Using hot-rolling and cold-rolling is suitable for making containers

When manufacturing equipment, do people usually use hot-rolled steel sheets or cold-rolled steel sheets? Which one is more suitable? Personally, I think using hot-rolled steel is better; cold-rolled steel might present some difficulties in terms of welding and similar processes later on. I wonder what others think?
The steel plate materials used for pressure vessels, even those that can be made by cold rolling, still require heat treatment.
