazardous waste must dispose of it in accordance with relevant regulations, and are not allowed to dump or pile it up arbitrarily ； If no action is taken, the local environmental protection administrative department at the county-level or higher where it is located shall order corrective action to be taken within a specified time limit ； If the waste is not disposed of within the prescribed time frame, or if the disposal does not comply with relevant national regulations, the environmental protection administrative department at the county-level or higher in the location where the waste is found shall designate an entity to carry out the disposal in accordance with relevant regulations; the costs associated with such disposal shall be borne by the entity that generated the hazardous waste. The packaging containers for stored hazardous waste should be inspected regularly, and any damage found should be repaired or replaced. 4. Hazardous waste with incompatible storage properties that has not been safely disposed of. Key implementation points: Hazardous wastes with incompatible properties must not be mixed, to avoid reactions that could cause explosions, the release of hazardous gases, or the formation of new harmful substances. Incompatible hazardous wastes must be stored separately, with isolation barriers in place. 5. Hazardous waste is not stored mixed with non-hazardous waste. Key implementation points: Hazardous waste must not be stored together with other items, raw materials for production, intermediates, or equipment, nor shall it be mixed in with household waste. 6. Establish a ledger for the storage of hazardous waste, and record the storage status of such waste accurately. Key implementation points: (1) The storage site should be equipped with records for the intake and discharge of hazardous waste; detailed information such as the date of intake (discharge), source (destination), type, and quantity of hazardous waste should be recorded by batch, with monthly summaries prepared. The records of the intake and discharge of hazardous waste must be signed by the person in charge. Daily and monthly reports shall include at least the following information: Date (name of hazardous waste); Daily report on inbound and outbound shipments. Date, Department generating the waste, Quantity received (in tons), Packaging type, Number of containers, Storage location, Signature of the recipient. Quantity dispatched (in tons), Destination of dispatch, Signature of the person in charge, Transfer order number, Current inventory level, Total – – – – – Note: A separate daily report shall be prepared for each type of hazardous waste, one copy per month. The original form and the transfer form (the online transfer report form can be printed) are archived and stored together on a monthly basis. Monthly Report on the Inbound and Outbound of Hazardous Waste for the Month: Hazardous Waste Code, Name of Hazardous Waste, Quantity Received During the Month (tons), Quantity Sent Out During the Month (tons), Quantity in Stock from the Previous Month (tons), Quantity Remaining at the End of the Month (tons); Total – (2) The hazardous waste storage facility should be equipped with measuring tools for hazardous waste. (3) The original records of hazardous waste storage must be kept for more than 3 years. The basis for imposing penalties in case of violation of this requirement is Article 76 of the Solid Waste Law: If a hazardous waste generator fails to dispose of the hazardous waste it generates and also fails to bear the disposal costs required by law, the environmental protection authorities at the county level or above shall order it to make corrections within a specified time limit, and impose a fine of not less than one time but not more than three times the cost of the disposal. Article 75 of the Solid Waste Law: Those who store hazardous waste mixed with non-hazardous waste, or who collect, store, transport, or dispose of hazardous wastes with incompatible properties without proper safety measures, shall be fined not less than 10,000 yuan but not more than 100,000 yuan. Article 51 of the Regulations of Jiangsu Province on the Prevention and Control of Environmental Pollution by Solid Waste: Those who fail to keep accurate records of the generation of hazardous waste or fail to store such records as required shall be ordered by the environmental protection administrative department of the local people’s government at or above the county level to make corrections within a specified time limit, and shall be given a warning ； If no correction is expected, a fine of not less than 10,000 yuan but not more than 50,000 yuan shall be imposed.
